THIS IS A SOURCES SOUGHT NOTICE. In accordance with Federal Acquisition Regulation (FAR) 10.002(b) (2) (i), this notice is issued for the purpose of conducting market research. The intent of this Sources Sought is to determine the technical capabilities available of prospective vendors/entities with experience to perform the required work for this project.

The responses to this notice will be utilized as a market research tool to further determine acquisition method, as USACE has not determined the method of competing this requirement. USACE is interested in feedback from industry regarding technical factors that would drive strategy regarding contract type meaning single award to one contract for all work vs say a MATOC award to two Contractors to compete for phase 1 (7 buildings) and phase 2 (3) buildings. Said awards, singular or MATOC to be awarded via 2 phase, DB, “Tradeoff” approach. In addition to technical capabilities, schedule and PLA do play a role in the source selection process. Further, this market research is to ascertain capabilities amongst our large and small business partners.
This Notice is not to be misconstrued as an Invitation for Bid or Request for Proposal. USACE encourages all small and large business contractors to identify their capabilities to potentially satisfy the requirements listed in this Sources Sought notice. USACE WILL NOT award a contract based on this Sources Sought Notice, the information received, nor will it reimburse participants for information provided in response to this inquiry.
Project Description is provided as follows:
PN# 499077, Atlanta Job Corps Campus, the new Atlanta Job Corps Center construction project is designed to replace the previous Job Corps Center located at 239 West Lake Avenue, NW, Atlanta, GA. The center's design is comprised of ten (10) buildings totaling approximately 240,000 gross square feet in a 29-acre footprint, meeting the requirements to form a completely self-sufficient campus for the new Atlanta Center. Buildings include a welcome center, administrative and medical/dental clinic, student services building, education center, child development center, cafeteria, and culinary arts center, 2x 2-story dormitories, recreation center, and a maintenance and storage building.

In accordance with Executive Order 14063, FAR 22.503, FAR 36.104 (c)(2), and UDG 5122.503-1 this Sources Sought is further being conducted as Market Research for a current and proactive examination of the market conditions in the project area to determine national, regional, and local entity interest in participating on a project that requires a project labor agreement, and to understand the availability of unions, and unionized and non-unionized contractors.
