The Medical Readiness Contracting Office-West intends to award a Firm-Fixed-Price sole source call order to Nephron Pharmaceuticals Corporation for Pharmaceuticals. The period of performance will be 15 December 2024 – 31 March 2025.

HQ AETC IT Support Services
502d Contracting Squadron (502CONS)/JBKCB, JBSA-Randolph TX is providing a notice of intent to issue a solicitation/Request for Proposal (RFP) for HQ AETC IT Support service which is an ongoing requirement requiring continuation. The Contractor shall provide non-personal services and provide timely, proactive, high-quality information technology (IT) support to each HQ AETC unit/directorate listed in the PWS. The contractor shall be responsible for the administration and technical support of IT equipment on the unclassified and classified Air Force enterprise network and commercial networks, audio & video teleconferencing systems, as well as manage the Unit Software License Management program and serve as alternate Property Custodians for each Information Technology Asset Management account for the assigned HQ AETC units/directorates.
The contractor shall provide all personnel, supervision, and non-personal services necessary to perform the requirements of the PWS. The contractor shall provide on-site technical and business IT support services relating to the computing and networking needs for each assigned unit/directorate within prescribed timelines.

The U.S. Government currently occupies retail/office and related space in a shopping center under lease in Pasadena, Texas, 77505 that will be expiring soon. The Government is considering alternative space if economically advantageous and is seeking to lease around 7,200 SF of existing Class A or B retail space, in Pasadena, Texas, 77505. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure and non-productive agency downtime.
The ideal space would fit the following: building specifications in compliance with all federal, state and local ordinances; force protection standards in compliance with Department of Defense’s Unified Facility Criteria; outfitted with either designated or open parking. Background:
The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center (JSC) Flight Operations Directorate (FOD) is hereby requesting information from potential sources for the Contract for Organizing Spaceflight Mission Operations and Systems (COSMOS) solicitation. JSC is issuing this Sources Sought Synopsis/Request for Information (RFI) as a means of conducting market research to identify parties having an interest in, and the resources to, support this requirement. This acquisition will be a follow-on procurement to the current NASA Mission Systems Operations Contract (MSOC), contract # 80JSC017C0006. The result of this market research will contribute to determining the type and method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). Under this NAICS code a business is considered small if its number of employees is less than 1,000.

COSMOS Description:
The proposed COSMOS will provide technical, managerial, and administrative work needed to ensure the availability, integrity, reliability, and security of the Flight Operations Directorate’s (FOD) Mission Systems supporting National Aeronautics and Space Administration (NASA) space flight programs requiring mission operations support. “Mission Systems” is defined as the systems and subsystems of integrated hardware, software, networks, data, displays, and mockups used in the preparation for and performance of mission operations. It is anticipated that COSMOS will be a single-award, Cost-Plus-Award-Fee (CPAF) contract with a Performance Based Baseline, Indefinite-Delivery/Indefinite-Quantity (IDIQ), and Level-of-Effort (LOE) elements. Cost Reimbursable (CR) Delivery Orders/Task Orders are anticipated to be issued under the IDIQ element. CR Task orders are anticipated to be issued under the LOE element. It is also anticipated that there will be an option to transition to Cost-Plus-Fixed-Fee at the discretion of the Government.
COSMOS will support the International Space Station Program, including International Partner and Commercial Visiting Vehicles, the Commercial Crew Program (CCP), and the Moon to Mars Program. Mission Systems supporting these programs are under development and/or modification in concert with program formulation and implementation. COSMOS applies to the Mission Systems for all of these programs, and any other programs or missions requiring Mission Systems support. In addition, future (currently undefined) Mission Systems and capabilities are within the technical scope of this draft SOW, and COSMOS work associated with these Mission Systems.

Background:
The Department of the Air Force, Air Education and Training Command (AETC) Air Force Security Assistance Training Squadron (AFSAT) is conducting market research to determine whether capable sources are available to perform non-personal training services in support of Foreign Military Sales (FMS) A-29 Super Tucano Training. There are three requests for information pertinent to this RFI:
(a) The first part is a sources sought for vendor noncommercial training services support for FMS A-29 which includes management, courseware development and delivery of courseware (with government purpose rights) for A-29 aircrew training, maintenance crew training, and any specialized training on the A-29 aircraft systems to include weapon systems, support equipment, and software. The associated noncommercial services training support is anticipated to be required by the USG Allies and other Partner Nations. The place of performance is undetermined, and may be inside and outside of the Continental United States (CONUS and OCONUS). The requirement is projected as an initial ordering base period of one year with four option years with a period of performance to start on or about September 2025.
(b) The second is a sources sought to (1) identify if there is any commercially available training for the A-29 IAW current Federal Aviation Administration (FAA) approved guidelines for civil aircraft; and (2) commercially available training as described in FAR Part 12.

The training may include and is not limited to a combination of electronic courseware, classroom academics, aircrew training devices, and pilot flight training as described below in the following paragraphs.
As an Air Force training organization, the Government's courseware requirement is to be delivered either as a Special Work for Hire, or a minimum of Government Purpose Rights for each course. Industry is encouraged to identify any alternative approaches in a capability statement and identify any underlying license(s) with an approximate cost savings, per country, for the approach.
The United States Government reserves the right to add additional training courses as required to facilitate USG and Allied/Partner Nation training on the A-29. Anticipated courses/courseware, for capability statement, include the following:
a. Pilot Initial Qualification Courses
b. Pilot Mission Qualification Courses
c. Aircrew Ground Training Courses
d. Basic Maintenance Courses (Avionics/electrical, Airframe & Powerplant, Egress/Weapons, Supply Chain Management and AM2 Records Management Database) in multiple levels (e.g. USAF 3-, 5-, 7-level)
All actual pilot flight operations must meet the requirements of Defense Contract Management Agency (DCMA) Instruction 8210.1C (AFI 10-220). The Contractor should demonstrate that it can maintain documentation per DCMA Instruction 8210.1C for all aircrew instructors and will provide to the USG documentation requested at any time during the performance of the training support service.
Contractor aircrew instructors: Contractor should demonstrate that it has the ability to acquire Instructor Pilots who are previously qualified within three years of currency (last pilot flight). Qualified instructors shall have two years of experience as pilot flight instructors in either a military or civilian capacity. Aircrew academic and simulator instructors must be fully qualified Instructor Aircrew who have been qualified in A-29 operations within four years. Contractor maintenance instructors shall have at least two years of experience as A-29 instructors. Anticipated instructor requirements, to be addressed in capabilities, include and are not limited to:
a. A-29 Instructor Pilot (Rated)
b. A-29 Avionics Maintenance Instructor
c. A-29 Airframe and Powerplant Maintenance Instructor
d. A-29 Egress and Weapons Maintenance Instructor
e. Supply Chain Management (AvPro System) and AM2 Records Management Database Instructor

Interested parties capable of providing any of the training support service sought should submit a capability statement to include specific technical background information describing their organization's experience and expertise in FMS aircrew training services requiring similar management/courseware development pilot flight training/logistical efforts. OCONUS Training will be incumbent upon the contractor to secure any required country specific approvals to live and/or work in the partner nation.

Initially, NASA seeks to create an interoperable architecture composed of a mixture of existing NASA assets and commercial networks and services. The Commercialization, Innovation, and Synergies (CIS} Office's third Capability Studies BAA is seeking industry insights, innovative guidance, and demonstrations in the following two (2) Study Areas:
To support lunar surface operations, NASA is seeking state-of-the-art industry studies, system development, and demonstrations for a dual purpose navigation and communication lunar surface user terminal. The terminal must meet technical requirements provided by the government in Appendix Q to support lunar surface exploration plans and ensure interoperability with developed standards. U.S. Army North (USARNORTH) Civil Support Training Activity (CSTA) is the Office of Primary Responsibility (OPR) to assist unit commanders and force providers by providing collective training and evaluation support to the Technical Support Forces (TSF) assigned/ allocated to the Chemical, Biological, Radiological, and Nuclear (CBRN) Response Enterprise (CRE). USARNORTH, through the CSTA, coordinates and effects the necessary training and readiness assessments utilizing a total of ten (10) mobile Observer Controller/Trainer (OC/T) teams assigned to one of three CSTA Divisions. Civil Support Training Activity (CSTA) requires contractor support to assist the USARNORTH CSTA OC/T teams in the design, planning, preparation, and execution of CBRN training events; evaluations; and validation exercises nationwide to include synchronization and logistical support. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform CBRN Response Enterprise services as defined in the PWS.
