Crow / Northern Cheyenne (CNC) Hospital Sewer Pipe Rehabilitation Project in Crow Agency, MT

The Indian Health Service (IHS) is conducting a SOURCES SOUGHT/REQUEST FOR INFORMATION as outlined in FAR 15.201(c)(3) to gain knowledge of interest, capabilities, and qualifications of firms especially small businesses including: Native American/Indian-Owned Businesses (Indian Economic Enterprise (IEE)), 8(a) Certified Small Businesses, Historically Underutilized Business Zones (HUB-Zone) Small Businesses, Women Owned Small Businesses, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Small Disadvantaged Businesses (SDB), and Veteran Owned Small Businesses.

NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED WITH THIS RFI. THIS IS NOT A SOLICITATION FOR PROPOSALS. Respondents will NOT be notified of the results of this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requested.

Market Research is being performed pursuant to Federal Acquisition Regulation (FAR) Part 10 to identify businesses capable of performing the functions described herein.

SUMMARY OF SCOPE

 The Crow/Northern Cheyenne (CNC) hospital sewer piping was initially installed in 1995. Since then, maintenance staff replaced minor sections of cast iron no-hub sewer pipe due to heavy corrosion. The corrosion resulted in cracks at the top of pipe, sediment build up, pipe rust, and sewage back-ups. Billings Area Office (BAO) proposes to rehabilitate the CNC sewer pipeline using Cured in Place Pipe (CIPP) Lining process to extend the sewer pipe life expectancy and to prevent leakage throughout the CNC Hospital.

The work consists of furnishing all labor, equipment, supplies, materials, and performing all work in accordance with this scope of work:

  1. The Contractor is responsible for CIPP lining approximately 5,100 Linear Feet (LF) of the CNC Hospital’s Sewer Drain Pipe using Nu Flow Technology – Nu Flow NuDrain CIPP System, per manufacturer’s recommended installation methods.
  2. Contractor shall clean/descaling all accessible sewer piping inside the hospital. (Water Jetting is not allowed).
  3. Contractor shall replace P-Traps and overflow fittings for all sewer sections rehabilitated in “branched” connections. P-Traps are excluded from epoxy lining.
  4. Contractor shall consult with the Maintenance Supervisor and Project Engineer if sewer bypass pumping is recommended when CIPP lining the hospital’s existing sewer main. Bypass or sewage diversion flow shall be implemented to prevent the hospital’s down time.
  5. Contractor shall reestablish all cured connections to existing sewer pipes and/or mains.
  6. General construction tasks, including concrete work (if necessary), painting, tile installation, drywall removal/repair, and various floor or wall finishes as well as the establishment of additional sewer access points.
  7. Post-CCTV Inspection after epoxy lining is fully cured and confirm that the CIPP liner has been successfully installed.
  8. Remove and legal disposal of all equipment/materials on the work site and return to original service.

In accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects, the anticipated project magnitude is between $1,00,000.00 and $5,000,000.00.

The type of work to be performed will be categorized under PSC code Z2DA, Repair or Alteration of Hospitals and Infirmaries and NAICS code 237110 Water and Sewer Line and Related Structures Construction with a size standard of $45M.

RESPONSES - SUBMITTAL

Native American-owned (IEE/ISBEE) firms - Submit completed Attachment 1: IHS IEE Representation Form (Jan 2022) along with the controlling enterprise’s Department of the Interior, Bureau of Indian Affairs Certificate of Degree of Indian Blood documentation. Please note that there shall be no personally identifiable information (PII), such as social security numbers, included in the documentation submitted. Any PII shall be redacted prior to submission.
  5. Bond Capacity: Information on the firm's bonding capability - specifically identify single and aggregate bonding capacities.
  6. Experience Submission Requirements: Submit at least two (2) but no more than five (5) projects completed by your firm within the last six (6) years that are similar to the work that will be required under this project. Firms shall include the following information for each project:
    1. Indicate whether Prime Contractor or Subcontractor for each project submitted;
    2. Dates of construction for each project submitted;
    3. Contract value, location, completion date, and complexity of job for each project submitted;
    4. Indicate whether the project is a federal, state, tribal or other for each project submitted; and
    5. Project references/Agency point of contact (telephone number and email address) for each project submitted.
    6. If the entity responding to this sources sought is submitting experience information from any entity that does not match the name, CAGE code, and/or UEI exactly as stated on the submitting entity’s SAM record (e.g. affiliates, subsidiaries, parent companies, sister companies, etc.) the submission shall clearly demonstrate how that entity will have meaningful involvement in the performance of the contract and specifically address which resources would be committed to the contract. Failure to comply with this requirement or failure to adequately demonstrate meaningful involvement and commitment of resources on behalf of that entity may result in that experience information to be considered not relevant.
    7. Along with the project experience submission, the following questions shall be answered in your firms’ submission:
      1. How is your company structured to handle quality control of the various disciplines of a construction project? (i.e., what position(s) (full-time/part-time) are employed under your company to perform QC?)
      2. Does your company primarily handle the construction activities related to construction management by the prime contractor and if so, what are those activities? 
      3. Does your company self-perform any of the construction disciplines, if so, what are those disciplines?  What disciplines does your company anticipate self-performing for this specific project?

ADDITIONAL INFORMATION:

Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable. The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEEs) capable of performing the below Indian Health Services (IHS) requirement. Any firm responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form (attached).

Indian Small Business Economic Enterprises (ISBEEs) as well as other small business are highly encouraged to respond to this notice. However, firms should understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. CONTRACT INFORMATION:

The anticipated Award Date for this requirement is July 2024 with a Period of Performance consisting of one (1) twelve (12) month base period and two (2) twelve (12) month options.

REQUIRED CAPABILITIES:

For this requirement, the Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the background research, fieldwork, site form updates, and completion of the LJAD NPS 10-900 DOE form.

The overarching goal of the contract is to complete site forms based on current conditions and provide updated NRHP eligibility recommendations for each site within the LJAD, including the district as a whole. To meet this goal, the Contractor will need to systematically revisit each accessible archaeological site within the LJAD. These site visits will consist of compiling a Cultural Sites and Architecture/Engineering Record form (CS-R) for each site per the Montana State Historic Preservation Office (MTSHPO) guidelines. This includes assessing the current conditions and NRHP eligibility of each site per the regulations found at 36 CFR § 60.4. This work will culminate in creating an updated database of all site forms for all the archeological sites within the LJAD, including a NPS 10-900 form for the district itself. The NPS 10-900 form for the district will follow NPS NRHP Bulletins 15, 16a and 36.

Description

The Northern Rockies Stewardship BPA shall be awarded under the following authority:
Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.

Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.

PROJECT DESCRIPTION:

The USDA Forest Service Stewardship and Disaster Recovery Branch is advertising the Northern Rockies stewardship BPA. This BPA will issue future calls for individual Hazardous Fuels and Stewardship Restoration project areas in Idaho, Montana, North Dakota, and South Dakota.

The scope covers Federal and Non-Federal lands within 150 miles of and including the administrative boundaries of the Idaho Panhandle, Nez Perce-Clearwater, Beaverhead-Deerlodge, Bitterroot, Custer-Gallatin, Flathead, Helena- Lewis and Clark, Kootenai, and Lolo National Forests and the Dakota Prairie Grasslands. Work may be accomplished on Non-Federal lands, but the BPA call will be issued and administered by a government entity.

Multiple awards will be made for this BPA on an individual National Forest basis once the Forest Service has evaluated the technical proposals and pricing submitted in response to the solicitation. Examples of the types of Hazardous Fuels and Restoration work that may be included are cutting and removal of sawtimber, non-sawtimber, and/or biomass; mastication, hand cutting and piling; and road maintenance. 

The period of performance of the awarded Blanket Purchase Agreements is 10 years from date of contract with option to extend up to 20 years. This BPA will be the primary means in which future Call Orders issued include: (1) Integrated Resource Service Contract (IRSC) with required timber product removal; (2) IRSCs that includes the option for Timber Subject to Agreement products to be removed when there is no required timber product removal; and (3) Restoration-based Service contract in which no timber product removal is included.

Future Call Orders for specific projects will be emailed to only the Contractors awarded under this BPA. As such, it is imperative that all interested individuals have an email account, and that all firms must be actively registered in the System for Award Management (SAM.gov)  to be eligible for award under this solicitation. If not actively registered, the Forest Service will be unable to make a BPA award; thereby, effectively excluding an otherwise successful offeror from receiving a Call Order solicitation. Registration in SAM is a free service. Procurement Technical Assistance Center (PTAC) offers resources that are available free of charge at https://www.aptac-us.org/contracting-assistance/ in order to assist with both SAM registration and in proposal submission.

This is a Sources Sought announcement for Crow Creek Substation Transformer Replacement, Pick-Sloan Missouri Basin Program, Montana. This announcement is being used for market research and advanced planning purposes. Proposals are not requested and will not be accepted from this Sources Sought Notice. Work is located at Crow Creek Substation, located in the vicinity of Toston, Montana, off of local irrigation district maintenance roads, south of US 287, in Broadwater County. The principal components of work that will be completed under this project include the following:

Delivery, placement, erection, and startup will occur over a single outage period after the existing transformer has been removed. Erection will include the placement and connection of bushings, arrestors, radiators, and anchoring. Outage will occur between October through April due to seasonal operation of the pumping plant the substation serves.

The Government is seeking responses and capability statements from firms, of any size, who have the specialized knowledge, experience, and resources necessary to successfully complete a project of this size, scope, and complexity. The North American Industry Classification System (NAICS) code is 237130, Power and Communication Line and Related Structures Construction, with a small business size standard of $45 million. In accordance with FAR 36.204 and WBR 1436.204, the estimated magnitude for this project is between $500,000.00 and $1,000,000.00.


If an interested firm believes it is qualified and capable of performing the work required under this project, please submit a capability statement demonstrating its ability to successfully accomplish the various components of work outlined above.

This is a Notice of Intent, not a request for proposal.  The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with RedShift Bio for a AQS3/Apollo Service Contract. One-Year maintenance contract is required for supported research in the Bacterial Metabolism and Physiology Unit. The equipment requiring a service contract is a Microfluidic Modulation Spectroscopy (MMS) unit manufactured by RedShift Bioanalytics. The equipment is highly sensitive and requires service by the OEM. Parts must be OEM. Software must be certified by OEM. Do not substitute.

One (1) preventative maintenance (PM) service per year of coverage. The PM service includes:

•           Parts including the replacement of tubing, gaskets, and coolant as needed

•           System Suitability Testing and System Health Checks (flow rate, coadded ratio)

This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. PROJECT: MT FLAP BOR 2980(1), Sun River Bridge Replacement

LOCATION:  50 miles NW of Augusta, MT

WORK: The work consists of building a new bridge about 200 feet downstream of the existing bridge, with new approach.  The approaches are on embankments and MSE wall approaches.  Final surfacing will be gravel for approaches and concrete on the bridge.

The project includes construction of a 3 span, 462-foot long precast-post-tensioned girder bridge with a precast concrete deck. Abutments are founded on both spread footing and piles within an MSE wall fill. Piers are supported on 10 foot diameter drilled shafts.  The work may include as an Option demolition of the existing steel truss bridge upon completion of the new structure.
