The Department of Veterans Affairs, Network Contracting Office 08 (NCO 08) is conducting market research pursuant to FAR Part 10 to gain knowledge of potential qualified sources with the capability to provide service to inspect and recertify the active fall protection system. The Orlando VA Medical Center (OVAMC) requires inspection and certification of the active fall protection system. It is estimated that a total of 696 roof tie anchors exist. OSHA guidelines requires fall protection building anchors recertification every 5 years by a Qualified Fall Protection Engineer to ensure their continued safety and integrity for use in active fall protection systems. The previous certification was completed in August 2018. The anticipated Small Business Administration (SBA) size standard for North American Industry Classification System (NAICS) 541350 Building Inspection Services, is $11.5 Million. This notice is not a solicitation as defined by FAR 2.101, it s only for information and planning purposes only, therefore it shall not be construed as a commitment by NCO 8 to ultimately award a contract, nor does it restrict NCO 8 to an acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
