Description

The General Services Administration (GSA) is issuing a sources sought for the following project at the Carl B. Stokes U.S. Courthouse located at 801 West Superior Avenue in Cleveland, Ohio, to determine the interest, availability, and capability of all business concerns interested in pursuing this opportunity. The NAICS code for this procurement is 236220. The planned project delivery is Design-Build. The estimated design build cost of construction is between $30,000,000 and $40,000,000.

The GSA intends to design and construct a plaza extension as well as repair/replace the existing plaza. The scope includes replacement of the failing waterproofing system, refinishing and reinforcement of the structural steel supporting the plaza, repairs to fireproofing, and fulfillment of an unconstructed plaza area originally intended for the site.  The surface parking lots and retaining wall will be upgraded. The new construction will provide vital pedestrian access from the primary gateway from west-side neighborhoods (Detroit-Superior bridge) and mixed-use warehouse district to the North. The new construction will reconcile pedestrian accessibility with adjacent surface parking. The project will also be introducing renewable energy sources to the site as well as adding a water reclamation system.

It is anticipated the Phase I Request For Proposal (RFP) will be posted to SAM.gov in September. The awardee will be required to undergo the security clearance process. The full extent of the work will be described in the solicitation when it is posted. No other information will be available before the solicitation is posted.

This is a SOURCES SOUGHT ANNOUNCEMENT for planning purposes only. Market research is being conducted to determine if there are Small, Service Disabled Veteran Owned, 8(a), HUBZone, Woman Owned Small Businesses, or Large businesses with the capabilities and experience to perform the required work.

All interested parties should submit a capabilities package to include business classification (i.e. SDVOSB, HUBZone, etc..), as well as examples of three projects completed within the last five years that included the scope of work specified above that will be required under this project including work  that had a total project cost in the same range estimated for this project. Please provide a customer point of contact for each project listed.
