Description

The Tongass National Forest requires construction work on the Petersburg Ranger District involving renovation of the Petersburg District Office (PDO) and Harris Building facilities, and expansion of the Fram Compound parking area. The primary goals of the project are to:

  • Base Item: Renovate the PDO and consolidate the majority of the Forest Service’s Petersburg workforce into the PDO.
  • Option Item 1: Renovate the Harris Building to serve as storage, shop, and overflow office space.
  • Option Item 2: Expand parking at the Fram Compound.

Work includes, but is not limited to, the following:

  • Major interior renovation of the PDO to remediate hazardous materials; remove all building systems and components excluding the building shell; provide new structural support; provide all new building components, layout, systems, fixtures and finishes. Most office furniture is excluded (see below).
  • Minor modifications to the exterior of the PDO including new windows, doors, entry soffit, roof modifications for new HVAC systems; other related work to provide a fully functional modern office building.
  • Partial renovation of the Harris Building to convert office areas to storage, construct a mezzanine in the shop, replace columns, reclaim an overhead door, convert a storage room to a vehicle garage, and minor exterior improvements.
  • Excavate and fill at the Fram Compound to expand a driveway and add approximately six parking spaces.

The selection process, and evaluation criteria to be addressed, will be outlined in the forthcoming solicitation.  The solicitation will be available for download exclusively via https://www.sam.gov on or about 07/19/2024.  Paper copies of the solicitation will not be issued.  The Government intends to award without discussions, however, reserves the right to conduct discussions should it be deemed in the Government’s best interest.

One Firm Fixed-Price (FFP) contract will be awarded. Estimated start work is November 2024. Estimated Period of Performance is 18 to 24 months. 

The magnitude of this construction project is over $10,000,000.00.  All offerors will be required to provide a Bid Bond (20%) with their proposal submission.  Performance and Payment Bonds (100% each) will be required of the successful awardee.

Note:  Per FAR 52.204-7(b)(1), System for Award Management (SAM), an Offeror is required to be registered in SAM when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment for any contract resulting from this solicitation.  Information on registration may be obtained via:  https://www.sam.gov.  All Offerors must complete the electronic version of the Representations and Certifications in the SAM system.
