The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208), Patuxent River, MD intends to award a contract modification to Micro Systems, Inc. (MSI) on a sole source basis for engineering and technical services in support of Target Mission Support Systems (TMSS). More specifically, the procurement will provide engineering and technical services in support of Navy Aerial Targets, Moving Land Targets (MLT), Seaborne Targets, Target Control Systems (TCS), Target Auxiliary Augmentation Systems (TA/AS), Scoring System Suite (SSS), Tactical Training Ranges, Test and Evaluation (T&E) Ranges and various interfacing platforms and associated programs. The aforementioned product lines and systems are currently in production and/or fielded and this procurement will be for engineering and technical services, recurring software updates and recurring cybersecurity updates in support of these systems. Award of the contract modification is anticipated for the second quarter of Fiscal Year (FY) 2025. The existing contract vehicle consists of a one-year base period with four one-year option periods and performance under this contract, including option periods, is anticipated to last through August 2028.
This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. MSI is the original designer, developer and manufacturer of the aforementioned systems, as well as the sole integrator of their proprietary systems into Navy Targets. MSI is the only Contractor with the necessary engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operation characteristics of the systems in order to meet the Government’s requirements specified herein.
