This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS.

The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract that consists of construction of a revetment of approximately 2,400 linear feet, between Stations 0+00 and 24+00, to reduce risk to Delaware Avenue (a county owned road supplying access to the USCG base) and a sewer line utility (servicing 75 buildings along Delaware Ave. and 50 buildings on the USCG base) from shoreline erosion in Cape May, Cape May County, NJ.

The major items of work to be performed under the Based Bid of this contract includes, but is not limited to, the following:

  1. Structures monitoring
  2. Clearing and grubbing
  3. Demolition
  4. Removal and relocation of existing riprap
  5. Removal and disposal of concrete, asphalt, riprap, and other debris
  6. Extension of existing outfall pipes
  7. Excavation
  8. Placement of geotextile
  9. Placement of riprap
  10. Modification of an existing access ramp
  11. Placement of sand
  12. Plantings

The contractor will be limited to closing only the westbound lane closest to the work area.  The contractor will be permitted to travel and haul in the eastbound lane, but it must be kept open for private and USCG traffic.  Full road closure is permitted for no more than 15 minutes and must be coordinated with local authorities.  Flaggers must also be present for full road closures.

The contract period of performance will be165 calendar days.

 Estimated cost range of the project is $1,000,000 to $5,000,000.

 Performance and Payment Bonds will be required for 100% of contract award.

The NAICS Code for this project is 237990 Other Heavy and Civil Engineering Construction and the small business size standard is $45 Million. [NOTE: Dredging-to be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.]

Responses to this Sources Sought Announcement will be used by the Government to make appropriate acquisition decisions. Narratives are requested with the following information, which shall not exceed a total of eight (8) pages:

1. Offeror’s name, address, points of contact with telephone numbers and e-mail addresses.

2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, 8(a), Women-Owned small businesses shall be indicated on first page of submission.

3. Description of capability to perform similar or same projects listed above and manage subcontractors if applicable.

4. Past performance/experience on projects of similar scope and magnitude, describing no more than three (3) projects completed within the past five years. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed projects, the Offeror’s role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address).
