Solicitation Number W912BU24B0013 will be issued on or about 16 May 2024 with a bid opening date occurring at least 30 days after the Solicitation.
The period of performance for the contract will be 540 calendar days. Estimated cost range of the project is $5,000,000 to $7,000,000.
The NAICS Code for this project is 237310 Highway, Street, and Bridge Construction and the small business size standard is $45.0 Million.
The awarded contract will contain Liquidated Damages at a rate to be specified in the Solicitation.
Solicitation No. W912BU24B0013 will be issued on or about 16 May 2024 with a bid opening occurring at least 30 days after solicitation. Bonding will be required; at the time of bid opening, by separate Bid Bonds; and after award but before Notice to Proceed, Performance and Payment Bonds will be required. The award will be made as a whole to one bidder in accordance with FAR Part 14 Procedures.

The 436th Contracting Squadron, Dover AFB, DE, is contemplating a multiple award Indefinite Delivery /Indefinite Quantity (IDIQ) or Requirements contract which consists of, but is not limited to, the construction of airfield and heavy-duty asphalt and concrete pavements, including demolition and removal of same, and other miscellaneous appurtenances. Heavy duty pavements can be located on or off the airfield on the base side where conditions warrant. Examples of heavy-duty pavement activities include, but are not limited to, large piping projects, cracking and seating of concrete, large paving projects, and base-wide striping projects.
The 436th Contracting Squadron, Dover AFB, DE, is contemplating a BASE PAVEMENT PREVENTATIVE MAINTENANCE contract which consists of, but is not limited to:
A. Provide and apply a complete Gilsonite-based emulsified asphalt sealer rejuvenator coat to 24,250 Square Yards (SY) of asphalt roads and parking lots.
B. Mill & pave 3800 SY-IN with 2-inch depth of PG 76-22 DelDOT “C” asphalt.
C. Sawcut 700 Linear Feet (LF) IN of asphalt pavement.
D. Stripe 2250 LF of 4-inch-wide line striping.
The base contract magnitude is between $250,000 and $500,000.
The United States Department of Agriculture, Farm Production and Conservation (FPAC) Business Center is requesting professional qualification statements (SF-330s) from qualified firms for the architect and engineering (A-E) services of a licensed land surveyor for the performance of legal boundary surveys for projects located throughout the State of Delaware.
The Contractor shall be licensed and registered in the State of Delaware. The Contractor shall provide legal boundary surveys and re-surveys of easements under the Agricultural Conservation Easement Program components: Wetland Reserve Easements (WRE), Emergency Watershed Protection Program-Floodplain Easements (EWPP-FPE); Health Forest Reserve Program (HFRP); and all Farm Bill 2018 Regional Conservation Partnership Program (RCPP) U.S. held easements, RCPP-HRFP, and RCPP-WRE easements.
Survey work shall consist of performing all surveys, measurements, computations, drawings, and descriptions according to attached Land Survey Specifications for NRCS Easement Programs.
This acquisition is for A-E services and is procured in accordance with the Selection of Architects and Engineers statute as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6. A-E firms meeting the requirements described in this announcement are invited to submit the documentation required of this notice. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitation indicated with respect to business size or any other limitations listed in this notice.

THIS IS A SOURCES SOUGHT NOTICE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.
The purpose of this Sources Sought is to determine qualified potential sources that are capable of producing the items described herein. The United States Air Force, AFLCMC/PZIEB, Wright-Patterson AFB, OH, is seeking sources for the design, fabrication, installation, orientation, and test requirements for an Air Cargo Conveyor System at Dover Air Force Base, Delaware.
Description: This project will provide an air cargo conveyor system at Dover Air Force Base, Delaware. The system will handle mostly single pallet loads and will be installed in a facility that is currently under construction. The system consists of six right angle transfer decks, six powered conveyor lanes each approximately 83 feet long, one single pallet scale, and the associated wiring and control panels. A knowledgeable and experienced contractor is required to ensure the installation is accomplished correctly and quickly, to minimize impact on mission operations, and to meet the schedule.
It is anticipated that any resultant RFP will include a liquidated damages clause.

Contractor Experience:
Demonstrated experience, to the satisfaction of the Contracting Officer, during the past five years in the design, manufacture, installation, acceptance and current customer operation of one right angle transfer conveyor deck shall be required.
The completed right angle transfer conveyor deck shall have a capacity of 10,000 pounds per unit load. The right angle transfer conveyor deck shall be operational on the date the solicitation is issued.
An offeror who cannot demonstrate such experience, verifiable through contacting and/or visiting the offeror's past customers to determine the success of these systems, shall be deemed technically unacceptable. As a minimum, the summary shall include the following information for the projects proposed as relevant experience:

Contract Details:
Commercial items and non-developmental items are procured under FAR Part 12 and FAR Part 15 procedures. The Air Force anticipates conducting a competitive acquisition for this effort. This effort is expected to result in a Firm Fixed Price contract with an anticipated period of performance of 640 days after receipt of order (ARO). The applicable North American Industry Classification System (NAICS) Code is 333922. Business Size standard is 500 employees.
Any information submitted by respondents to this sources sought synopsis is strictly voluntary. The Government will not reimburse the respondents for any costs associated with their response. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract work that consists of the repair of the Reedy Point Bridge in Delaware City, Delaware.
Contract work consists of the following:
a. Repair of severely advanced deteriorated concrete substructure piers with large spalls, delaminated concrete, and exposed rebar. Repairs will include removal and replacement of these significantly deteriorated areas of concrete.
b. Replacement of existing deteriorated sliding bearings with new elastomeric bearings. This will include jacking/temporarily supporting the steel beam.
c. Miscellaneous steel repairs of deteriorated steel members including diaphragm replacement and strengthening of steel beam webs and flanges that is required due to deterioration. All areas where steel is repaired will be cleaned and painted.
d. Joint replacement to prevent water intrusion to the steel and bearing areas below.
The design plans and specifications will be prepared according to AASHTO bridge design and construction specifications.

1.0 Introduction
The Delaware Army National Guard is issuing this Sources Sought as a means of conducting market research to identify interested parties to support the requirement for Toll Aggregation / EZ-Pass Services. The intention is to procure these services on a competitive basis via a Certified Small Business Participant if a sufficient number of capable vendors that are interested in this requirement.
2.0 Description of Requirement
The Delaware Army National Guard is seeking possible sources for administration of an account for the pass through of EZ-Pass tolls for existing and new transponders. The account shall encompass various Government vehicles to include tactical and passenger vehicles with single and multiple axles. The estimated period of performance consists of five (5) years (base and four option periods) commencing 1 February 2025. Specifics regarding the number of option periods will be provided in the solicitation (if released).
The contract type is anticipated to be Firm Fixed Price.
