THIS ANNOUNCEMENT IS NOT A SOLICITATION AND IS BEING USED FOR THE PURPOSE OF MARKET ANALYSIS ONLY. This notice is being published in accordance with Federal Acquisition Regulations (FAR) Part 5.101 requiring dissemination of information for proposed contract actions and FAR 10.001(a)(2)(i) which requires conducting market research before developing a new requirements document for this acquisition. The Government is seeking industry’s input to determine the availability of qualified sources with the technical capability to fulfill general outdoor track cleaning and maintenance services. No contract awards will be made from this notice and no solicitation is available on SAM.gov or any other bulletin board, posting room, or clearinghouse at this time. In order to develop a sound acquisition strategy, early industry participation is highly encouraged; however, participation in this effort is strictly voluntary. All costs associated with responding to this RFI/Sources Sought will be solely at the interested party’s expense. The Government will not reimburse costs and will not be liable for any costs associated with responses to this RFI/Sources Sought. Respondents will not be notified of the responses to this notice. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. All RFI/Sources Sought responses will be used in whole or in part for determining the most effective acquisition strategy for the subject requirement and similar future requirements. Requested information will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency.
DESCRIPTION:
This is a requirement for non-personal service for the cleaning and minor maintenance of Laughlin AFB outdoor rubberized track. The service(s) shall include routine track maintenance, track deep cleaning, and minor track repair to extend life of the track and ensure optimal condition. Routine track maintenance consists of the removal of leaves, dirt, and other debris and an inspection of the track, on a monthly basis, which shall determine, if any, minor repairs and deep cleaning is required for track. This requirement is for maintenance of Laughlin’s outdoor rubberized track to ensure safety and functionality in an effort to extend the track’s lifespan, thus the following is being sought:
1. Routine Track Maintenance: Remove all debris, dirt, and contaminants from the track surface and conduct a detailed inspection to identify visible cracks, splits, fading colors, surface bubbling, and uneven areas to determine and report if any repairs are needed.
2. Deep Cleaning: Consist of but not limited to, a thorough cleaning as a result of severe weather events, such as heavy rain or hail, and any issues or areas needing immediately apparent attention outside routine track maintenance.
3. Minor Repairs: Includes but not limited to, the filling of any cracks, gaps, or small holes, applying new layer(s) of rubber coating, reapplying track markings, and applying protective coatings or sealants. Any work requiring extensive rehabilitation or resurfacing, is excluded from this performance.
