Summary of RFP LBNF-357714-JD Scope: The Argon Receiving system serves as the point of entry for Argon to the greater LBNF systems. The system is located at the surface level of the Sanford Underground Research Facility (SURF), some 4850 feet (1478 meters) above the cavern spaces that house the DUNE detectors. The system thus serves to not only accept Argon deliveries, but also to test them for acceptability, temporarily store them, and finally to vaporize stored LAr to be transferred underground via the nearby Ross Shaft.
The successful bidder shall engineer, manufacture, pack, deliver, install, and perform the acceptance tests at SURF for the Argon Receiving for LBNF.
The Subcontractor shall furnish all labor, professional engineering services, equipment, and materials to deliver the supply in accordance with the requirements of this SOW to SURF in the vicinity of Lead, South Dakota.
The supply includes two (2) dedicated truck stations to offload liquid argon (LAr) to be used at LBNF. Further, the LAr tanks shall be equipped to reject their contents to trucks at the appropriate stations. This shall facilitate the recovery of LAr at the end of the experiment.
The supply additionally comprises two (2) 50 m3 LAr storage tanks, to be used in conjunction with two (2) additional 50 m3 tanks outside the scope of this supply (provided by FRA, to be installed by the Subcontractor) to provide surface-level storage of LAr, for a total of 200 m3. The supply tanks may be temporary installations required only for the duration of the active LAr delivery and fill of the belowground LAr cryostats (expected to continue until end of 2033) or may be permanent fixtures depending on which route is most cost effective. The tanks outside the scope of this supply shall be permanently installed. The Subcontractor shall install each of the tanks onsite, including both those required in the supply and those provided by FRA.
The supply further includes any necessary equipment to discharge LAr from the tanks and subsequently vaporize it so that Gaseous Argon (GAr) may be sent to the relevant LBNF cryogenics subsystems, as well as test deliveries and tank contents for purity.
Finally, the supply includes all interconnecting piping and equipment (including all control and safety valves, etc.) between the aforementioned components (including the two tanks outside the supply’s scope), as well as all documents and drawings for the design.
LBNF Project Background: LBNF (http:/lbnf-dune.fnal.gov/) will provide the infrastructure necessary to support the massive neutrino detectors located deep underground at the Sanford Underground Research Facility (SURF) in Lead, SD. The Deep Underground Neutrino Experiment (DUNE) will employ four (4) such detectors, housed in cryostats requiring almost 70,000 tons of liquid argon (LAr), about 17,500 tons for each cryostat. DUNE (http://www.dunescience.org/) is expected to achieve transformative discoveries, making definitive determinations of neutrino properties, examining the dynamics of supernovae that produced the heavy elements necessary for life, and probing the possibility of proton decay.
Solicitation for firm fixed price quote to provide an annual inspection and testing of the piped medical gas systems within health care
facilities located throughout the Great Plains Area Indian Health Service (North Dakota and South Dakota). Inspection and testing required by code to ensure continued accreditation by the Center for Medicare and Medicaid Services and the Joint Commission. This upcoming solicitation will be executed using a design-bid-build (DBB) project delivery method, which will require the contractor to provide the Government with a complete facility and warranty based on the Request for Proposal (RFP).
B-21 80 Row EPS, Ellsworth Air Force Base (EAFB), South Dakota (SD).
This project will provide six (6) new pre-engineered metal Environmental Protection Shelters (EPS), approximately 20,000 SF each. EPS’s are sized to fit the B-2A “Spirit” aircraft with space to perform general aircraft maintenance. The project also includes associated airfield and ground support equipment (GSE) paving. Supporting facilities include three (3) maintenance kiosks, approximately 160 SF each, providing electrical and communication infrastructure to the EPS’s. This project will include a space or spaces constructed to AFI 16-1404 requirements. Additionally, this project will full demolition of existing facilities and partial demotion of Dock 83 and reconstruction of the exterior metal wall of Dock 83.
Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. Each facility must be compatible with applicable DoD, Air Force, aircraft, and base design standards. In addition, sustainable (green) construction materials and techniques shall be used where cost effective and/or where specified.
Special construction and functional requirements: The project will be constructed near Row 80 of flightline facilities at EAFB. As such, the project will be constructed adjacent to – and may be required to integrate with active airfield operations. It will also be constructed adjacent to other active B-21 facility construction sites. Demolition of existing utilities and infrastructure – to include hazardous materials contaminated apron and soils may be required. New airfield apron will be designed in compliance with UFC 3-260-02 and will be constructed in compliance with UFGS 32 13 14.13.

B-21 Convert PRIDE to B-21 Parts, Ellsworth Air Force Base (EAFB), South Dakota (SD).
This is the third of three major renovation projects located in the PRIDE Hangar (Building 7504) in support of the B-21 Beddown at EAFB, SD. This project will renovate approximately +/- 23,000 SF of an existing physical fitness center into a forward supply and equipment warehouse for B-21 parts located on the flight line. The facility contains multiple secure spaces to be designed and constructed to ICD/ICS 705 secure facility requirements as well as AFI 16-1404.
This project will demolish non-structural interior partitions and remove non-functional utilities. The new construction includes space for storage for supply operations and an equipment warehouse. Utilities will be provided and modified as required for this project. This anticipates that the utilities, site, and building parameters remain un-affected.
The project may include bid options for furniture, furnishing and equipment (FF&E), user-funded equipment, intrusion detection systems (IDS), access control systems (ACS), airfield pavement replacement (in-kind), and closed-circuit television (CCTV) systems.
Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility must be compatible with applicable DoD, Air Force, aircraft, and base design standards. In addition, sustainable (green) construction materials and techniques shall be used where cost effective and/or where specified. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria.

The General Services Administration, Region 8, is initiating a project to renovate/remodel an estimated 6,300 rentable square feet of existing U.S.Marshals Service space at the Andrew Bogue Federal Building/Courthouse located in Rapid City, SD. The U.S. Marshals are in need of additional space due to increased staffing at this location. The office space with associated holding cells on the third floor is outdated and no longer meets the requirements specified in the USMS Publication 64. HOW TO OFFER

Background: LBNF (http:/lbnf-dune.fnal.gov/) will provide the infrastructure necessary to support the massive neutrino detectors located deep underground at the Sanford Underground Research Facility (SURF) in Lead, SD. The Deep Underground Neutrino Experiment (DUNE) will employ four (4) such detectors, housed in cryostats requiring almost 70,000 tons of liquid argon (LAr), about 17,500 tons for each cryostat. DUNE (http://www.dunescience.org/) is expected to achieve transformative discoveries, making definitive determinations of neutrino properties, examining the dynamics of supernovae that produced the heavy elements necessary for life, and probing the possibility of proton decay.
Scope of RFP 357777-JD: The Internal Cryogenics serves to transfer liquid and gaseous argon (LAr and GAr, respectively) inside the cryostats for the purposes of purging them of their native atmospheres, cooling them down, filling them with LAr, and recirculating that LAr from dedicated purification equipment outside the scope of this supply. In addition, they serve to transfer the boil-off GAr outside the cryostat for normal recondensation inside the argon condensers and vent in case of a pressure rise over the allowable limit.
The successful bidder shall engineer, manufacture, pack and deliver the Internal cryogenics piping systems for the first two of the LBNF cryostats to the project warehouse in the vicinity of the Sanford Underground Research Facility (SURF) in Lead, SD.

Project Location and Description: Ellsworth AFB, SD
This upcoming solicitation will be executed using a design-bid-build (DBB) project delivery method, which will require the contractor to provide the Government with a complete facility and warranty based on the Request for Proposal (RFP).
Project will construct a new single-story maintenance (MX) storage facility. Structure will consist of strip footings, load bearing insulated precast concrete walls, steel trusses and roof deck. Roof will be a standing seam metal roofing system with plywood underlayment. Interior partitions will be concrete insulated panels, precast concrete, and metal stud with gypsum board. Metal stud walls may
contain sound deadening membrane as applicable to occupancy requirements. Facility will include approximately 929 SM of storage, approximately 315 SM for maintenance and approximately 325 SM for administration purposes along with other requirements for mechanical, electrical, and communications rooms. Building 88020 is currently unoccupied, has a footprint of 681 SM and will be demolished for this project.
Provide all labor, equipment, and materials to design and construct a Munitions Maintenance Storage Facility and all supporting infrastructure. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. Each facility must be compatible with applicable DoD, Air Force, aircraft, and base design standards. In addition, sustainable (green) construction materials and techniques shall be used where cost effective and/or where specified. This project will comply with Department of Defense Antiterrorism/Force Protection requirements per Unified Facilities Criteria 4-010-01. This project will comply with ICD/ICS 705 secure information facility requirements. This project will include a space or spaces constructed to AFI 16-1404 requirements. Additionally, this project will full demolition of existing facilities.
Special construction and functional requirements: The project will be constructed on the Munitions Storage Area (MSA) at EAFB. Demolition of existing utilities and infrastructure – to include hazardous materials contaminated apron and soils may be required.
Magnitude of Construction:

Project Description:
The contractor shall provide material and labor in order to complete required work to Modernize FR Powerhouse Elevator located at Fort Randall Powerhouse Structure.
