This pre-solicitation Sources Sought notice is issued by the United States Department of Agriculture, Agricultural Research Service (USDA-ARS) Midwest Area (MWA) Administrative Office’s Acquisitions & Personal Property/Fleet Team for informational and planning purposes only. This market survey is being conducted to help determine (1) if there is an adequate number of qualified SAM.gov registered Small Businesses Concern, Disadvantaged Small Businesses Concerns, SBA-certified 8(a) Program Participant Concern, SBA-certified HUB Zone Businesses Concern, Veteran-Owned Small Businesses (VOSB) Concern, Service Disabled Veteran Owned Small Businesses (SDVOSB) Concern, Women-Owned Small Businesses (WOSB) Concern, or Economically Disadvantaged Woman Owned Small Businesses (EDWOSB) Concern vendors available that would be interest in a proposed acquisition who meet the specific criteria outlined below to justify a set-aside and (2) and determine likely end product’s country of manufacture to ensure compliance with the Buy American Act.

This is a Sources Sought notice only. This is not a Solicitation Announcement, Request for Quote (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB) nor is it an announcement for a forthcoming solicitation announcement, RFQ, RFP, or IFB. It does not constitute any commitment by the Government. The Government will not make an award on the basis of this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources and to determine the capability of vendors to provide the products and services described in the attached requirements document. Responses to this Sources Sought notice will be used by the Government to help determine the appropriate acquisition strategy decision for any future requirement(s). Responses to this sources sought announcement will also assist the Government in determining whether or not any future requirement similar to this one should be set aside for small business concerns, be issued as unrestricted, be issued as “full and open”, or be procured through sole-source acquisition procedures. The USDA-ARS requests and will accept responses from ALL socioeconomic categories in order to gain a more complete understanding of the market for the products and services.

The Government assumes no financial responsibility for any costs incurred in providing a response to this notice. The Government will provide no reimbursement for any costs associated with the preparation or submission of any information that is received in response to this notice. The USDA-ARS will not make an award on the basis of any responses received to this notice. Respondents will not be notified of the results of this notice. After completing an analysis of the responses, the Government will determine whether to limit competition to only qualified Small Businesses, Disadvantaged, 8(a), HUBZone, VOSB, SDVOSB, WOSB, EDWOSB, or other small business vendors or to proceed with issuing an unrestricted solicitation, issue a “full and open” solicitation (which would include large businesses and foreign vendors), or proceed with making a sole source award to a single vendor.

The associated NAICS is 541715 (“Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)”) with a small business size standard of under 1,000 employees. The applicable PSC is 6640 (“Laboratory Equipment and Supplies”).

The USDA-ARS Sugar Beet and Bean Research Unit (SBRU) has a requirement for Biotinylated RNA-Based Baits in accordance with the attached requirements document. The Government is seeking capability statements from vendors capable of providing these products and services.

For additional information related to the solicitation please see the requirements document and documents in the attachments.

Vendors who have the experience, as well as an interest in doing business with the USDA-ARS that can provide technically acceptable products and services should submit a Capabilities Statement. For this notice a Capabilities Statement is NOT to be a quote, offer, proposal, or bid, but rather short statements regarding the vendor's ability to demonstrate their expertise and experience in relation to the areas specified in this notice.

In addition to the Capabilities Statement, vendors should complete the “Sources Sought Response Form” included in the attachments section of this notice and indicate whether they are a Small Business, Disadvantaged, 8(a), HUBZone, VOSB, SDVOSB, WOSB, EDWOSB, or Large Business.

Inquiries concerning this notice are to be submitted in writing via email only to the point of contact listed in the “Primary Point of Contact” field. To be eligible, all vendors who respond to this notice must have a current and active registration in the System for Award Management (SAM). NO EXCEPTIONS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, FAR 13 and supplemented with additional information included in this notice. 1.0             REQUEST FOR QUOTE

2.0       QUOTE FORMAT

2.2       Offers should include the solicitation number, contractor name and address, point of contact name, phone and email address, CAGE code, unique entity identifier, tax identification number, product images/descriptions, and expiration date of pricing (minimum of 60 days).

2.3       The proposal shall not contain citations or active links to internet pages.  Any linked information will not be accepted and removed from the proposal.

2.4         Questions due:  20 December 2024, 12:30 pm Eastern Standard Time (EST).

3.0       TECHNICAL CAPABILITY

3.1         The proposal shall present relevant information articulating the offeror’s proposed to meeting the requirements. This section shall clearly demonstrate the offeror’s understanding by providing a clear description of the proposed items which meet all requirements. Offerors shall provide descriptions and images if possible. Technical capability will be evaluated as acceptable or unacceptable as compared to the Statement of Work requirements.

4.0       EVALUATION

4.1         The Government intends to award to the small business that provides the best value to the Government which will be determined by evaluating price, past performance, and technical approach. All factors are rated approximately equal.

4.2       The government may award to other than the lowest priced quote if the factors of technical capability provide the best value and exhibit betterments above the minimum requirements identified in the RFQ.

4.3         Negative or adverse information on FAPIIS or SPRS in the last three years may render your quote unacceptable.

5.0       SAM REGISTRATION/JOINT VENTURE

In accordance with Class Deviation 2023-O0001 effective October 28, 2022, a small business joint venture offeror must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, in accordance with 52.204-8(d) and 52.212-3(b) for the following categories:  A) Small business; (B) Service-disabled veteran-owned small business; (C) Women-owned small business (WOSB) under the WOSB Program; (D) Economically disadvantaged women-owned small business under the WOSB Program; or (E) Historically underutilized business zone small business.

6.0         NIST COMPLIANCE

6.1         in accordance with DFARS 252.204-7020, the contractor shall submit a self-assessment on safeguarding covered defense information that resides in or transits through covered contractor information systems by applying network security requirements.

6.2         National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 provides 110 controls that the contractor shall self-evaluate to determine compliance.

6.3       Assessment to be submitted on Procurement Integrated Enterprise Environment (PIEE) to login to the Supplier Performance Risk System (SPRS) module prior to submitting a quote.

6.4       The assessment shall be no more than three years since reporting.

7.0         AWARD

7.1         In accordance with FAR 12.207, a firm-fixed contract shall be issued.

7.2       First Article of Approval is required. One item shall be delivered to the attention of Bonnie Reineer, 3423 N MLK Jr Blvd, Room 219, Lansing MI 48906 prior to full production.

7.2         Delivery date of remaining supply order shall be no later than 60 days after first article approval.

7.3         Delivery will be to the USPFO S&S Warehouse, Attn:  Recruiting, 3405 N MLK JR. BLVD, Lansing MI 48906.

7.3.1    multi-bay loading dock easily accessible to semi-trucks or commercial equipment haulers

7.3.2    normal hours of operation are 8:00 a.m. to 4:30 p.m. weekdays unless a federal holiday. Alternate delivery hours may be available upon request.

7.4       Cost of shipping, handling and insurance must be included in the price.

8.0         BILLING INSTRUCTIONS

8.1         Invoice terms are Net 30 days.

8.2         Invoices must be for delivery of items received. Invoices will not be accepted for billing future deliveries.

8.2.1    If there is a backorder of items, then the POC shall be notified of the estimated delivery date.  These items will be removed from the invoice and the contract modified to add the delivery of the back ordered items.

8.3         Inspection and acceptance will be at Lansing, Michigan. 

8.4         Invoices must be submitted through Wide Area Work Flow (https://piee.eb.mil). 

8.4.1     Instructions are on clause 252.232-7006.

8.4.2     The invoiced amount for the CLIN shall not exceed the unit of issue amount.

8.4.3     The Government Point of Contact has seven days to inspect the submitted invoice, and seven days to accept or reject the invoice. Once accepted, the request is submitted to the USPFO Pay Office for processing; when approved, the request is sent to DFAS for EDI transmission to the contractor.

THIS IS A SOURCES SOUGHT NOTICE. INTRODUCTION:

The U.S. Army Corps of Engineers, Detroit District, is issuing this Sources Sought notice and conducting market research as a means to identify the interest and capabilities of both small and large business entities to provide repairs to the Lexington Harbor Breakwater located in Lexington, Michigan.

No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments.

BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

PROJECT DESCRIPTION:

This project includes breakwater repair and dredging operations at Lexington Harbor. The north breakwater is a permeable rubble mound structure and allows sand shoaling within the harbor. Voids in the north breakwater are exacerbating sediment infiltration within the harbor. A walkway is present atop the north breakwater. The walkway is approximately 5 feet wide and generally in good condition. The north breakwater voids are partially sand filled. The sand fill depth varies; however, sand generally extends to the existing water elevation. 

The project objective is to alter the existing permeable rubble mound breakwater structure to an impermeable structure. The proposed scope of work includes constructing a grout curtain wall within the structure. The proposed grout curtain wall is chemical grout and a controlled low‐strength material. The chemical grout material is proposed within the sand filled breakwater structure. The controlled low‐strength material is proposed above the sand filled area. The intent of the grout curtain wall is to prevent sand from infiltrating through the breakwater structure.

Additionally, this project proposes to include incidental or optional dredging of an estimated 21,000 cubic yards (cy). Dredge equipment access may require dredging an estimated 9,500 cy within the federal channel and an additional 11,500 cy estimated outside the federal channel in a portion of the existing sand shoal within the harbor. Dredge material disposal is contemplated to use a combination of trucking spoils for upland placement and beach nourishment placement with dredge material within the federal channel to be truck loaded and placed upland. The Lexington Harbor boat launch is available as a transfer site location for upland placement trucking operations at two upland placement sites with the first site located approximately 1‐1/2 miles northwest of the transfer location and the second site located approximately 1 mile southwest of the transfer site. Dredge material outside the federal channel is proposed as beach nourishment deposited in a controlled manner evenly across the nourishment area. The beach nourishment location is anticipated to be approximately 1/2 mile south of the dredge area. 

As previously stated, the project includes breakwater repair by constructing a grout curtain wall and incidental and/or optional dredging operations. Listed below are the anticipated features of work and the associated percentage of the total project work. 

1. Grout Curtain Wall – 78 percent

2. Dredging – 15 percent

3. Upland Trucking – 5 percent

4. Beach Nourishment Placement – 2 percent

PROJECT DESCRIPTION:

The U.S. Army Corps of Engineers Detroit District is seeking firms that have the capability to provide construction services for the following:

Construction of a sea lamprey trap structure downstream of Gate 16 of the St. Marys River Compensating Works in Chippewa County, MI. The project will involve installing a steel-mesh platform, trap vault, and lift system. An option for a second sea lamprey vault is expected to be included in the contract. The steel-mesh platform will be 25 feet long and 7 feet wide and be supported by WF columns that are 12ft in height and weigh approximately ½ ton. The columns are to contain welded and bolted plates and angles and must be socketed into the underlying bedrock. The trap vault will be composed of a concrete base, steel skin plates, and an aluminum stop log structure. The lift system will include one free-standing jib crane with a minimum rating of 1 ton.

Interested companies who have completed similar work are encouraged to respond. Provide descriptions of three projects, similar to the project size, scope, and dollar value ($750k or larger), which have been completed or substantially completed in the last ten years. Contractors should have been the prime contractor on these projects and should include examples that show their capabilities to perform the following civil construction practices:

i.          Installing drilled steel piles

ii.         Performing lifts

iii.        Completing in-stream construction activities

The contractor will have an estimated 500 calendar days to complete this requirement.

This is expected to be solicited in the third quarter of FY 25.

Key personnel of any AE firm awarded a contract as a result of this announcement, subsequent evaluations, and proposal submission shall not make any substitution of any key personnel without the expressed written approval of the Contracting Officer. (VI) Description of Requirement

Description:

The contractor shall be required to provide all supervision, transportation, tools, material, labor, and other items necessary to provide commercial internet services to the Alpena Combat Readiness Training Center (CRTC), Alpena, MI. The commercial internet service is needed to support between 200-1000 concurrent users throughout the base dormitory areas, base offices, and dining facilities. The CRTC requires a commercial internet fiber connection be delivered to the Demarcation Point (DEMARC) in the area of the property line which is near the base main entrance. This commercial internet service shall be a fixed-rate speed of 10 Gigabits per second (Gbps). This service is required to support member nations, other joint service partners, and other branches of the military while working at the Alpena CRTC. The responsibility for maintenance of the service regarding the fiber backbone on the base will be the responsibility of the Alpena CRTC maintenance section. Any maintenance or troubleshooting outside of the base demarcation point will be the responsibility of the contractor.

PROJECT DESCRIPTION:

The U.S. Army Corps of Engineers Detroit District is seeking information on potential sources that have the capability to provide maintenance and dredging services to the Muskegon Harbor federal navigational channel in Muskegon, Michigan. Contractor is expected to mobilize dredge to Muskegon Harbor and dredge within the boundaries of the Muskegon Harbor Federal Navigational Channel with nearshore placement. 

The result of this market research will contribute to determining the method of procurement for this requirement. Based on the responses to this Sources Sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted nor acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

Joint Light Tactical Vehicle (JLTV)

SUBJECT: Joint Program Office (JPO) Joint Light Tactical Vehicle (JLTV) Market Survey for a Ruggedized Vehicle Display

  1. Purpose: JPO JLTV is assessing options for the driver display units.  The intent is to gain industry feedback on the high-level technical performance requirements, timing, and pricing of potential alternatives for the driver display unit.   

JPO JLTV is asking industry to assist with the identification of potential drivers within the high-level requirements of ruggedized vehicle displays and provide alternatives to help control costs and schedule, while still meeting the operational requirements. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred for your review and response to this survey. Your response to this survey will yield no favorable considerations for any potential future solicitations.  

  1. Background: The current JLTV Family of Vehicles (FoV) include a touchscreen display and computer to assist in the operation and management of the vehicle. JPO JLTV is interested in potential cost savings and performance/reliability/durability enhancements to existing vehicle displays.  As a result, JPO JLTV is seeking mature display solutions from industry.  Potential solutions can be any or a combination of the below:

       2.  A ruggedized vehicle touchscreen (no internal computing) with or without physical buttons

       3. A ruggedized vehicle smart display (with internal computing) with or without physical buttons

       4. A ruggedized vehicle embedded smart display (with reduced computing) with or without physical buttons.

       5. Rationale for Advanced Release: Vehicle electronics computers are common on U.S. ground combat vehicles. The JLTV uses a mix of commercial off the shelf (COTS), Government off the shelf (GOTS), and purpose designed equipment. Reliability, durability, affordability, and long-term production are highly desirable to maintain operational readiness of the JLTV fleet.  The draft technical performance requirements (Attachment A-DDU-DSDU-EDDAC-Market Survey) were developed to convey the unique military uses, duty cycles and performance to meet the anticipated operational needs. The Government’s intent to socialize these draft requirements will better position the Army to develop achievable final requirements and acquisition timelines for production. The requested feedback will help to ensure the final JLTV display solution is achievable within cost, schedule, and performance constraints. 

  1. Questionnaire:  Interested sources are asked to submit information in two phases: 

  • Phase I:  Provide responses to the below high-level requirements to include any appropriate market literature (e.g., specification sheets).  Submit responses via email to the Contract Specialist, Guadalupe Garcia, with a copy furnished to Contracting Officer, Patrick Brown no later than 12:00 PM EST.  (15 Business Days after release - 19 November 2024.

    3. Is the screen dimmable?
    4. Screen size and resolution
      1. Minimum of 8”, maximum of 12”

        13. Rough Order Magnitude Pricing (ROM) of your solution for the following annual production quantity ranges: 10, 100, 500, 1,000, 2,000, and 5,000 per year.
