Project Title: Modified Central City, North Bypass Channel, Fort Worth, Texas
GENERAL INFORMATION:
The proposed project is an Unrestricted Firm Fixed Price acquisition for the Modified Central City, North Bypass Channel, Fort Worth, Texas
The North American Industry Classification System code for this procurement is 237990 which has a small business size standard of $45.0M.
The magnitude of construction from DFAR 236.204(III) is between $100,000,000.00 and $250,000,000.00.
The solicitation is anticipated to be issued on or around 22 Jan 2025 via traditional Design-Bid-Build
Process. A firm-fixed-price contract will be negotiated and is anticipated to be awarded in August
2025.
To be eligible for contract award, a firm must be registered with the System for Award Management
(SAM) database. Register via the SAM Internet site at https://www.sam.gov/SAM/. No state level
certifications will be accepted.
PROJECT INFORMATION:
Project includes construction of approximately 3,900 feet long and 300 feet wide bypass channel consisting of a floodwall on the east side (right bank) and an earthen levee on the west side (left bank). The project includes a combination of flood risk management, betterment features, pedestrian walkways and bridges, lighting, plaza parks, kayak launches, accessibility with signage, storage areas, and stormwater infrastructure. Project challenges will require the successful contractor to be able to coordinate with multiple stakeholders, both public and private, and perform blasting and dewatering efforts. Project constraints include construction in active and congested areas within the City of Fort Worth.
Anticipated project completion is 910 days from Notice to Proceed.

(SAM) and PIEE, to receive a government contract award.
NOTE: Offerors must submit a Project Labor Agreement (PLA) with their proposal. Submission of the PLA
is a material requirement for proposal submission in accordance with Executive Order 14063 and FAR
22.503. Offerors who fail to submit a PLA with thier proposal will be eliminated from further
consideration for award.
