This is a Synopsis announcement. A written solicitation will not be issued. Naval Sea Systems Command (NAVSEA) intends to extend the period of performance for the previously competed Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) Contract No. N00024-17-D-2217, awarded to Snow & Company, Inc. on 28 September 2017, located in Seattle, WA, for an estimated twenty-six (26) Workboat Large boats. Commander, Navy Installations Command (CNIC) has a continuing requirement for overall shore installation management in support of naval operations. CNIC users have cited the need to maintain craft delivery continuity to sustain craft replacement and mission training. A new competitive contract is in development, however; a gap in recapitalization jeopardizes delivery of future funded craft in time to replace aging craft. Therefore, the extension of this Workboat Large boat contract for two (2) years is being issued to ensure CNIC users will continue to receive the required Workboat Large boats.

The total length of Contract No. N00024-17-D-2217 was five (5) years with an estimated order of twenty-six (26) boats. In 2022, Contract No. N00024-17-D-2217 was extended to seven (7) years and maintained the existing estimated quantity of twenty-six (26) Workboat Large boats. To date, the Government has ordered twenty (22) Workboat Large boats. The Navy Intends to extend the existing IDIQ for an additional two (2) years while maintaining the existing estimated quantity of twenty-six (26) Workboat Large boats. 

The intent of this notice is not to solicit competitive offers. However, interested parties may submit a capability statement that can meet the key requirements to the Contracting Officer for consideration. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.

Interested party’s response to this Synopsis shall be limited to five (5) pages. Drawings sized to 8.5”x11” or 11”x17”. All other documentation sized to 8.5”x11”.

    1. Candidate vessel(s).
    2. Technical Manuals & Other Data.
    3. Potential savings due to quantity discount schemes.
