In addition, the contractor shall teach intravenous (IV) training to BSFB Emergency Medical Technicians (EMT) and shall teach Advanced Cardiovascular Life Support (ACLS) and Pediatric Advanced Life Support (PALS) courses to BSFB paramedics. Additionally, the contractor shall provide training to certify 46 firefighters and 911 dispatchers the cognitive skills evaluations in accordance with the curriculum of the American Heart Association Basic Life Support (CPR and AED) Program every two years.

Request for Information (RFI), Schriever Space Force Base (SFB) Integrated Solid Waste Management (ISWM), 9 Sep 2024
1. This notice is to request information for the performance of the Schriever Space Force Base (SFB) Integrated Solid Waste Management (ISWM) acquisition. Schriever SFB is located approximately ten miles east of Colorado Springs, Colorado and consists of a large restricted area surrounded by other base buildings and military family housing. This acquisition is for ISWM services for the restricted area and the rest of the base, but does not include military family housing. A draft Performance Work Statement (PWS) is included with this RFI.

3. The requirement is for the Contractor to provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform integrated solid waste management and recycling services at Schriever SFB. The Contractor shall perform to the standards in the contract as well as all local, state, and federal regulations.
4. Most collections will be performed twice per week, although several buildings will require collection Monday through Friday. The base currently has the following contractor-provided containers in service:
Municipal Solid Waste, 45 containers, 3 Cubic Yard
Recycling, 39 containers, 3 cubic Yard
Trash Compactors, 3 compactors
Open Top, 5 containers
5. Vehicle Passes. The Contractor will need vehicle passes for all vehicles used in the performance of the contract and be properly registered and insured.
6. Restricted Area Unescorted Entry. The Contractor will need to access the Schriever SFB restricted area frequently.
7. Unescorted entry to the restricted area is required for completion of the contract; the Contractor will need to request National Agency Check w/Inquiries (NACI) through the 50th Civil Engineering Squadron Security Office for employees needing unescorted entry to the restricted area.
8. This is not a Request for Proposal (RFP); this Request for Information is for obtaining the responding firm's capability information and/or past or current contract experience with contract performance requirements which are the same or are similar to the planned Schriever SFB ISWM contract requirements.
9. This RFI is a draft requirement for market research only. Any response to this RFI is voluntary and the Government will not pay for any response submitted. This RFI should not be considered a commitment on the part of the Government to award a contract; the Government will not be liable for any costs incurred in anticipation of a contract. PROJECT NAME: Horsetooth and Carter Lake
PROJECT DESCRIPTION: The project will rehabilitate and reconstruct various parking lots and access routes at the Horsetooth and Carter Lake Reservoirs in Larimer County, Colorado. The reservoirs are federally owned by the United States Bureau of Reclamation (BOR) with areas that access to the facilities managed by Larimer County. The project will improve vehicular and pedestrian access to the reservoirs while simultaneously improving safety at these locations which serve over one million visitors annually.
SCOPE OF THE WORK: The scope includes rehabilitation, reconstruction, minor widening, and new construction of parking lots and access roads. Carter Lake Reservoir improvements include rehabilitation at the North Pines and Eagle Campground Parking Lots, reconstruction of the Big Thomson Parking Lot, new construction at the Quarry Overflow Parking Lot, and widening of County Road 31 for an auxiliary travel lane between the Big Thomson and Quarry Overflow Parking Lots. The Horsetooth Reservoir improvements include rehabilitation of the Inlet Bay and South Bay Parking Lots and widening of County Road 38E to accommodate an additional turn lane into the South Bay Parking Lots. The work at the sites specifically includes roadway excavation, obliteration, full depth reclamation, aggregate base and asphalt concrete pavement placement, concrete flatwork and curb and gutter, and signing and striping. Drainage improvements such as culvert installation, channel stabilization, and water quality features are also included. Due to the high recreational use of the facilities, vehicular, cyclist, and pedestrian access must be maintained during construction.

There is clear future DoD need for Global Navigation Satellite System (GNSS) data. The space-based observation of GNSS signals continues to be an important emerging weather sensor technology with potential to provide crucial terrestrial and space environment data for Space Force Weather Prediction Models. This dual use technology can be applied to successful execution of daily DoD operations in several ways:
Continuation of the UCAR research efforts will help preserve an independent research and development knowledge base thereby facilitating future expansion and fostering innovation in developing and improving space weather products and performing future studies related to GNSS weather sensing. Specifically, UCAR will continue to study our planets ever changing atmosphere through RO to the benefits of our GNSS. Currently, the Earth's atmosphere contains higher charged electrons in somewhat random areas (influenced by the sun and it's 11-year cycle). These "clouds" of charged electrons interfere negatively with all GNSS signals and provide skewed results. UCAR is able to measure the effects of these "clouds" and send that data back to the GNSS's so they can provide an accurate reading to their users.
Without UCAR's ongoing R&D efforts, specifically the SSAEM program to utilize UCAR for pursuing RO technology maturation, the DoD risks losing essential expertise in promising technologies, which could hinder broader technological advancements. These advancements would support their mission planning and execution efforts across the DoD. As mentioned above, the GNSS RO has some highly desirable DoD military applications. In short, with commercial weather services in its infancy and with no viable market demands for such technology and expertise, it is extremely difficult to maintain the current knowledge base without programs such as SSAEM to provide continuity and support.
The subject COSMIC-2 UCAR support is critical in maintaining essential RO technical sustainment as well as research and development capabilities/expertise. For instance, the USSF needs to maintain this essential capability to apply the COSMIC-2 investigative findings and to develop a roadmap for the development of future technologies that incorporate these findings. Under the current SSAEM contract, UCAR has demonstrated that it has the engineering understanding necessary to support the SSAEM sensor on-orbit operations. As noted above, UCAR personnel are SMEs in RO and have been involved with COSMIC-2 since program inception, as well as with preceding RO programs.
The SSAEM Sensor Support scope of work will require the contractor to have intimate knowledge of the GNSS RO data collection, processing and validation of data quality and accuracy for both space and terrestrial weather. UCAR, a non-profit consortium of 100+ North American colleges and universities, focuses on atmospheric & related
Earth system sciences and has managed the National Center for Atmospheric Research for 65+ years, specializing in RO phenomenology. In 1993, UCAR pioneered the application of GPS RO for probing the Earth 's ionosphere, stratosphere, and troposphere. The Global Positioning System
Meteorology (GPS/MET) experiment produced the first RO soundings of Earth's atmosphere in 1995, which led to the COSMIC-1 program. COSMIC-1 launched in 2006 as a constellation of six LEO satellites to observe the Earth's atmosphere. COSMIC-1 demonstrated the value of RO soundings for numerical weather prediction, which led directly to the establishment of the current COSMIC-2 partnership between NOAA, USSF, and Taiwan. UCAR has been at the technical center of all these programs. The COSMIC-2 mission has provided a revolutionary increase in the number of atmospheric and ionospheric observations relative to COSMIC-1, which has allowed for improved space and terrestrial weather modeling that has greatly benefited both research and operational communities.
The 21st Contracting Squadron invites interested parties to provide information concerning the National Security Agency (NSA)-approved media destroyers listed in Table 1, which details the requisite items.

This is a solicitation for the 140th Aircraft Maintenance Squadron, Weapons unit for flightline toolboxes.The Contractor shall provide 15 complete kits/toolboxes in accordance with the attached documents in this solicitation. This solicitation is being issued as a reqeust for quotes (RFQ). The PSC/FSC assigned to this is 5180 (sets, kits, and outfits of hand tools) and the NAICS assigned is 332216 (saw blade and hand tool manufacturing).
This is being solicited as full and open with a brand name speicification. All offerors must review the attached documents and follow the guidance to ensure their quotes are acceptable, failure to follow guidance could result in offerors quote not being considered.
