Presolicitation Notice Presolicitation Notice Page 4 of 4 Radiation Oncology Renovation Network Contracting Office (NCO) 6 intends to release a solicitation for construction services to renovate the radiation oncology laboratory of the Richmond VA Medical Center in Richmond, VA. The contractor will provide all transportation, materials, parts, tools, specialized equipment, labor, supervision, and technical expertise to renovate the hospital laboratory. The contractor will be providing all the elements and performing all the work. Work is composed of, but not limited to, management and performance of construction period services, permitting, demolition, construction, construction management, submittals, including general construction, structural, fire protection, hazardous material removal (if any), thermal and moisture protection, finishes, scheduling, quality control, inspection/testing, environmental protection, recording (As-Built) drawings, and project closeout. The North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million dollars. IAW VAAR 836.204(f)(2), the estimated magnitude of this project is between $2,000,000 and $5,000,000. The approximate solicitation issue date will be October 1st, 2024. The approximate response due date for quotes will be October 31st, 2024. The base bid period of performance will be 426 calendar days from the Notice to Proceed. It is the responsibility of the potential offerors to bring all necessary personnel, inclusive of subcontractors, tooling, and materials necessary to the pre-bid site visit. The government will NOT be providing paper copies of any solicitation, solicitation attachments or annexes, specifications, or drawings. The government will NOT be reimbursing any costs associated with attendance or quote preparation. The solicitation will be issued on a restricted basis and will be 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following website: https://veterans.certify.sba.gov/ Potential offerors are further advised that failure to register in the System for Award Management (SAM) database will render your firm ineligible for award. The solicitation will be available only via the Internet at the following address: https://sam.gov/. Any amendments to the solicitation will not be emailed but will be posted at the SAM website. Offerors are responsible for obtaining solicitation documents from SAM and acknowledging all amendments to any subsequent solicitation. No paper copies of the impending solicitation will be furnished. This notice is for informational purposes only and is not a request for submission of bids. The Government will NOT reimburse any costs associated with registration, pre-bid attendance, or proposal preparation. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies.
