5/17/2024 – Amendment 0004.  Due to Missile Defense Agency budget constraints and the re-baselining of the Inc. 10 requirement, the BC program office has allocated funds away from the Command and Control, Battle Management & Communications (C2BMC) Operational Defense Design System (CODDS) program for FY 24 & 25. Therefore, the CODDS source selection, (Request for Proposal HQ0852-23-R-0004) has been canceled.  The Missile Defense Agency intends to reassess the need to competitively acquire CODDS in the future, subject to funding availability.

9/5/2023 – Amendment 0003.  Amendment 0003 to this solicitation is only posted for the sole purpose of providing industry with the latest Questions and Answers dated 20230831 and provide the MDA Cost Estimating and Analysis Handbook.

8/17/2023 – Amendment 0001.  RFP has been amended to extend proposal due date to 4:00 PM CST on September 22, 2023.  Provide solicitation HQ0852-23-R-0004 Amendment 0001 (Modification and Conformed copies).  Provide industry with RFP Questions and Answers.  Provide updated CLIN delivery dates to align with the CODDS revised SOW (Rev. 1).  Provide re-write of G-04 FIXED FEE Clause, and remove FAR 52.230-2, DFAR 252.209-7009 and DFAR 252.242-7005.  Updated Section J, with revised SOW (Rev. 1) and added Attachment 4 (CODDS INC 10 Schedule).  Provide updated CDRLs A001, A008, A010, A019, A020, A024 and A036.  Updated Sections L&M with date of August 10, 2023.  Provide revised forms L-01, L-05, L-07 and, L-08.  Provide the CDSR Plan (CODDS DD 2794).  Provide Bidders Library 2 (MDA 8500.05 INS, MDA 1400.07 INS, and MDA 5000.20 INS).

The Missile Defense Agency (MDA) develops an integrated Missile Defense System, integrating land, sea, air, and space-based assets to defend the United States, deployed forces, NATO Allies and Partners from missile attacks.  As the integrating element, Command and Control, Battle Management, and Communications (C2BMC) is at the core of the Missile Defense System.  As a subsystem of C2BMC, the CODDS provides the Combatant Commander with a Missile Defense System capability to collaboratively plan, coordinate, assess, optimize, and integrate High-Demand / Low-Density missile defense resources to defend the United States, US deployed forces, US allies, and friends against all ranges of missiles in all phases of flight.  The CODDS delivers the capability to perform pre-mission analysis to determine optimized asset pairings for efficient and effective missile defense, and it initializes operational C2BMC suites with validated Defense Design Data and supports Force Level planning processes. 

MDA is issuing this competitive Small Business Set-Aside Request for Proposal for the CODDS Software Development.  The Product Service Code for this acquisition is K058, Modification of Equipment - Communication, Detection, and Coherent Radiation Equipment.  The North American Industry Classification System (NAICS) code for this acquisition is 541715 – Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology).  The contract will include an initial 27-month base PoP to develop a CODDS prototype with a 33-month option to award the continued development, test, deployment, and level 2 maintenance of the CODDS Software. 

The Government requires RFP document access and proposal submissions be conducted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, https://piee.eb.mil . The proposal must be received by 4:00 pm central time on September 15, 2023.  Late submissions will not be accepted. To initiate access to RFP documents and the proposal submission through PIEE, the Offeror must register as a proposal manager. Training on the solicitation module is available for proposal managers through PIEE. Subcontractors who have proprietary data and do not want to submit this data to the prime must submit it through PIEE. The subcontractors will register as a proposal manager, and create a separate proposal submission from their prime. Documents submitted by the subcontractor directly to the Government must have the prime contractors team name and RFP number on the first page of the document.
