Construction Industry Engagement Day Personal Protective Equipment (PPE) Requirements:
Montgomery Lock is an active construction site. PPE is required: steel-toed boots, hard hats, life jackets are required.
USACE can provide limited hard hats and life jackets if necessary.
Questionnaires:
Industry engagement day questions are attached to this posting. Written contractor feedback is requested and greatly appreciated. Please email christopher.t.dening@usace.army.mil with completed questionnaires by June 17th. Questionnaires will be considered proprietary and will not be made public. Partially completed questionnaires are acceptable.
Individual Meetings:
Contractors have the opportunity to meet one on one with USACE on June 8th and 9th, 2022 in person or via WebEx. Meetings time slots are available at 9:00 am, 11:00 am, 1:00 pm and 3:00 pm EST each day. Time slots will be filled on a first come first served basis. Meetings will be limited to 90 minutes. These meetings will be held at the Pittsburgh Engineer Warehouse and Repair Station (PEWARS) located at 3500 Grand Ave., Pittsburgh, PA 15225 or virtually by request. Contractors are limited to 4 personnel for in-person or virtual meetings.

Project Overview Meeting:
A virtual presentation will be held May 19th, 2022, at 1:00 pm to 2:00 pm EST to cover a general overview of the Upper Ohio Navigation project and to provide context for the industry day event at Montgomery Lock. No security background check is required for this virtual event.

Industry Engagement Day
The Corps of Engineers (USACE), Pittsburgh District intends to advertise a construction contract for the completion of a new 110' x 600' lock chamber to replace the existing auxiliary chamber at Montgomery Locks and Dam near Monaca, PA. The solicitation for the project is scheduled to be posted in 2024. The scope will include demolition of the existing auxiliary river wall, guard walls, and ancillary features. Construction will be a combination of in-the-wet and in-the-dry techniques and will require the placement of tremie concrete, drilled shafts, mass concrete, miter gates, heavy machinery and multiple buildings.
In accordance with DFARS 236.204 (v), the magnitude of construction for the project will be over $500M.
This is a save the date announcement for a construction contractor industry engagement day to be held at Montgomery Locks and Dam, 100 Montgomery Dam Rd, Monaca, PA 15061. Preliminary construction plans and specifications will be posted in advance of the industry day. USACE will be soliciting feedback on the preliminary plans and the overall project to assist with the design and acquisition strategy.
The industry engagement day will be held on 7 June 2022 and is open to prime contractors, subcontractors, material suppliers and other vendors who have an interest in this project.

Security Requirements:
No later than May 25th, 2022, all prime contractors, subcontractors, material suppliers and other vendors who plan to attend the construction contractor industry day will need to provide all information required for criminal history checks to meet facility access requirements to be accomplished by the Pittsburgh District Security Office. No one will be admitted to the event without clearance from the Pittsburgh District Security Office. In order to complete the background check, please fill out the attached LRP Security Information Sheet with the attendees and send to christopher.t.dening@usace.army.mil
