SOURCES SOUGHT NOTICE FOR NAVAL SURFACE WARFARE CENTER PHILADELPHIA DIVISION (NSWCPD)

SUBJECT: The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is seeking information regarding Services to provide lifecycle, modernization and in-service support for the hardware and software associated with the systems detailed below. The support required will involve technical, logistics, training, administrative and program management efforts.  The contractor shall provide all services, personnel, facilities, expertise, technical information, special tools, supplies and incidental materials necessary to execute the performance requirements detailed in the Draft SOW.

THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible firms capable of providing the supplies/services described herein prior to determining the method of acquisition.

SCOPE: The Draft Statement of Work (SOW) describes services to be applied via Task Orders (TOs) detailing specific support requirements within the scope of this contract. The overall scope of the is to provide lifecycle, modernization and in-service support for the hardware and software associated with the systems listed in Section 3.0, Table 1, and the associated system interfaces.  The support required will involve technical, logistics, training, administrative and program management efforts.  The contractor shall provide all services, personnel, facilities, expertise, technical information, special tools, supplies and incidental materials necessary to execute the performance requirements detailed in the Draft SOW. Government Furnished Information (GFI) and/or Property/Material (GFP/M) may be provided as specified at the individual TO level.

The contractor shall provide all labor, supplies, services, materials, expertise, information, special tools, and procedures necessary to support NSWCPD’s mission as ISEA for the electrical and propulsion plant controls hardware and software associated with the systems listed in Table 1, shown below, and their associated maintenance laptops, software and software applications, and associated system interfaces.

CAPABILITY STATEMENTS:

Interested parties who consider themselves qualified to perform the above-listed services are invited to submit capability statements in response to this Sources Sought Notice by 20 December 2024, 5:00 PM  (Eastern time). All responses under this Sources Sought Notice must be emailed to tiffany.o.vu.civ@us.navy.mil and angela.f.cusati.civ@us.navy.mil.  Responses shall not exceed 5 double spaced, single-sided pages in length, and shall demonstrating the Offeror’s ability to fulfill this requirement.

Responses and capability statements must address, at a minimum the following:

SECTION 1: INTRODUCTION

  • Identify the Sources Sought Number and Title

SECTION 2: CORPORATE DESCRIPTION

  • Name of Company and Address
  • Ownership, including whether: Small, Small Disadvantaged Business (SDB), 8(a), Women-Owned Small Business (WOSB), HUBZone, or Service Disabled Veteran-Owned Small Business (SDVOSB)
  • Points of contact, including: Name, Title, phone, and e-mail address
  • CAGE Code and DUNS Number

SECTION 3: REQUIREMENT

  • A complete description of the offeror’s Power Control Systems Propulsion Plant Control Systems capabilities that would directly relate to the Government’s objectives as stated in the above scope and attached Draft SOW.  Existing technical data sheets should be provided if available and any details on customer required interfaces would be helpful, but is not required if not available.
     
  • Any related experience, facilities, techniques, or unique combination of factors that would directly relate to the Government’s objectives as it relates to the scope section of this sources sought.

Potential Respondents shall consider the following:

  • Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate.
     
  • At no cost to the government, responding vendors may continue technical dialogue with this market survey’s Point of Contact after the initial response is provided.
     
  • This survey in no way binds the Government to offer contracts to responding companies and the quantities and technical requirements may change as required for any future procurement actions.
