This is a PRE-solicitation notice 36C25624R0002 only (SDVOSB set-aside). A Request for Information (RFI)/sources sought announcement was issued previously under 36C25623Q1522. This is not a request for quotes, bids, or proposals. The G.V. (Sonny) Montgomery VA Medical Center also known as "the parent facility" located at 1500 E. Woodrow Wilson Avenue, Jackson, Mississippi 39216 has a requirement for a Capitated (Per Member/Per Month) Community Based Outpatient Clinic (CBOC) to be within city limits of Kosciusko, Attala County, Mississippi. It is estimated that there is a population of approximately 18,267 Veterans in the area. The proposed project will be a five-year Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract 4-1-2025 to 3-31-2030 and individual task orders will be issued on an annual basis. The CBOC must have the necessary professional medical staff, diagnostic testing and treatment capability, and referral arrangements needed to ensure continuity of health care. Services to be provided at the CBOC: Primary Care CBOC (approx. 2120) - offers both medical and mental health care (physically on site and by telehealth) and may offer support services such as pharmacy and laboratory. Primary Care CBOCs are required to provide both primary care and mental health services. Note: Mental Health services will be provided by the VA. The North American Industry Classification Code (NAICS) is 621498, All Other Outpatient Care Centers with a size standard of $25.5 Million. The solicitation will be issued on or around October 15, 2024, and will be open for three to four weeks. All potential offerors may obtain a copy of the solicitation on-line at www.sam.gov under contract opportunities. Please hold questions until the solicitation is actually posted. Interested Contractors are reminded that in accordance with FAR subpart 4.12, offerors and quoters are required to complete electronic annual representations and certifications in System for Award Management (SAM) accessed via https://www.sam.gov as a part of required registration (see FAR 4.1102 - Policy). All registrants are required to review and update the representations and certifications submitted to SAM as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The representations and certifications are effective until one year from date of submission or update to SAM. SDVOSB and VOSB businesses must be certified in the Veteran Small Business Certification (VetCert) database located at https://veterans.certify.sba.gov/. This notice complies with the requirements of FAR 5.201. The Government reserves the right to cancel or amend this notice at any time before issuance of the solicitation.
