STRATEGIC PLAN CONSULTING SERVICES
DESCRIPTION OF WORK: This Request for Quotation is for consulting services related to development of a 5-YEAR STRATEGIC ACTION PLAN (final deliverable) for GULF ISLANDS NATIONAL SEASHORE. Scope of work includes a series of facilitated in-person strategic planning sessions to be held at Government facility in Gulf Breeze, FL and or Ocean Springs, MS. A series of four sessions with park staff is contemplated. The consultant will provide detailed guidance to park leadership for purposes of review and vetting of session work with park staff. Consultants shall work closely with key stakeholders to devise effective strategies to achieve the defined goals. The consultant will provide the park with meeting notes and a summary of the outcomes of each session. Final Deliverable shall be a 5-Year Strategic Action Plan that serves as a strategic tool designed to outline specific steps, tasks and goals necessary to achieve a particular objective.
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The RFQ solicitation document incorporated provisions and clauses in effect through Federal Acquisition Circular FAR FAC 2024-07 September 30, 2024. The contract action will accomplish the following goals:
1) Develop Vision and Mission Statements
2) Translate the Vision and Mission Statements into goals and management objectives
3) Create a working timeline for five-year plan implementation
4) Final deliverables include Strategic Action Plan and debriefing to NPS staff and park Senior Leadership Team (SLT)
WORK SCHEDULE: 6 - 12 Months (negotiable) after date of contract. The consultant shall structure a milestone plan for NPS approval and conduct four in-person strategic planning sessions. Actual Schedule of each session to be mutually agreed upon between NPS and Consultant post-award.
Milestone Task #1 - 3.5 Day Session: Development of Draft of Vision Statement
Milestone Task #2 - 3.5 Day Session: Development of Goals, Objectives, and Strategic Action Plan
Milestone Task #3 - 5 Day Session: Review Draft Goals with Park Field Staff and Supervisors
Milestone Task #4 - 3.5 Day Session: Development of Prioritized Position Management through Attrition & Working Timeline
The contractor shall also conduct four 3-hour feedback sessions (MS Teams or virtual conference).

If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of provision 52.212-3 Offeror Representations and Certifications.
Evaluation of offers will consider: Technical, Price and Past Performance. Past experience with federal land management agencies (National Park Service, U.S. Fish and Wildlife Service, U.S. Forest Service, Bureau of Land Management) will be rated more favorably. The NPS may make a contract award decision based on whether the lowest priced of the quotations or offers having the highest past performance rating possible represents the best value when compared to any lower priced quotation or offer.
