Market Research is being performed pursuant to Federal Acquisition Regulation (FAR) Part 10 to identify businesses capable of performing the functions described herein.
SUMMARY OF SCOPE
The Crow/Northern Cheyenne (CNC) hospital sewer piping was initially installed in 1995. Since then, maintenance staff replaced minor sections of cast iron no-hub sewer pipe due to heavy corrosion. The corrosion resulted in cracks at the top of pipe, sediment build up, pipe rust, and sewage back-ups. Billings Area Office (BAO) proposes to rehabilitate the CNC sewer pipeline using Cured in Place Pipe (CIPP) Lining process to extend the sewer pipe life expectancy and to prevent leakage throughout the CNC Hospital.

REQUIRED CAPABILITIES:
For this requirement, the Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the background research, fieldwork, site form updates, and completion of the LJAD NPS 10-900 DOE form.
The overarching goal of the contract is to complete site forms based on current conditions and provide updated NRHP eligibility recommendations for each site within the LJAD, including the district as a whole. To meet this goal, the Contractor will need to systematically revisit each accessible archaeological site within the LJAD. These site visits will consist of compiling a Cultural Sites and Architecture/Engineering Record form (CS-R) for each site per the Montana State Historic Preservation Office (MTSHPO) guidelines. This includes assessing the current conditions and NRHP eligibility of each site per the regulations found at 36 CFR § 60.4. This work will culminate in creating an updated database of all site forms for all the archeological sites within the LJAD, including a NPS 10-900 form for the district itself. The NPS 10-900 form for the district will follow NPS NRHP Bulletins 15, 16a and 36.

Description
The Northern Rockies Stewardship BPA shall be awarded under the following authority:
Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.
Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.
PROJECT DESCRIPTION:
The USDA Forest Service Stewardship and Disaster Recovery Branch is advertising the Northern Rockies stewardship BPA. This BPA will issue future calls for individual Hazardous Fuels and Stewardship Restoration project areas in Idaho, Montana, North Dakota, and South Dakota.
The scope covers Federal and Non-Federal lands within 150 miles of and including the administrative boundaries of the Idaho Panhandle, Nez Perce-Clearwater, Beaverhead-Deerlodge, Bitterroot, Custer-Gallatin, Flathead, Helena- Lewis and Clark, Kootenai, and Lolo National Forests and the Dakota Prairie Grasslands. Work may be accomplished on Non-Federal lands, but the BPA call will be issued and administered by a government entity.
Multiple awards will be made for this BPA on an individual National Forest basis once the Forest Service has evaluated the technical proposals and pricing submitted in response to the solicitation. Examples of the types of Hazardous Fuels and Restoration work that may be included are cutting and removal of sawtimber, non-sawtimber, and/or biomass; mastication, hand cutting and piling; and road maintenance.
The period of performance of the awarded Blanket Purchase Agreements is 10 years from date of contract with option to extend up to 20 years. This BPA will be the primary means in which future Call Orders issued include: (1) Integrated Resource Service Contract (IRSC) with required timber product removal; (2) IRSCs that includes the option for Timber Subject to Agreement products to be removed when there is no required timber product removal; and (3) Restoration-based Service contract in which no timber product removal is included.
Future Call Orders for specific projects will be emailed to only the Contractors awarded under this BPA. As such, it is imperative that all interested individuals have an email account, and that all firms must be actively registered in the System for Award Management (SAM.gov) to be eligible for award under this solicitation. If not actively registered, the Forest Service will be unable to make a BPA award; thereby, effectively excluding an otherwise successful offeror from receiving a Call Order solicitation. This requirement is for the Western Federal Lands Highway Division (WFLHD). WFLHD intends to award multiple Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts. The purpose of this Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple-Award Task Order Contract (MATOC) is to provide highway, road, and bridge construction in the states of Idaho and Montana. Projects will primarily involve improvements to low-volume and low-speed roadways ranging from 3R (resurfacing, restoration, and rehabilitation) to full reconstruction. This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with RedShift Bio for a AQS3/Apollo Service Contract. One-Year maintenance contract is required for supported research in the Bacterial Metabolism and Physiology Unit. The equipment requiring a service contract is a Microfluidic Modulation Spectroscopy (MMS) unit manufactured by RedShift Bioanalytics. The equipment is highly sensitive and requires service by the OEM. Parts must be OEM. Software must be certified by OEM. Do not substitute.
One (1) preventative maintenance (PM) service per year of coverage. The PM service includes:
• Labor and Travel to the customer site
• Parts including the replacement of tubing, gaskets, and coolant as needed
• Software and firmware updates
• System Suitability Testing and System Health Checks (flow rate, coadded ratio)
• Remote technical support services via phone, email, and remote connection
• On-site repair services as needed including travel, labor and OEM parts
• Materials for shipping and shipping costs (if the service department determines that the system must be returned to RedShift Bioanalytics for repairs)
The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. The 341st Contracting Squadron (341 CONS) is contemplating a solicitation for the excavation, re-routing, and repair replacement of the Sump Pump (SP) 102 and SP103 discharge lines. PROJECT: MT FLAP BOR 2980(1), Sun River Bridge Replacement
LOCATION: 50 miles NW of Augusta, MT
WORK: The work consists of building a new bridge about 200 feet downstream of the existing bridge, with new approach. The approaches are on embankments and MSE wall approaches. Final surfacing will be gravel for approaches and concrete on the bridge.
The project includes construction of a 3 span, 462-foot long precast-post-tensioned girder bridge with a precast concrete deck. Abutments are founded on both spread footing and piles within an MSE wall fill. Piers are supported on 10 foot diameter drilled shafts. The work may include as an Option demolition of the existing steel truss bridge upon completion of the new structure. See "Project Description" under attachments for additional information.

The Montana VA Health Care System requires a project to replace the flooring in the surgical suite located on the second floor. The intent of this project is to remove existing vinyl sheet flooring (approx. 4,000 sqft) and install new VA approved high build glazed epoxy coating. The current floor finishes in these areas are deteriorated and should be replaced with new infection control compliant finishes. The sheet vinyl floor will be removed in its entirety, the concrete subsurface prepared as required to accept a new poured resinous flooring system with integrated resinous wall base.
