THIS IS A Sources Sought Notice ONLY. The Mission and Installation Contracting Command, Fort McCoy, WI is issuing this Sources Sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Yellow Ribbon Reintegration Program (YRRP) Event. The intention is to procure these services on a competitive basis. Be advised that the U.S. Government will not be able to set aside this requirement if two (2) or more small businesses do not respond with information to support the set-aside.
BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made.

In response to this sources sought, please provide:

Sole Source Intent: The Mission and Installation Contracting Command (MICC) - Yuma Proving Ground (YPG), Arizona, intends to award a firm-fixed price contract with a Time and Materials Contract Line Item Number (CLIN) on a sole source basis with PerkinElmer U.S. LLC, 710 Bridgeport Ave., Shelton, CT. 06484-4797. The USAYPG has a requirement for annual onsite maintenance and repair of Government owned laboratory instruments manufactured by PerkinElmer U.S. LLC. (PE) such as: NexIon ICP-MS, (serial number: 815N9011902X); Poly Science Whisper Cool Chiller, (serial number: 1901-00293); Turbo Matrix 40 Headspace Sampler (serial number M41L0209133); Oil Express 4 Autosampler (serial number: JA125N4532); Clarus 580 GC (serial number: 580S15043002); Clarus 680GC (serial number: 680S15061501) and Clarus 500 GC (serial number: 650N6121207). These instruments have unique designs and proprietary parts and firmware/software that only Perkin Elmer technicians can service and repair. Perkin Elmer does not authorize third parties to service or repair their instruments. Period of Performance is Base Year - 26 November 2024 to 25 November 2025 with (2) one year option periods. Option Year 1 - 26 November 2025 to 25 November 2026 and Option Year 2 - 26 November 2026 to 25 November 2027. Authority of this requirement will be in accordance with Federal Acquisition Regulations (FAR) 13.106-1(b)(1)(i), solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization. PROJECT DESCRIPTION: Arizona Forest Engineering and Road Maintenance (FERM) Blanket Purchase Agreement
Typical Service Activities
Road Maintenance service types of work will consist of routine work necessary to maintain the National Forest Road System in a functioning condition, providing safe public access and protecting the transportation facility investment and adjacent environmental resources.
Work is generally confined to within the limits of the existing traveled way and adjacent ditches, shoulders and cut/fill slopes. Work may also take place under or adjacent to the traveled way for resource protection, road stabilization, or to maintain traffic flow.
Potential Performance Activities: Sign Maintenance; Work Area Management (traffic control); Bridge maintenance; Surface Maintenance (Blading, Compaction, Watering); Drainage Maintenance (Slide & Slough Removal, Ditch Cleaning, Culvert Inlet/Outlet Cleaning, Cross-drain installation and maintenance, Ditch and Catch Basin Buttressing), Shoulder maintenance, Fill slope Armoring, Hazard Removal (Danger Tree Falling, Rock Fall and Debris Removal, etc.); Vegetation Management (seeding, brushing requirements); Bridge, guardrail, and Cattle guard Maintenance; Road Closure Device Maintenance or Construction, Rock Crushing and Stockpiling; Placement of Spot Rock; Dust Abatement; Minor Flood Repair and Water Diversion, and Road Demolition. Possible Performance Activities: Surveying/Staking of Work Activities, signing (traffic control and new sign installation); Clearing; Earthwork and realignment; Drainage (surface, subsurface, drain dips, corrugated metal pipe, under drains, etc.); Aquatic Passage Work activities (small bridges or prefabricated structures, etc.); Aggregate Placement (base, surface, pit-run, riprap, etc.); Erosion Control (some erosion control such as seeding may be a service work activity; Shoulder, cut and fill slope reconstruction; Asphalt Placement, Asphalt Restoration (grinding, overlays, pothole patching, skin patching, crack sealing, chip sealing (some activities may be service work activity for supply/install), etc.); Cut/Fill Slope Stabilization; Aquatic Passage Construction; Cattle guard Installation; Installing Closure Devices (gates, earthen barriers, guardrails, etc.); Fence and Gate construction. Burned Area Emergency Response (BAER), Fire Suppression Rehabilitation, Stream Restoration, and specialty projects may also be included, such as recreation facility enhancements (campground road/trail work, toilet installation, parking lot and boat launch repairs, etc.). Other complex systems may be within the scope to support road maintenance and restoration activities. Emergency road repairs may require snowplowing for access, but in general, snowplowing is not part of this contract. Log out and mobilization costs are incidental to ordered work unless otherwise specified in the call order. This also includes trailheads, campgrounds, and other facility related roadwork.
PROJECT LOCATION: Projects shall covers the state of Arizona including the following forests; Apache-Sitgreaves, Coconino, Coronado, Kaibab, Prescott, and Tonto. The terrain varies and can have moderate hills on some areas and steep grades in others. Soil conditions vary as well, from soft and sandy to compacted and rocky. A general vicinity map will be included with all call orders. Maps will also be available to assist in locating the individual roads and are available for purchase.
Contractors shall furnish all labor, supervision, equipment, materials, transportation, supplies (unless specified elsewhere as Government-furnished), and incidentals required to accomplish specified work in compliance with the terms, specifications, and provisions of the contract. Solicitation Number FA8604-24-R-B011 is issued as a Request for Proposal (RFP). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2024-03/02-23-2024 and DPN 20240326. This acquisition is 100% set aside for small business. The NAICS CODE for this solicitation is 333922. This is a Request for Information (RFI) only as defined in FAR 15.201(e) to obtain information about capabilities and market information related to biosolids drying systems and is for planning purposes only. This RFI is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No formal solicitation for this work exists at this time.
The International Boundary and Water Commission, United States Section (USIBWC), will be seeking proposals from all interested parties for improvements to the existing biosolids drying process at the Nogales International Wastewater Treatment Plant (NIWTP). The objectives are to meet a minimum of 40% dry solid content, improve efficiency, reduce operating and maintenance costs and reduce environmental impacts.
1. OVERVIEW/PURPOSE/ DESCRIPTION OF PROCUREMENT
The objective of this RFI is to collect information to assist the Government in evaluating available biosolids electro-osmosis dryers to significantly reduce the current volume and weight of sludge generated at the NIWTP resulting in a safe, cost-effective, and timely manner.
2. BACKGROUND
The NIWTP treats approximately 15 Million Gallons per Day (MGD) of raw sewage entering from Nogales, Sonora, Mexico and Nogales, Arizona using the Biological Nutrient Removal (BNR) process. The Waste Activated Sludge (WAS) is treated by drum thickening followed by an open pit aerobic digestion. Digested sludge flows to a storage pond to be pumped into one of two belt filter presses and into a sludge hauling truck for disposal at the local Santa Cruz County Landfill in Rio Rico, Arizona. Current dewatering efforts may produce dry solids content in the range of 13% to 20%. Average monthly wet sludge expected is around 2,200 Tons.
Because the local landfill is nearing capacity, dry solid content will need to be disposed of at the next nearest landfills in Tucson and/or Marana, Arizona, up to 84 miles away. This results in an increase to transport distance and operating cost. The USIBWC is seeking to reduce the weight and volume of daily sludge production and maximize drying efficiency.
3. REQUESTED INFORMATION
General company description:
Interested bidders will be required to have a minimum 5 years of experience working on wastewater sludge dewatering. Interested bidders will be required to test the waste activated sludge to determine, at minimum, percent dry solids achieved, and include a cost savings analysis.
4. RESPONSE GUIDELINES:
Interested parties are requested to respond to this RFI with a white paper. Submissions shall not exceed 25 pages, single-spaced, 12-point type with at least one-inch margins on 8 1/2" X 11”-page size. The response shall not exceed a 10 MB e-mail limit for all items associated with the RFI response. Responses must specifically describe the contractor's capability to meet the requirements outlined in this RFI. Oral communications are not permissible. SAM.gov will be the sole repository for all information related to this RFI.
5. INDUSTRY DISCUSSIONS:
Government representatives may choose to meet with potential offerors and hold one-on-one discussions. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, including any development and certification risks.
6. QUESTIONS:
Questions regarding this announcement shall be submitted in writing by e-mail to the POC listed in this announcement. Verbal questions and phone calls will not be accepted. Answers to questions will be posted to SAM.gov. The Government does not guarantee that questions received after above response date will be answered.
