SOURCES SOUGHT: This is a Sources Sought Synopsis in support of Market Research being conducted by the US Army Corps of Engineers, Engineer Research and Development Center (ERDC) to identify potential sources. This is not a a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government to any contract award. The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) is issuing this Sources Sought announcement for Analytical Chemistry Analysis Services to determine interest, availability and capability of businesses to supply the services as described below:

The Contractor shall provide services for analysis of water, soil, and tissue samples for various physical and chemical analyses.

The contractor must be a full-service vendor capable of providing all labor, sampling supplies, shipping supplies, and disposal of samples listed in Example Table 1 below. All USACE owned coolers and materials must be returned to USACE or the designated sampling crew within 10 days of receipt of samples (return address will be listed on the cooler or provided via email in advance). These projects will include water, soil, and tissue samples. Due to the nature of our work these samples will not be considered “clean” drinking water and shall be treated as non-potable water / complex matrices, and therefore will often require extraction clean up or other matrix and interference reduction processing to achieve desired reporting limits. The contractor will need to notify the Government in advance of analyses not performed in-house. All contractors must have National Environmental Laboratory Accreditation Program (NELAP) and/or Department of Defense (DOD) Environmental Laboratory Accreditation Program (ELAP) accreditation for all requested analyses. Data reports will consist of custom excel files matching meeting the minimum criteria in Technical Exhibit B, in addition the contractor will provide a PDF report. All data must be delivered to the Government POCs within 30 calendar days of sample receipt.

Table 1 (attached) is a list of example analyses to be performed through the duration of the BPA. This list is not all inclusive and additional analyses may be requested as needed over the ordering period of the contract.

SUBMISSION: All interested companies with 541380 as an approved NAICS code have until November 18, 2024 at 1:00 PM CST to submit the following:

  1. Business Size, to include designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and large business. The Government must be able to verify SBA certification of Hubzone, 8(a) and SDB via SAM.

  1. Capability Statement: Please include a capability statement not to exceed ten pages.
