A. INTRODUCTION: This project is located at the VAMC Central Western Massachusetts (CWM) 421 North Main Street Leeds, MA 01053.This project is to provide all professional architectural and engineering (A/E) services necessary to develop complete drawings, specifications, cost estimates, site visits and construction period administration associated with renovating Building 2 into a Pharmacy that meets current design requirements. This will include total renovation of the approximately 14,000 square-feet of existing interior space that currently is the home for clinical swing space on the 1st floor, and the OIT Department, and the Data and Telephone Server Rooms, on the 2nd floor, but to be remade into an Inpatient and Outpatient Pharmacy, Non-Sterile Compounding Room, and Emergency Cache. Ensure compliance with VA design manuals, design guidelines, and all other VA requirements for this classification of space. Conduct preliminary project scope meetings and site survey investigations to develop the necessary elements for conceptual layout schemes with proposed alternatives consistent with the VA s project team goals as prioritized during preliminary project meetings, field surveys and studies. The intent of this project is to renovate and modernize an existing building to house a new pharmacy space that will improve the treatment of Veterans. The design services shall include, but is not limited to: See Attached Conceptual Design Schematic representing potential space layout and room type requirements. The concept plan is only a schematic exercise to provide a general understanding of space, program, and potential adjacencies. The Designer is to review existing conditions, program, and concept plans, and explore design opportunities that can be proposed to the VA. Design to current version of Pharmacy Service Design Guide. Design to current applicable space planning criteria for VA facilities. Design to current VA standards for construction, and all associated design guides/ manuals. Produce project specific specifications based on VA TIL standard specifications. Design and coordination of all new architectural finishes, per the Room Finishes, Door & Hardware Schedule Program Guide. Design and coordination of all new MEP/FP systems. Complete removal and replacement of all existing MEP/FP systems, fire alarm, security, and tel/data systems throughout building (crawl space, basement, 1st floor, 2nd floor, and attic), as applicable. Review and coordination of existing utilities serving building. Review and design of building egress pathways (i.e., entry doors, rear doors, ADA ramps, emergency egress stair towers, etc.) Review of existing FCA deficiencies and implementation of repairs into design. (Will VA provide list of FCA deficiencies?) Elevator updates to accommodate new space criteria. Review of interstitial space requirements to fit new MEP systems within ceiling space. Coordination of required built-in Pharmacy equipment and tie-in to both new and old/existing MEP systems. Review/investigation of spaces above, below, and adjacent to renovation area. Design must meet Security Requirements in the Physical Security and Resiliency Design Manual, the VA Directive 0730 Security and Law Enforcement and other VA requirements. Design must meet requirements in the Pharmacy Service Design Manual as well as all code requirements such as those listed in USP 795, 797, 800 and any other applicable codes. Finishes must be in accordance with PG 18-15 and other TIL requirements. Phasing/Work plans and ICRA plans. Review/investigation of existing structure. Review of exterior walls to improve envelope performance. Replacement of existing windows. Meet with end-users to review space requirements, coordinate with VA COR. All spaces must meet ADA and ABAAS to include VA Barrier Free Design Standard Building 2 is part of the Northampton Veterans Administration Hospital Historic District and therefor this project will go through a Section 106 process with the Massachusetts State Historical Preservation Office as well as other consulting parties. Care must be made with the exterior changes to remain as close to historical appearance while meeting current clinical and security requirements. Perform destructive NESHAP review looking at all building materials for Asbestos, Lead, PCBs and other hazardous materials including but not limited to sampling/testing at caulking behind current windows and fire protection system. Window will require removal and re-installation to sample. Previous Asbestos and Hazardous Material reviews to be provided upon award. The A/E shall obtain / prepare all environmental and other necessary permits that would be required prior to construction commencing including but not limited to the Massachusetts Dept. of the Environmental Protection (MassDEP) An independent fire review will occur at the 65% and 90% (Sec 3.2 Submittals mentions CD to be 95%... ensure consistency) design phases. This takes approximately 10 days for each review upon which the AE will need to incorporate any necessary changes prior to issuing the next set. HVAC Commissioning must be part of this project. Construction Period Industrial Hygienist services must be part of this project. Construction period of performance is estimated at 18 months. Plan for a monthly site visit during active construction as well as four at the conclusion of the project for punch list and final acceptance. Plan for teleconference attendance at weekly construction meetings during construction period. B. CONTRACT INFORMATION: The VA Medical Center Central Western Massachusetts located in Leeds, MA has a requirement for a Firm Fixed Price contract to provide professional A/E services for the 631-25-002 Renovate Building 2 for Pharmacy project. The magnitude of construction is between $10,000,000 and $20,000,000. SF330 packages shall address how each firm anticipates meeting this criteria. This requirement is in accordance with the Selection of Architects and Engineers as implemented in Subpart 36.6 of the Federal Acquisition Regulation and Subpart M836.602-1 of the VA Acquisition Manual. All submissions will be evaluated in accordance with the evaluation criteria. A "short list" of the three most highly rated after initial source selection will be chosen for negotiations of a contract award. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Respondents are put on notice that firm(s) selected by the Selection Authority will be required to submit a Fixed Price Proposal on the VA Form 6298 to include labor, overhead, profit, and other costs for this project for negotiation by the Contracting Officer prior to contract award. The negotiated agreement will be incorporated into the resulting contract. C. THIS IS NOT A REQUEST FOR PROPOSAL: This is a request for SF 330s only. Any requests for a solicitation will not receive a response. No material will be issued, and no solicitation package or bidder/plan holder list will be issued. D. Pages submitted more than the limitations specified in this Notice will not be evaluated by the Source Selection Evaluation Board. iii. Prefer pages to be searchable. F. SELECTION CRITERIA DESCRIPTIONS: The selection criteria descriptions (1 through 8) are provided below in descending order of importance. Specialized Experience/Technical Competence Provide five (5) recent and relevant projects related to the Statement of Work with a similar magnitude (magnitude of construction for the design is between $10,000,000 and $15,000,000) that demonstrates experience with VA Design Requirements or equivalent with significant existing condition renovation. A minimum of 1 project should be for comprehensive design of a Pharmacy. A minimum of two (2) additional projects must be for a complex medical use such as Pharmacy, Clinical Laboratory, Sterile Processing Service, Operating Rooms, Surgical Centers and the like (outpatient facilities like Specialty Care, Primary Care, or architectural refinish projects of healthcare spaces will not count towards this total). A minimum of one (1) project should be a Veterans Healthcare Administration project and detail application and understanding of the VA TIL. Where applicable projects should detail the VA TIL (service design guides and discipline design manuals, master specifications), United States Pharmacopoeia Codes, requirements and approach, specialized HVAC and Mechanical Systems for use in a non-sterile compounding setting, security and resiliency management of a space such as a Pharmacy, and involvement in a renovation of a historical building. Projects should also detail working with end users and reviewing manufacturer equipment to coordinate added requirements of said equipment. Recency is defined as performance occurring within five (5) years of the date of this notice, except that ongoing projects must have begun no less than one (1) year prior to the issuance of this notice. Relevancy is defined as performance of work on projects that are similar in scope to the type of project anticipated under the resultant contract. This factor evaluates the amount of experience and technical competence the firm has in designing similar types of projects. Respondents must provide five (5) recent and relevant projects; any project provided in addition to the five are not required but will be considered if provided. The A/E firm will be evaluated according to their ability to demonstrate the education, training, registration, overall and relevant experience, and longevity with the firm of key management and technical personnel as is normally expected of a company actively providing the required services and shall have demonstrated experience to perform a project such as this within a VA Medical Center or hospital environment. Firms shall provide brief resumes of proposed team members who will specifically serve as the project managers and designers of record, as well as of other relevant team members or subcontractor team members who will perform technical tasks under this contract. Subcontractor team member resumes shall indicate their record of working together with the prime contractor. The minimum required disciplines are Architecture, Mechanical (HVAC and Plumbing), Electrical, Fire Protection, Interior Design, Physical Security, Structural, Industrial Hygienist. The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal the drawings. All Designers of Record must be professionally registered in their discipline, and this must be shown on their resume. Each resume shall include a minimum of five (5) years of work experience in their field of expertise, minimum of three (3) specific completed projects that best illustrate the individual team members experience in their technical field relevant to this project scope; any project provided in addition to the three (3) will not be evaluated as part of this criteria. Additionally, the Industrial Hygienist must show proof that they can perform their work in the Commonwealth of Massachusetts. Past Performance Firms will be evaluated for past performance on recent and relevant contracts with Government agencies (emphasis on VA work) and private industry in terms of cost control, professional performance, general management, cooperativeness, quality of work, compliance with performance schedule, and a record of significant claims against the firm due to improper or incomplete A/E services (references required). The evaluation may consider Past Performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this acquisition. Past Performance information on contracts not listed by the offeror may also be evaluated. The Government may contact references and contact parties other than those identified by the offeror, and information received may be used in the evaluation of the offeror s Past Performance. While the Government may elect to consider data obtained from other sources, the burden of providing current, accurate, and complete Past Performance information rests with the offeror. The Government reserves the rights to obtain and evaluate Past Performance information from any source it deems appropriate. Past Performance of work conducted with the Central Western Massachusetts Healthcare System will also be used for evaluation. Respondents with no previous past performance shall state so when addressing the selection criteria. Documentation supplied should detail firms ability to work with government entities and design standards or similar relevant experience with other entities. The following information is required for evaluation of past performance: The A/E firm shall submit past performance evaluations (from CPARS if experience was on a Government contract) for projects provided under Evaluation Criteria 1, Specialized Experience/Technical Competence. In addition to the past performance evaluations the firm shall provide owner points of contact for each project listed to include name, title, telephone number, e-mail, contract number, project name, project description, and start and completion dates. Recency is defined as performance occurring within five (5) years of the date of this notice, except that ongoing projects must have begun no less than one (1) year prior to the issuance of this notice. If there is no CPARS data available, Past Performance Questionnaires (PPQs) will be accepted. Please utilize the attached PPQ document. PPQs shall be submitted to the CO not later than the closing date for receipt of the SF 330s. Email PPQs to Brian.Kelly@va.gov. The subject line shall state 36C24124R0106 Past Performance for (Name of Company.) NOTE: A/E Firms must not review the Past Performance Questionnaire prior to submission. They must be submitted by the client/evaluator directly to the CO. Firms should follow up and encourage references to get the questionnaires to the CO in a timely manner. Do not include copies of the letters or questionnaires in the SF 330 package. Note:Â We recommend you contact every reference listed and let them know we may contact them for information. Their timely replies would be appreciated. Experience in Construction Period Services Respondents must provide one (1) recent project from the five (5) projects provided under Factor 1, Specialized Experience, and provide a detailed narrative and examples on how the A/E incorporated the following into their project: Professional field inspections during the construction period, Review of construction submittals, Support in answering requests for information during the construction period, and Support of construction contract changes to include drafting statements of work and cost Estimates. Any project provided in addition to the one (1) will not be evaluated as part of this criteria. Estimating Effectiveness: The Engineering firms shall demonstrate construction estimating accuracy. Firms shall provide estimates for the five (5) projects under factor 1 or if these are unavailable estimates from projects of similar magnitude and scope. Estimates need to be from the prime firm for their respective projects. Estimates need to contain lowest priced construction proposal related to the estimate. The estimates provided should be what was encompassed with the bid documents, and not a revision that was completed after construction proposals were received. In addition, provide resumes and past performance information for key estimating team members. Respondents will be evaluated by providing three (3) projects that demonstrate their knowledge of the locality; any project provided in addition to the three will not be evaluated as part of this criteria. Capacity Capacity to accomplish work in the required time. The Engineering firm shall show current and projected workload within the firm overall and for the specific team members. Additionally, firms must provide a table showing annual revenue and employee numbers with engineers and designers broken out for the past three (3) years as well as the current year s work under contract. Documentation supplied shall support that the firm has the capacity to accomplish work. Firms are required to notify the Government of any changes in their capacity that could limit their ability to perform the work prior to contract award. In addition, please highlight all work awarded by the VA in the previous twelve (12) months. Commitment to the use of SDVOSB, VOSB, and other Small Businesses as Subcontractors Respondents must provide a narrative on how they will commit to the use of Service-Disabled Veteran-Owned small businesses, Veteran-owned small businesses, and other types of small businesses as subcontractors.
