This is a Pre-Solicitation Notice synopsizing an upcoming competitive solicitation that satisfies the requirements of Federal Acquisition Regulation (FAR) Subpart 5.2, more specifically FAR 5.204, FAR 5.201, FAR 5.207, and FAR 5.203, as well as FAR 5.101, FAR 36.213-2, and FAR 14.205. An Invitation for Bids (IFB) solicitation will be posted on or about Friday, November 29, 2024. Bid submissions as well as the bid opening will tentatively occur on or about Tuesday, January 7, 2025.
The St. Petersburg, Florida, Veterans Affairs Regional Office (VARO) in accordance with the Veterans Benefits Administration (VBA) has a Firm-Fixed-Price Contract requirement to provide construction-related services, including all labor, materials, apparatus, tools, equipment, and supervision for the Atrium Skylight Panel Replacement project. The scope of this project shall remove and replace the exterior translucent panels as well as the polycarbonate battens in the existing eight-sided polygon skylight system that will remain on the rooftop of Building 46 at the St. Petersburg, Florida, VARO. Existing interior translucent panels will not be removed or replaced. This project also requires that each exterior translucent panel will be sixty (60) feet in length on one (1) run for the existing one hundred one (101) feet by one hundred one (101) feet polygon skylight system. The period of performance for this project will be one hundred eighty (180) calendar days from the issuance of the Notice to Proceed.
The magnitude of this project is between $500,000.00 and $1,000,000.00 pursuant to FAR 36.204. The North American Industry Classification System (NAICS) Code for this procurement is 238160 [Roofing Contractors] and the small business size standard is $19 million. The solicitation will be issued as an IFB under FAR Part 14. A Bid Bond will be required and shall be at least twenty percent (20%) of the bid price, but shall not exceed $3,000,000.00 pursuant to FAR 28.101-2(b).
This project will be a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).
All SDVOSBs must be verified in the Small Business Administration (SBA) Veteran Small Business Certification (VetCert) via https://veterans.certify.sba.gov/ at the time of bid submission, at the time of contract award, and for the duration of performance of the resultant contract.
All businesses must be registered to confirm eligibility in the System for Award Management (SAM). Each entity must represent the status as a SDVOSB concern in SAM.gov.
