SpaceX and Blue Origin, NASA’s human landing system (HLS) providers, are developing lunar landers for both human missions and large cargo deliveries for Artemis. As the crew landers mature, NASA intends to award each of the current providers a sole source action to conduct a human-class delivery lander (HDL), or a large cargo delivery, demonstration mission, following a successful design certification review. The HDL Justification for Other than Full and Open Competition (JOFOC) identifies current HLS providers SpaceX and Blue Origin as the companies most capable of providing large cargo lander services based on existing schedules, the agency’s mission requirements, current crewed lander capability and development, and the similarity between the crew and cargo lander designs.
