The purpose of this Amendment No. 2 is to provide Government responses to industry questions (See RFP Attachment 8 dated 2024 12 09). As a result, revisions to GREAT Support PWS/Solicitation Sections A-J and RFP Appendix 1 Solicitation Sections K-M are attached. In addition, RFP Appendix 1, Solicitation Sections K-M paragraph L.4.2.4 is hereby revised.
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information, included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional written solicitation will not be issued. The solicitation is conducted as a commercial procurement using FAR Part 15.3. This notice is expected to result in award of a Labor Hour (LH) and Time & Materials (T&M) contract for commercial services to the responsible offeror who submits a proposal that: (1) conforms to the requirements, (2) complies with the minimum requirements stated in the Performance Work Statement (PWS) as evidenced by providing a complete description of the service provided, and (3) that submits a proposal in accordance with Sections L&M of the solicitation, provided that the price is determined to be fair and reasonable.
The scope of this requirement is to provide support services for the Air Force Insitute of Technology (AFIT) educational and research missions (previously referred to as Faculty and Technical Support (FATS)). The contractor shall be responsible for providing administrative, programmatic and technical assistance to educational and research activities. The contractor shall provide support for the development and delivery of graduate and continuing education courses. The contractor shall assist with on-going graduate-level research efforts, with emphasis in high-powered lasers, optics, remote sensing, cyberspace, modeling & simulation, advanced navigation, hypersonics, nuclear, quantum computing, fast-lasers, and space-related technologies. Additionally, the contractor shall assist in organizing, administering, and promoting AFIT programs. See attached solicitation for further details.
The contractor must submit proposals by the date and time established in the RFP notice posted in GSA's Electronic Ordering System the “Assisted Services Shared Information System” (GSA ASSIST). Offerors shall register for ASSIST at https://assist.gsa.gov/assist-web/registration/contractor/search.The contractor shall submit its proposal before the due date and time listed in the solicitation and the GSA ASSIST system. Late quotes will be processed in accordance with FAR 52.212-1(f) Late Submissions, Modifications, Revisions, and Withdrawals of Offers Although this requirement is being solicited through the SAM.gov, offerors must submit their proposal through the GSA ASSIST procurement portal (assist.gsa.gov under the Solicitation PIID noted above. The contract will be awarded and administered through the GSA ASSIST system. Offerors must register and submit their proposal in ASSIST prior to the due date for Government receipt of proposal to be considered for award. If your company and respective contract are not registered in the ASSIST system, you must register to submit your proposal prior to the proposal due date of this announcement. Instructions for registering are provided on the web site. Additionally, phone technical support for ASSIST is available. Once registered in ASSIST, offerors intending to submit a proposal must contact the Contracting Officer or Contract Specialist and provide the company name and contact person as it appears on the ASSIST registration. This step is necessary so the Government can activate the ASSIST RFP screen in the name of your company so you can submit your proposal. Offerors must be registered by and notify the Contracting Officer by 19 Dec 2024 in order to facilitate submission of the quote in accordance with these procedures. Proposals submitted in ASSIST must meet the following guidelines:

• Maximum file size is 50 MB
• Minimize the use of special characters in document filenames.
• File upload time is dependent upon size and network speed and it is recommended to upload one file at a time if uploading large files.
• Uploading files at maximum size can take anywhere from a few minutes to 30 minutes or more for slower networks.
• Note that the browsers built in progress bar does not reflect the progress of the actual file upload.
