This is a Notice of Intent to issue a sole-source contract modification to extend performance and is not a request for competitive proposals. The statutory authority for this sole source procurement is 10 U.S.C. 3204(a)(1) as prescribed by FAR 6.302-1.
Mission Installation Contracting Command (MICC) Fort Leavenworth, KS intends to issue a contact modification to extend the performance of the Mission Command Training Program (MCTP) cost-plus fixed fee contract awarded to Northrop Grumman Corporation, Herndon, VA 20171, to mitigate the risk of disruption of operational support. This modification will extend the performance period for one six-month base period and two, six-month option periods (18 months total). The NAICS code for this requirement is 514519 – Other Computer Related Services (Size Standard - $34M). This notice of intent is not a request for competitive quotations; however, all responses received within 30 days (-or-prior to closing of this announcement) of the issuance of this notice will be considered by the government. Interested parties may identify their capability to respond to this requirement. Interested parties must show clear and convincing evidence that competition of this requirement would be advantageous to the Government to garner further consideration by the government. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses to this Notice of Intent to Sole Source shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. MICC Fort Leavenworth will not be responsible for any costs incurred by interested parties in responding to this notice.
