U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Natick Division in support of U.S. Army Combat Capabilities Development Command – Soldier Center (DEVCOM-SC) intends to award a Firm Fixed Price contract on a sole source basis to Agilent Technologies, Inc. located at 2850 Centerville Rd, Wilmington, DE 19808-1610 under the authority prescribed in FAR 13.106-1(b)(1).
The Government requires a full coverage maintenance and repair service contract for twenty (20) specialized lab instruments, as laid out in the redacted limiting competition document, that provides unlimited repairs and on-site service for the listed systems within 48 hours after call (excluding weekends and holidays). The vendor shall maintain the instruments so that they remain in operational condition to perform accurate, verifiable, and repeatable measurement/analysis on both the GC and LC systems. The contract shall include one preventative maintenance visit per system, annually, to include all parts, travel and labor. Upon conclusion of a visit, the vendor shall ensure all systems are in operational condition to deliver accurate, verifiable, and repeatable results.
As part of this requirement, the vendor shall adhere to the following conditions:
-The vendor shall use only Agilent certified and trained engineers to perform repairs and preventative maintenance.
-The vendor shall provide the Government a direct telephone line for support from an Agilent licensed trained service engineer.
-The vendor shall use only factory recommended replacement parts in repairs.
-The vendor shall provide all needed software updates and upgrades to the equipment.
-The vendor shall provide a certificate of calibration after the preventative maintenance visit for each system as well as a service report after each repair that documents steps taken in the repair and the parts replaced.
-The vendor shall provide a service guarantee that a factory authorized escalation of service shall be provided to the Government to resolve difficult problems with the above equipment, including escalation to the factory engineering expertise if necessary.
The Government is seeking a base year and two (2) option years in this action.
The North American Industry Classification System (NAICS) code for this requirement is 811210 - Electronic and Precision Equipment Repair and Maintenance, and the size standard is $34,000,000.00.

Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract is based solely within the discretion of the Contracting Officer.
