Project: (UHHZ210600) Battle Management Operations Combined Complex

This Pre-solicitation notice is for PN UHHZ210600 Construct a Battle Management Control Operations Center (BMCOC). This acquisition will be a full and open request for proposal (RFP) and will result in a Firm Fixed Price Contract Award.
Description/Scope:
Robins AFB has a requirement to award a Firm Fixed Price Contract for the construction of a Battle Management Combined Operations Complex. Primary facilities include the Battle Management Control Squadron KINGPIN operations center, a Headquarters suite to include space for three squadrons, using conventional design and construction methods. Construction will include reinforced concrete slabs and foundation systems, steel framed structures, masonry block exterior walls, and sloped standing seam metal roofing. The facility space will include, but is not limited to, Tactical Operations Center, Rapid Deployable Payload Control Element staging and storage, Maintenance Operations Center, hardware and software testing activities, and training and academic space with storage. The majority of the interior space is a controlled area and must be constructed to comply with Intelligence Community Directive 705 criteria. Special Construction Requirements: Entire facility will be a Secure Compartmentalized Information Facility (SCIF) designed and constructed in accordance with ICD 705; raised flooring; 239 rack server room; standby power generators; Uninterruptable Power Supply (UPS); roll-up doors; utility lines/communication infrastructure. The project will include all necessary utilities, site improvements, pavements, communications support, interior and exterior infrastructure, and all necessary supporting work for a complete and usable facility, to include controlled space and mission critical power system redundancies. A standby generator is authorized in accordance with Air Force Manual 32-1062 for these mission sets.
One or more of the items under this acquisition is subject to Trade Agreements and Buy American statute in FAR Part 25.
Period of Performance: 1,080 days calendar days
TYPE OF CONTRACT AND NAICS: This RFP will be for one (1)Firm Fixed Price Contract Award. The North American Industrial Classification System Code (NAICS) for this effort is 236220 Commercial and Institutional Building Construction.
CONSTRUCTION MAGNITUDE: In accordance with DFARS 236.204(iii), the magnitude of construction for this project is between $100,000,000 and $250,000,000.
SELECTION PROCESS: The contract will be solicited and procured via FAR Part 15, Contracting by Negotiations, Lowest Price Technically Acceptable source selection process in accordance with FAR 15.101-2.
Notes:
1. The solicitation will be issued in electronic format only and is anticipated to be posted on or about 5-9 August 2024. Any prospective Offeror must register in the System for Award Management (SAM) at www.sam.gov which is now all inclusive for also registering in order to obtain solicitation documents, plans and specifications for this solicitation. Contractors with an existing account should be able to use their existing logins to search for the solicitation number once it is released here at www.sam.gov. It is the Offeror's responsibility to check the internet address provided as necessary for any amendments that may be posted to this solicitation. Other methods of requesting a package will not be honored.
SOLICITATION WEBSITE: Project will be listed on PIEE on or about 5-9 August 2024. Procurement Integrated Enterprise Environment (PIEE): The only authorized transmission method for proposals in response to the forthcoming solicitation is electronically via Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. No Other Transmission Method (E-mail, Facsimile, U.S. Postal Mail, Hand Carried, etc.) Will Be Accepted. Offerors must have an active Proposal Manager role in PIEE at https://piee.eb.mil/.
2. Offerors submitting as a joint venture must provide the agreement forming the joint venture. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity.
3. Site Visit: An organized site visit has been scheduled for 14 August 2024 from 1000-1230
Contractors will meet at the Museum of Aviation parking lot near the front. A bus will be provided to transport visitors to the project site.

Contractors interested in attending the site visit need to email Alexis Stephens (alexis.d.stephens@usace.army.mil) the completed “Badge Request Memo Template” with all attendee information no later than 12 Aug 2024. The “Badge Request Memo Template” is uploaded as an attachment with this pre-solicitation notice. The Government cannot guarantee that requests sent after 12 Aug 2024 will be processed in time to allow access to site.
4. A Project Labor Agreement will be required for this project. Provision FAR 52.222-33 Basic and clause FAR 52.222-34 will be included in the solicitation. Offerors will be required to submit an offer subject to Project Labor Agreement (PLA) requirements in accordance with FAR 22.504, General requirements for project labor agreements. Any PLA reached pursuant to the PLA requirements in the solicitation does not change the terms of the contract or provide for any price adjustment by the Government. PLA shall be evaluated during the source selection process on an Acceptable/Unacceptable basis.

Compliance with NIST SP 800-171 will be verified by the Government before access to the specifications and drawings is granted in PIEE.
