FCC Allenwood hereby issues solicitation 15B20125Q00000004 for the award of a firm-fixed-price construction contract for a project entitled FCI Allenwood Dryer Exhaust Relocation at FCI Allenwood, located in Allenwood, Pennsylvania.

FCI Allenwood is a Federal Correctional Institution located at Route 15, 2 Miles N of Allenwood, Allenwood, PA 17810.  The work to be performed in association with this project includes the following scope of work attached to this solicitation. 

The NAICS code for this requirement is 238220. Any contractor interest in obtaining a contract award with the Federal Bureau of Prisons must be registered at www.sam.gov. Faith-Based and Community-Based Organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. All responsible sources are encouraged to submit a written offer which will be considered for award. The solicitation will be available on or after, November 7, 2024, with a due date of November 29, 2024, at 2:00 p.m. Eastern Standard Time. The solicitation will be distributed solely through sam.gov website. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This requirement is a Firmed-Fixed-Price contract. The Government will award to responsible vendor(s) whose offer, conforms to the solicitation, and are considered to be most advantageous to the Government. Past performance will be considered approximately equal in value to price.  The Best Value Determination method will be used to make award for this requirement. FAR defines “Best value” as the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. Please include shipping in all pricing Considerations for this best value determination include 1 – Price; 2 - Past Performance to include timeliness of delivery, providing correct product as specified, completing order as awarded/quoted, quality of items provided, and providing the correct quantity of items awarded, as well as FAPIIS and PPIRS reports; (poor past performance, failure to deliver awarded items in the past, not meeting required specifications, etc.), may result with the vendors quotes being considered as a non-responsible vendor.  3 - Technically Acceptable Item.

Scheduled site visit for Tuesday 11/19/2024 at 11:00AM. For interested parties, please email gmoser@bop.gov and kysmith@bop.gov for NCIC form for clearance. This will need to be filled out and returned by 11/14/2024 at 12:00PM, for entrance approval.  

The contractor shall be responsible for rerouting the new dryer exhaust ductwork per applicable codes out of the existing building. The proposed ducts will be constructed of sheet metal or other noncombustible material, sized properly, and assembled so the interior surfaces are smooth, as to make sure the joints do not permit the accumulation of lint. In addition, no sheet metal screws or fasteners will be used on exhaust pipe joints which extend into the duct. The proposed duct system will ensure that all static back pressure requirements are met per manufacturer's specifications. Currently there are four dryers that are ducted together and then are single ducted into a plenum that is attached to the building's HVAC air handler. The new dryer exhaust ductwork needs to be rerouted out of the plenum and out of the building to be safely exhausted away from the building's HVAC system. Contractor will provide a drawing to be approved by FBOP prior to work being started. 


FCI Allenwood staff will ensure a representative is present to allow access to all areas requested by the Contractor. It shall be the Contractors responsibility to obtain all measurements and manufactures installation recommendations. 


The FBOP will occupy the site during the entire construction period. Contractor shall perform the work to not interfere with the FBOP's operations as minimal as possible.
