This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.  Solicitation number 12505B25Q0037 is issued as a request for quote (RFQ).  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-01 dated November 12, 2024.  This solicitation will be a Total Small Business set aside.  The associated NAICS code is 111940 (Hay Farming), with a small business size standard of $2.5 Million.

This acquisition is for the following item as identified in the Line Items:

0001) Alfalfa Hay Large Bale 12 Month IDIQ. Minimum: 20 Ton Maximum: 125 Ton

Description of Work: The USDA has a requirement for an alfalfa hay large bale 12 month IDIQ in accordance with the Statement of Work. The Contractor shall provide all items F.O.B. destination. Location of the Government site is aboard USDA, in Ames, IA and will also be identified in the contract.  The Government anticipates award of a Firm Fixed Price contract. See attached Clauses and Provisions document for the Federal Acquisition Regulation (FAR) and the Department of Agriculture Acquisition Regulation (AGAR) provisions and clauses that apply to this acquisition. Offerors responding to this announcement shall submit their quote in accordance with FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services and include a copy of 52.212-3 Offeror Representations-Commercial Products and Commercial Services.  Submission of quote shall include the following: (1) Technical a) quote shall include your company website address b) quote shall include a minimum of three (3) customer references with current contact information  and (2) Price a) vendor shall accept credit card for delivery order payment b) price to include delivery and unloading at place of performance and any applicable credit card transaction fees per payment.

The basis for award is Lowest Price Technically Acceptable (LPTA).  LPTA means the best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price.  Pursuant to FAR 52.212-2 Evaluation—Commercial Products and Commercial Services, the criteria for evaluation are: (1) Technical and (2) Price and must also have satisfactory Past Performance. The lowest priced quote will first be evaluated for technical acceptability in accordance with the minimum specifications identified.  If determined not technically acceptable, it will be removed from competition and the next lowest priced quote will be evaluated for technical acceptability.  This will continue until the lowest price quote is determined technically acceptable.  Once the lowest priced quote is determined technically acceptable, then a determination of responsibility will be completed.  If found responsible, evaluations will be closed and award will be made.

INSPECTON AND ACCEPTANCE TERMS:  Services will be inspected by Contracting Officer Representative (COR) and accepted at destination.  Period of Performance – 12 months.

To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) at the time the quote is submitted.  A contractor can contact SAM by calling 1-866-606-8220 or www.sam.gov.  NO EXCEPTIONS. A SAM UEI number is required in order to register.  All invoices shall be submitted electronically.

Quotes must be received no later than 5:00 PM Eastern Time on December 17, 2024.

Questions in regard to this combined synopsis/solicitation are due no later than 1:00 PM Eastern on December 13, 2024.  Answers to any questions received by that time will be posted as an amendment to this combined synopsis/solicitation.

Pursuant to FAR 13.5 and FAR 6.302-1, USDA, Animal and Plant Health Inspection Service (APHIS), intends to award a sole source supply contract in that only one responsible source and no other providers will satisfy agency requirements (see attached justification). The Government seeks to is to acquire a Fluent 480 Base Unit, includes 1 year warranty and INTROSPECT™- Instrument analysis and reporting software. (Solicitation 12639524Q0210.)   The requirement is essential to meeting the government's needs.  Any interested sources including small businesses capable of providing the equivalent services in the future are encouraged to contact APHIS for implementing a Fluent 480 Base Unit, includes 1 year warranty and INTROSPECT™- Instrument analysis and reporting software.   A determination by the Government not to compete this requirement is based on market research conducted included Eppendorf and Hamilton Liquid handling machines. The Eppendorf machine was quickly excluded from the search as they do not have an accessory capable of sealing plates coming out of the machine (one of the requirements specified above). While the Hamilton machine is can fulfill the requirements listed, it is not as compatible with many of the machines we utilize both within the NVSL and at NBAF. While the purpose of this project is to synergize the equipment and testing within the NVSL and NBAF, it is crucial to the project that the Tecan Fluent 480 is purchased rather than other similar equipment. If this equipment is not purchases, we will not be able to fulfill the needs of both NVSL and NBAF synergistically.  No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Survey work shall consist of performing all surveys, measurements, computations, drawings, and descriptions according to attached Land Survey Specifications for NRCS Easement Programs.

This acquisition is for A-E services and is procured in accordance with the Selection of Architects and Engineers statute as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6.  A-E firms meeting the requirements described in this announcement are invited to submit the documentation required of this notice.  Firms responding to this announcement before the closing date will be considered for selection, subject to any limitation indicated with respect to business size or any other limitations listed in this notice. 

Firms that submitted an SF-330 Professional Qualification Statement in response to 12FPC324R0004 that was accepted for meeting minimum qualifications for work in Iowa, will be automatically considered and may update their package at this time, if necessary.  Please provide notification if you no longer wish to be considered,

Description of work: The USDA has a requirement for - Semi-Annual inspection and maintenance of 65 doors in three separate buildings in accordance with the Statement of Work. The Contractor shall provide all services F.O.B. destination. Location of the Government site is aboard USDA, in Ames, IA and will also be identified in the Contract. The Government intends anticipates award of a Firm Fixed Price contract.

See attached Clauses and Provisions document for the Federal Acquisition Regulation (FAR) and the Department of Agriculture Acquisition Regulation (AGAR) provisions and clauses that apply to this acquisition. Offerors responding to this announcement shall submit their quote in accordance with FAR 52.212-1 Instruction to Offerors Commercial Products and Commercial Services and include a copy of 52.212-3 Offeror Representations-Commercial Products and Commercial Services.

Submission of quote shall include the following: (1) Technical and (2) Price. All responses shall be submitted electronically to jeffery.kathman@usda.gov.

The basis for award is Lowest Price Technically Acceptable (LPTA), LPTA means the best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. Pursuant to FAR 52.212-2 Evaluation-Commercial Products and Commercial Services, the criteria for evaluation are: (1) Technical and (2) Price and must also have satisfactory Past Performance. The lowest priced quote will first be evaluation for technical acceptability in accordance with the minimum specifications identified. If determined not technically acceptable, it will be removed from competition and the next lowest priced quote will be evaluated for technical acceptability. This will continue until the lowest price quote is determined technically acceptable. Once the lowest priced quote is determined technically acceptable, then a determination of responsibility will be completed. If found responsible, evaluations will be closed and award will be made.

INSPECTON AND ACCEPTANCE TERMS: Services will be inspected by Contracting Officer Representative (COR) and accepted at destination.

Period of Performance:

0001 Base - 2/01/2025-1/31/2026. 

1001 Option 1 – 2/01/2026-1/31/2027

2001 Option 2 - 2/01/2027-1/31/2028

3001 Option 3 - 2/01/2028-1/31/2029

4001 Option 4 – 2/01/2029-1/31/2030

To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) at the time the quote is submitted. A contractor can contact SAM by calling 1-866-606-8220 or www.sam.gov. NO EXCEPTIONS. A SAM UEI number is required in order to register. All invoices shall be submitted electronically. 

Quotes must be received no later than 2:00 PM Central Time on December 12, 2024. Questions regarding this combined synopsis/solicitation are due no later than 5:00 PM Central on December 05, 2024. Answers to any questions received by that time will be posted as an amendment to this combined synopsis/solicitation.

Iowa City Medicaid Solicitation Notice: 36C26324R0010

The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO  23), St. Paul, Minnesota is soliciting proposals from Nursing Homes for the Iowa City VA Health Care System to provide community nursing home services under Indefinite Delivery Indefinite Quantity Contracts (IDIQs). 

This solicitation is open through January 31, 2025.  Proposals will be accepted at any time during this period, up to and including on January 31, 2025. Proposals shall be valid for 180 days from date of receipt. Interested offerors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available.  The solicitation provides instructions to offerors about the proposal submission process.  Offerors are encouraged to review the solicitation on the Contract Opportunities website (https://sam.gov/search/and submit their proposal via email to the relevant point of contact as identified in the solicitation as soon as practicable.

NAICS Code is 623110 (Nursing Care Facilities) with a Small Business Size Standard of $34.0M.  The classification code is Q402.  The solicitation will be issued for full and open competition.  Multiple awards are anticipated and will be made on an as needed basis.  See County list in the Instructions to Offerors section of the solicitation.   All responsible sources must submit a proposal to be considered by VA.

VA will only consider proposals from offerors who are licensed by their respective States and who are Medicare / Medicaid qualified.

Placements will be made in contract nursing home facilities based on availability of facilities and the desires of the veterans and their respective families.

Headquarters, US Army Contracting Command - Rock Island (ACC-RI), has a requirement for roundhouse roof truss system repair/strengthening at Iowa Army Ammunition Plant (IAAAP). This project will remove all broken truss members throughout Building 400-138 and replace them with new, like-type, wood material. Contractor is required to provide structural shoring from the concrete slab floor to temporarily support the existing trusses while select members are removed and replaced, select bolted connections reworked, and select truss members strengthened.  

It is anticipated that this procurement will result in an award to American Ordnance LLC who is the Operating Contractor at IAAAP. Authority for this contract action shall be the Government Property Clause FAR 52.245-1 and will be effected as a task order under the existing BOA that is in place through Calendar Year 2033. Reference for this action shall be Request for Proposal (RFP) W519TC-25-R-IA02. This notification has been posted for subcontracting purposes only.
