This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This combined solicitation/synopsis is issued as a Request for Quotation (RFQ). Only written offers will be accepted (oral offers will not be accepted). The Government intends to establish a single firm fixed priced contract resulting from this solicitation to the responsible contractor whose quote is most advantageous to the Government, price and other factors considered. All firms or individuals responding must be registered with the System for Award Management (SAM) IAW 52.204-7.
FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2025-01, effective 11/12/2024, DFARS change 11/15/2024 and DAFFARS change effective 10/16/2024 all are available in full text through http://www.acquisition.gov/far/.

Any changes to this solicitation and any resultant contract must be completed in writing by the Contracting Officer. Changes made that are not authorized by the Contracting Officer are done at the risk of the contractor, to include costs. The Contracting Officer is the only government representative authorized to change the terms and conditions of this requirement.
Please see Attachment I, Pricing Schedule, and Performance Work Statement, for a full description of the Government’s requirement. The attached Pricing Schedule (Attachment I) represents the proposed contract line items, and unit of measure for each CLIN.
Purpose:
The Government intends to purchase essential local area Telecommunication Services (TS) and features supporting for local "dial-tone" and ancillary services at JBER, AK. Site specific equipment connectivity requirements are identified in Appendix 1, along with required features. Services/support shall be provided to JBER 24 hours a day/seven days a week/365 days a year (24/7/365).
Description of agreement:
The 673rd Contracting Squadron at Joint Base Elmendorf-Richardson, Alaska, will award a single contract resulting from this RFQ to the responsible offeror that is the lowest price and technically acceptable.
Invoices
An individual invoice shall be provided for each delivery in WAWF.
WAWF is the primary method of payment and instructions are listed in the clause section below.
Supplies or Services:
The government intends to establish a firm-fixed price contract for the following:
The Contractor shall provide all labor, tools, facilities, materials, and services needed to perform and provide local access to the designated circuit demarcation point(s) identified in Appendix 1 to this PWS. These services shall include any equipment, wiring, or infrastructure to ensure the Contractor's proposed solution is compatible with the Government's current infrastructure without additional Government expense. Access to the local exchange shall also include operator assistance functions. These services shall not include residential or business services for non-Government entities or Government contractors. The Contractor shall follow all Federal Communications Commission (FCC), Public Utility Commission (PUC), Department of Defense (DoD), AF, and industry standards for this requirement. Additionally, the U.S. Air Force seeks the services of an entity with expertise in providing SIP trunking.
The Pricing Schedule is incorporated as Attachment 1. Contractors shall complete Attachment 1 in its entirety and return with any other documentation/data as required by this Combo.
No additional contract requirements apply to this acquisition.
A Defense Priorities and Allocations System (DPAS) assigned rating does not apply to this acquisition.

Response Deadline
For a quote to be considered it must be emailed to the Contracting Officer, jason.topick.1@us.af.mil, by the response time and date. Response time, regardless of time listed in sam.gov is 12 December 2024 at 1400 Alaska Standard Time (AST). Occasionally the system lists a different time or no time at all. Any quote received after 1400 AST on 12 December 2024 will be late and could be considered nonresponsive.
Shipping & Delivery Requirements
Delivery Hours: Normal operating hours are 7:00 A. M. through 4:00 P.M. Monday through Friday. A twenty- four (24) hour advance notice and coordination between the contractor and the government representative is required prior to any Saturday or Sunday deliveries.
