Sources Sought for Emergency Medical Services (Paramedic Services) for Sheppard AFB, TX.
This Sources Sought is issued soley for informational, planning purposes and market research in accordance with FAR Part 10. This Sources Sought is seeking interest from businesses capable and interested in performing Paramedic Services for Sheppard Air Force Base (SAFB), Texas. All responses will be used to determine the appropriate aquisition strategy for the future acquistion. No Award will be made from this Sources Sought. A solicitation may follow at a later date; however, do not request a copy of a solicitation at this time. The United States Air Force is not currently seeking proposals and will not accept unsolicited proposals.
This Sources Sought is for the contractor to provide full 911 Emergency Medical Services (EMS) to include ground transport services, Advanced Life Support (ALS), 24/7 service for patients requiring emergency transportation from Sheppard Air Force Base (SAFB) to higher levels of care in the surrounding geographical areas. Types of vehicles used for transport will include but not limited to: ambulances and/or ambulance buses capable combined loads of litter and ambulatory patients in the event of a mass casualty event.
In order to reduce risk to our populace, SAFB requires 24 hours/7 days a week ALS EMS transport capable response within 10 minutes from call time to the emergency location for at least 90% of all 911 calls monthly, this includes the allowance of 1 minute call response time for the Emergency Control Center (ECC). These EMS services require at least one (1) paramedic and one (1) Emergency Medical Technician to transport patients for an estimated 1000 events per year. These services must be able to triage, treat, and transport. These services must be coordinated with SAFB Fire Department and other on-base emergency response systems, communications, and security systems. The requested EMS services must be able to respond to two (2) simultaneous calls. The requested EMS services must also be able to participate in SAFB military exercises, flight line response, and medical coverage for military or partner events on SAFB (ie: Change of Commands, Hotter than Hell).
Please keep in mind that this gives a general description of the scope of work that could be required, and does not define the final requirement. For your information, attached is the draft Performance Work Statement (PWS) for the current requirements.
The North American Industry Classification System (NAICS) code is 621910, and the small business size standards is $22.5 million. A Firm Fixed Price, Performance Based Contract will be used for this requirement. Period of performance will be for a base period and four (4) one-year option periods.
