PRE-SOLICITATION NOTICE

HQ AETC IT Support Services

502d Contracting Squadron (502CONS)/JBKCB, JBSA-Randolph TX is providing a notice of intent to issue a solicitation/Request for Proposal (RFP) for HQ AETC IT Support service which is an ongoing requirement requiring continuation. The Contractor shall provide non-personal services and provide timely, proactive, high-quality information technology (IT) support to each HQ AETC unit/directorate listed in the PWS. The contractor shall be responsible for the administration and technical support of IT equipment on the unclassified and classified Air Force enterprise network and commercial networks, audio & video teleconferencing systems, as well as manage the Unit Software License Management program and serve as alternate Property Custodians for each Information Technology Asset Management account for the assigned HQ AETC units/directorates.

The contractor shall provide all personnel, supervision, and non-personal services necessary to perform the requirements of the PWS. The contractor shall provide on-site technical and business IT support services relating to the computing and networking needs for each assigned unit/directorate within prescribed timelines.

Women Owned Small Business will be sought and promoted for this acquisition.  The solicitation will be posted on SAM.gov (https://sam.gov)on or about (13 December 2024). A single award, Firm-Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) type contract will result from the solicitation. The performance period will be a five-year ordering period.  The RFP closing date and time will be specified in the RFP and will be no less than 30 days after the issuance of the RFP. This will be an electronic solicitation release, therefore, the solicitation/RFP, its attachments, and any amendments will be posted on the SAM.gov website.  No hard copies of the solicitation will be mailed. The U.S. Government currently occupies retail/office and related space in a shopping center under lease in Pasadena, Texas, 77505 that will be expiring soon. The Government is considering alternative space if economically advantageous and is seeking to lease around 7,200 SF of existing Class A or B retail space, in Pasadena, Texas, 77505.  In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure and non-productive agency downtime.

Request For Information (RFI)

Background:

The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center (JSC) Flight Operations Directorate (FOD) is hereby requesting information from potential sources for the Contract for Organizing Spaceflight Mission Operations and Systems (COSMOS) solicitation. JSC is issuing this Sources Sought Synopsis/Request for Information (RFI) as a means of conducting market research to identify parties having an interest in, and the resources to, support this requirement. This acquisition will be a follow-on procurement to the current NASA Mission Systems Operations Contract (MSOC), contract # 80JSC017C0006. The result of this market research will contribute to determining the type and method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). Under this NAICS code a business is considered small if its number of employees is less than 1,000.

NASA JSC is seeking capability statements from all interested parties, including all categories of Large Business, Small Business (SB), all socioeconomic categories of Small Business and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for COSMOS. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service-Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (ED-WOSB) or HUB Zone business set-aside based on responses received.

COSMOS Description:

The proposed COSMOS will provide technical, managerial, and administrative work needed to ensure the availability, integrity, reliability, and security of the Flight Operations Directorate’s (FOD) Mission Systems supporting National Aeronautics and Space Administration (NASA) space flight programs requiring mission operations support. “Mission Systems” is defined as the systems and subsystems of integrated hardware, software, networks, data, displays, and mockups used in the preparation for and performance of mission operations. It is anticipated that COSMOS will be a single-award, Cost-Plus-Award-Fee (CPAF) contract with a Performance Based Baseline, Indefinite-Delivery/Indefinite-Quantity (IDIQ), and Level-of-Effort (LOE) elements. Cost Reimbursable (CR) Delivery Orders/Task Orders are anticipated to be issued under the IDIQ element. CR Task orders are anticipated to be issued under the LOE element. It is also anticipated that there will be an option to transition to Cost-Plus-Fixed-Fee at the discretion of the Government.

COSMOS will support the International Space Station Program, including International Partner and Commercial Visiting Vehicles, the Commercial Crew Program (CCP), and the Moon to Mars Program. Mission Systems supporting these programs are under development and/or modification in concert with program formulation and implementation. COSMOS applies to the Mission Systems for all of these programs, and any other programs or missions requiring Mission Systems support. In addition, future (currently undefined) Mission Systems and capabilities are within the technical scope of this draft SOW, and COSMOS work associated with these Mission Systems.

Attached to this posting is the draft COSMOS Statement of Work (SOW), Data Requirements List (DRL), and Data Requirements Descriptions (DRDs). For your reference, the current MSOC (SOW) DRL and DRDs are also attached to this posting. It is anticipated that the Technical Library will be posted within several weeks. Interested parties are encouraged to carefully review the draft COSMOS SOW and DRDs.

Interested firms having the required capabilities necessary to meet the above requirement should indicate the ability to perform all aspects of the effort, and include the following information:

  1. Technical - Describe your company's overall skills, experience, and capabilities to perform the work of the anticipated draft COSMOS SOW. Please identify specific draft SOW sections where your company could provide the stated capability by way of Attachment 1 – COSMOS Vendor Capability Matrix at the end of this announcement. If subcontracting or if a joint venture is anticipated, organizations should address the anticipated administrative and management structure of such arrangements (if this information is known at this time). Also address what elements of work would be performed by the prime or joint venture partners and which elements would be performed by subcontractors.
  2. Small Business - If this contract is not set aside, identify any areas of the draft COSMOS SOW that you believe could be performed by a small business and provide rationale.
  3. General

              a. What additional documents would you like to see on the COSMOS contract website or included in the Technical Library?

              b. What barriers or obstacles do you foresee to potentially bidding on this contract? Can you identify any Government acquisition approaches that would increase the competitiveness of this procurement?

              c.   Considering the planned end of ISS Operations in 2030, and other new NASA programs and missions on the horizon, what are the potential advantages of a contract period of performance beyond 5 years? Are there any disadvantages?

              d. What innovations might you propose in the performance of this contract or contract structure?

              e. Provide feedback and rationale on any other topics, factors, and/or items of interest you would like to address regarding  this potential procurement.

Organizational Conflicts of Interest (OCI):

In addition to the information requested above, NASA is requesting information from industry regarding potential OCI arising from the COSMOS acquisition.

The nature of the work anticipated under the COSMOS may create the potential for OCI as currently described in FAR Subpart 9.5. Each interested party should review FAR Subpart 9.5 in light of NASA’s anticipation of OCI issues and consider carefully the extent to which an OCI may arise before making the decision to compete for COSMOS.

Specifically, NASA anticipates the effort under COSMOS will include the following types of tasks, which could lead to potential OCI issues:

  • The contractor will have access to other companies proprietary information, e.g. Moon to Mars, Commercial Crew, and Commercial Cargo Program vendors.
  • The contractor may be required to provide technical support to NASA for new systems development for current and future programs/missions.

These types of tasks could lead to the following categories of OCI issues depending on the composition of the team selected for the anticipated COSMOS contract:

  • Unequal access to nonpublic information of the type that may provide the COSMOS contractor an unfair competitive advantage in a later competition for a Government procurement contract
  • Potential impaired objectivity if the COSMOS contractor or its subcontractors are assessing data developed by themselves, related companies (e.g. affiliates, joint ventures, partnerships.)

  1. What type(s) of OCI issues would your company or potential team identify, if any, should you choose to propose on the COSMOS contract?
  2. Do you have suggestions on mitigation strategies for the COSMOS procurement the Government may consider?
  3. Are there any other types of potential OCI issues with the proposed COSMOS contract that were not identified in this RFI?
  4. Does your company foresee any OCI issues associated with the COSMOS that would cause you to decide not to propose on the potential COSMOS Request for Proposal (RFP)? If so, please explain.

As part if it’s procurement planning process, NASA will review all responses received to this RFI regarding potential OCI issues.  Companies are encouraged to consider OCI when responding to this RFI, and to suggest measures that would prevent OCI from adversely affecting a company’s future procurement prospects.  However, NASA is not in a position to respond to potential offerors regarding the existence of an OCI or remedial measures in relation to this RFI.  Nothing submitted in response to this RFI changes the need for any offeror that submits a proposal in response to a future RFP to satisfy the requirements of that future RFP as part of its proposal response.  Any proposal submitted in response to a future RFP will be required to follow the RFP instructions regarding OCI and the evaluation of that proposal will be in accordance with the RFP evaluation criteria included in the RFP.

Diversity, Equity, Inclusion and Accessibility:

NASA JSC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order (EO) 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for COSMOS.

Additionally, in support of EO 13985, NASA is seeking to advance equity or remove barriers for members of underserved communities related to this requirement. Flight Operations Directorate (FOD) RFI Questions:

Please review and answer the following FOD specific questions.

  1. Recommendations on a measure of performance for software maintenance?
  • Provide feedback regarding ideal performance standards for software development (all development, including development, modification, sustaining, maintenance) and provide rationale. This could be industry standard metrics (e.g. defect density, Google's DORA metrics, Microsoft's SPACE framework) or other alternatives. 
  • Provide feedback on possible performance measures for cost/schedule estimation, including those that should not be used, and provide rationale.

      2. What contract structure do the offerors feel best enables work and cost efficiencies? 

  • How could the contract be structured to allow and enable more agility with changing programs and priorities over time? 
  • Identify any portion(s) of this procurement for which fixed price contracting should or should not be utilized and provide rationale.

      3. Suggest processes for planning and tracking the Mission Systems work across multiple programs in an annual federal work budget (Technical Planning Process) while maintaining existing systems. Include details on how to efficiently maintain the                annual plan for any items that span over multiple fiscal years. 

     4. Are there any requirements expected to drive particularly high costs or complexity? 

  • Any requirements which should not be included in this procurement?

NASA will not affirmatively release any information received in response to this RFI to the public but may use information received in developing the best approach for a contract strategy, and therefore such information may be recognizable to the interested party who submitted it.

Interested parties having the required capabilities necessary to meet the COSMOS requirement described herein should submit a capability statement of no more than 20 pages, using no less than 12-point Times New Roman font indicating the ability to perform all aspects of the effort. There is no page limitation to the OCI information submittal.

To facilitate open communications with industry, NASA Johnson Space Center (JSC) plans to conduct an Industry Day for the COSMOS acquisition. The presentation for Industry Day will be held at the Destiny Ballroom of the Gilruth Conference Center and via Microsoft Teams on Tuesday, February 27, 2024, at 9:00 a.m. – 11:00 a.m. Central Time. Participation for the Industry Day presentation is limited to six (6) individuals from each company/team.

The Government will also provide one-on-one communication opportunities on Tuesday, February 27, 2024, which will be scheduled between 2:00 p.m. and 5:00 p.m. Central Time and on Wednesday, February 28, 2024, which will be scheduled between 9:00 a.m. and 5:00 p.m. Central Time. Participation for the one-on-one is limited to four (4) individuals from each company/team.  One-on-one meetings will be conducted in the Discovery Conference Room of the Gilruth Conference Center and via Microsoft Teams and will not exceed 25 minutes.

Background:

The Department of the Air Force, Air Education and Training Command (AETC) Air Force Security Assistance Training Squadron (AFSAT) is conducting market research to determine whether capable sources are available to perform non-personal training services in support of Foreign Military Sales (FMS) A-29 Super Tucano Training. There are three requests for information pertinent to this RFI:

          (a) The first part is a sources sought for vendor noncommercial training services support for FMS A-29 which includes management, courseware development and delivery of courseware (with government purpose rights) for A-29 aircrew training, maintenance crew training, and any specialized training on the A-29 aircraft systems to include weapon systems, support equipment, and software. The associated noncommercial services training support is anticipated to be required by the USG Allies and other Partner Nations. The place of performance is undetermined, and may be inside and outside of the Continental United States (CONUS and OCONUS). The requirement is projected as an initial ordering base period of one year with four option years with a period of performance to start on or about September 2025.

           (b) The second is a sources sought to (1) identify if there is any commercially available training for the A-29 IAW current Federal Aviation Administration (FAA) approved guidelines for civil aircraft; and (2) commercially available training as described in FAR Part 12.

           (c) The third part is a sources sought for the potentially capable source to (1) identify the vendor’s place of incorporation; as well as (2) to identify training locations (especially if commercially available training as identified in paragraph b above).

This Sources Sought Notice/Request for Information (RFI) is for market research and planning purposes only. The information obtained in response to this RFI will be used to help identify qualified, experienced, interested potential sources, and attain a better understanding of the A-29 training location footprint. This is not a Request for Proposal (RFP). It is not to be construed as a formal solicitation or as an obligation on the part of the Government to acquire any products or services. The information requested by this RFI is for market research only and will be used by the Air Force Multi-Functional Team (MFT) to assist planning. Any information provided to the Government is strictly voluntary and is provided at no cost to the Government. The Government will not reimburse vendors for any capability package preparation nor briefing costs. Description:

The service provider shall be required to provide A-29 aircrew training management; develop and deliver with government purpose rights A-29 courseware necessary for training USG, USG Allies, and Partner Nation on A-29 air ground support, and maintenance crews; provide A-29 pilot flight and maintenance training and provide associated logistical support. A-29 Training objectives are to train USG, USG Allies, and Partner Nation air and ground support crew on initial, conversion, and possibly mission qualification on the country-specific A-29 configuration. Instruction for A-29 aircrew will include academic, simulation, and pilot flight training on the A-29. The training may include and is not limited to a combination of electronic courseware, classroom academics, aircrew training devices, and pilot flight training as described below in the following paragraphs.

  • The service provider will be requested to develop, produce, and deliver, with government purpose rights, new A-29 aircrew/maintenance courseware and aircrew/maintenance materials used for instruction of USG and Allied/Partner Nation A-29 aircrews. Courseware development requires access to original equipment manufacturer (OEM) technical data and/or/Country Specific Technical Orders (CSTOs). Courseware must be compatible with OEM equipment. Changes in technical data may drive future changes.
  • (OCONUS) Country-provided equipment, infrastructure and facilities will be available except common instructional equipment not peculiar to A-29 training.
  • (CONUS) Other than country specific requirements, it will be incumbent upon the contractor to acquire the information, equipment, property, and services required to perform training on the A-29.
  • Technical Orders (TO) deemed necessary for course development may be delivered to the USG and may be available as Government Furnished Information (GFI) at the award of a task order at a future date. If your company has any relationships, agreements or partnerships to allow for accessibility of A-29 TOs outside of government furnished information, please identify in your response.
  • If USG courseware is available and releasable it will be provided to the contractor. At this time, none has been identified.

As an Air Force training organization, the Government's courseware requirement is to be delivered either as a Special Work for Hire, or a minimum of Government Purpose Rights for each course. Industry is encouraged to identify any alternative approaches in a capability statement and identify any underlying license(s) with an approximate cost savings, per country, for the approach.

The United States Government reserves the right to add additional training courses as required to facilitate USG and Allied/Partner Nation training on the A-29. Anticipated courses/courseware, for capability statement, include the following:

a. Pilot Initial Qualification Courses

b. Pilot Mission Qualification Courses

c. Aircrew Ground Training Courses

d. Basic Maintenance Courses (Avionics/electrical, Airframe & Powerplant, Egress/Weapons, Supply Chain Management and AM2 Records Management Database) in multiple levels (e.g. USAF 3-, 5-, 7-level)

All actual pilot flight operations must meet the requirements of Defense Contract Management Agency (DCMA) Instruction 8210.1C (AFI 10-220). The Contractor should demonstrate that it can maintain documentation per DCMA Instruction 8210.1C for all aircrew instructors and will provide to the USG documentation requested at any time during the performance of the training support service.

Contractor aircrew instructors: Contractor should demonstrate that it has the ability to acquire Instructor Pilots who are previously qualified within three years of currency (last pilot flight). Qualified instructors shall have two years of experience as pilot flight instructors in either a military or civilian capacity. Aircrew academic and simulator instructors must be fully qualified Instructor Aircrew who have been qualified in A-29 operations within four years. Contractor maintenance instructors shall have at least two years of experience as A-29 instructors. Anticipated instructor requirements, to be addressed in capabilities, include and are not limited to:

a. A-29 Instructor Pilot (Rated)

b. A-29 Avionics Maintenance Instructor

c. A-29 Airframe and Powerplant Maintenance Instructor

d. A-29 Egress and Weapons Maintenance Instructor

e. Supply Chain Management (AvPro System) and AM2 Records Management Database Instructor

f. A-29 Aircrew Ground Training Instructor

Interested parties capable of providing any of the training support service sought should submit a capability statement to include specific technical background information describing their organization's experience and expertise in FMS aircrew training services requiring similar management/courseware development pilot flight training/logistical efforts. Definitions:

FAR 2.101:  Commercial product means—(1) A product, other than real property, that is of a type customarily used by the general public or by nongovernmental entities for purposes other than governmental purposes, and–(i) Has been sold, leased, or licensed to the general public; or (ii) Has been offered for sale, lease, or license to the general public; (2) A product that evolved from a product described in paragraph (1) of this definition through advances in technology or performance and that is not yet available in the commercial marketplace, but will be available in the commercial marketplace in time to satisfy the delivery requirements under a Government solicitation; (3) A product that would satisfy a criterion expressed in paragraph (1) or (2) of this definition, except for-(i) Modifications of a type customarily available in the commercial marketplace; or (ii) Minor modifications of a type not customarily available in the commercial marketplace made to meet Federal Government requirements. “Minor modifications” means modifications that do not significantly alter the nongovernmental function or essential physical characteristics of an item or component, or change the purpose of a process. Factors to be considered in determining whether a modification is minor include the value and size of the modification and the comparative value and size of the final product. Dollar values and percentages may be used as guideposts, but are not conclusive evidence that a modification is minor; (4) Any combination of products meeting the requirements of paragraph (1), (2), or (3) of this definition that are of a type customarily combined and sold in combination to the general public; (5) A product, or combination of products, referred to in paragraphs (1) through (4) of this definition, even though the product, or combination of products, is transferred between or among separate divisions, subsidiaries, or affiliates of a contractor; or (6) A nondevelopmental item, if the procuring agency determines the product was developed exclusively at private expense and sold in substantial quantities, on a competitive basis, to multiple State and local governments or to multiple foreign governments.

FAR 2.101:  Commercial service means—(1) Installation services, maintenance services, repair services, training services, and other services if–(i) Such services are procured for support of a commercial product as defined in this section, regardless of whether such services are provided by the same source or at the same time as the commercial product; and (ii) The source of such services provides similar services contemporaneously to the general public under terms and conditions similar to those offered to the Federal Government; (2) Services of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions. For purposes of these services–(i) Catalog price means a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or vendor, is either published or otherwise available for inspection by customers, and states prices at which sales are currently, or were last, made to a significant number of buyers constituting the general public; and (ii) Market prices means current prices that are established in the course of ordinary trade between buyers and sellers free to bargain and that can be substantiated through competition or from sources independent of the offerors; or (3) A service referred to in paragraph (1) or (2) of this definition, even though the service is transferred between or among separate divisions, subsidiaries, or affiliates of a contractor.

This is a contract award under the Next Space Technologies for Exploration Partnerships-2  Broad Agency Announcement, Commercialization, Innovation, and Synergies Capabilities Studies III:  Lunar Surface User Terminals (NextSTEP-2 BAA: Appendix Q).  This contract is for the National Aeronautics and Space Administration, Goddard Space Flight Center’s, Commercialization, Innovation, and Synergies Office for the Lunar Surface User Terminals Study.  NASA is seeking state-of-the-art studies and demonstrations for a dual-purpose navigation and communication lunar surface user terminal.  The Terminal will support lunar surface exploration plans and ensure interoperability with developing LunarNet and Lunar Communications Relay and Navigation System standards.

AMENDMENT 03:  The purpose of this Amendment is to: (1) Provide additional Questions and Answers; and (2) Replace Appendix A which includes revisions to Section 4.1.3,h.v. - PN Turn-Around Coherency and Section.  

AMENDMENT 02:  The purpose of this Amendment is to "Revise Enclosure A by deleting the marking of "CUI/SP-PROCURE" from the entire document"

National Aeronautics and Space Administration (NASA} intends to release a solicitation under the Next Space Technologies for Exploration Partnerships-2 (Next STEP-2) Broad Agency Announcement (BAA) to seek industry led capabilities studies.

NASA's long-term vision to provide for a resilient space and ground communications and navigation infrastructure in which space mission users can seamlessly "roam" between an array of space-based and ground­ based networks has been bolstered by innovative studies delivered by industry through the Next Space Technologies for Exploration (NextSTEP) - 2 Omnibus Broad Agency Announcement vehicle. Initially, NASA seeks to create an interoperable architecture composed of a mixture of existing NASA assets and commercial networks and services. In the long-term, this will allow for a smooth transition to fully commercialized communications services for near-Earth users. The overarching goal is to create a reliable, robust, and cost-effective set of commercial services in which NASA is one of many customers.

The Commercialization, Innovation, and Synergies (CIS} Office's third Capability Studies BAA is seeking industry insights, innovative guidance, and demonstrations in the following two (2) Study Areas:

  1. Lunar Surface User Terminals
  2. Network Orchestration and Management Systems

To support lunar surface operations, NASA is seeking state-of-the-art industry studies, system development, and demonstrations for a dual­ purpose navigation and communication lunar surface user terminal. The terminal must meet technical requirements provided by the government in Appendix Q to support lunar surface exploration plans and ensure interoperability with developed standards. Additionally, NASA is seeking innovative industry studies and demonstrations on advanced Network Orchestration and Management Systems that effectively address controlling and interfacing with a globally distributed network of Satellite Ground Systems currently supporting the Near Space Network. The resulting studies will ensure advancement of NASA's development of space communication and exploration technologies, capabilities, and concepts.

Proposals awarded under this Appendix Q will be evaluated in accordance with the omnibus BAA, Section 5. NASA reserves the right to select for award multiple, one, or none of the proposals in response to this Appendix.

U.S. Army North (USARNORTH) Civil Support Training Activity (CSTA) is the Office of Primary Responsibility (OPR) to assist unit commanders and force providers by providing collective training and evaluation support to the Technical Support Forces (TSF) assigned/ allocated to the Chemical, Biological, Radiological, and Nuclear (CBRN) Response Enterprise (CRE). USARNORTH, through the CSTA, coordinates and effects the necessary training and readiness assessments utilizing a total of ten (10) mobile Observer Controller/Trainer (OC/T) teams assigned to one of three CSTA Divisions. Civil Support Training Activity (CSTA) requires contractor support to assist the USARNORTH CSTA OC/T teams in the design, planning, preparation, and execution of CBRN training events; evaluations; and validation exercises nationwide to include synchronization and logistical support. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform CBRN Response Enterprise services as defined in the PWS.
