PROJECT DESCRIPTION:
The U.S. Army Corps of Engineers - The Little Rock District has been tasked to solicit for an award a contract for the construction of a foreign military sales training center to support the bed down of the F-35 aircraft located at Ebbing Field ANG in Fort Smith, Arkansas.
The Government is seeking gualified, experienced sources capable of performing the following:
Construction of an F35 Academic Training Center and Liquid Oxygen Storage facility for the Foreign Military Sales F-35 program. Project included a multi-story steel framed, reinforced concrete flight training center with brick veneer, vertical pile foundation and a standing seam metal roof. The facility will provide spaces for training classrooms, spaces for flight simulator training, conference rooms, administrative and administrative support spaces, bathrooms, a hallway, lobby, and vestibule, storage space, break rooms, communications, mechanical and electrical spaces, and a janitor's closet. The facility contains secure space and shall comply with the Intelligence Community Directive (ICD 705) criteria/standards and the Joint Programs Office (JPO) Facility Requirements Document (FRD). Lightning protection, fire detection and suppression, intrusion detection are included. The Liquid Oxygen Storage project included a single-story steel framed building with metal siding, metal roof and slab on grade foundation. Supporting facilities include utilities, pavements, site improvements, and communication support to provide complete and usable facilities. Privatized utility connection fees are included in their respective supporting facilities. Project will demlish building 124 (99SM). Facilities will be designed as permanent construction in accordance with the Depart of Defense Unified Facilities Criteria 1-200-01, General Building Requirements. This project will comply with Department of Defense antiterrorism/force protection requirements per Unified Facility Criteria 4-010-01. Air Conditioning load is approximately 290 Tons.
ESTIMATED VALUE RANGE: In accordanc with FAR 36.205/DFARS 236.204, Magnitude of Construction Projects, the estimated value for this requirement is between $70M and $75M.
In accordance with FAR 22.5 and Executive Order 14063, the use of a Project Labor Agreement (PLA) is required for large-scale construction projects with a total estimated cost of construction at $35 million or more. Therefore, a Project Labor Agreement (PLA) is required prior to contract award for the project.
ESTIMATED SCHEDULE DATES: the projected is expected to take no longer than 912 calendar days.

The information gathered in this exercise should include the following information on projects completed in the last 2-5 years.
The proposed project will be a competitive, firm-fixed price construction contract procured in accordance with FAR Part 15, Negotiated Procurement, using the trade-off process. The type of set-aside decision to be issued will depend on the capabilities of the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the small business community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women-Owned Small Business (WOSB). The government must ensure there is adequate competition among the potential pool of responsible contractors. Small businesses, section 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate.
The North American Industry Classification Code for this procurement is 236220 (Commercial and Institutional Building Construction) which as a small business size standard of $45,000,000.00
Product Service Code is Y1BZ (Construction of Other Airfield Structures).
Small Businesses and 8(a) participants are reminded under FAR 52.219-14, Limitation on Subcontracting (Deviation 2019-O0003) that they will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials to subcontracts that will count toward the 85 percent subcontract amount "that cannot be exceeded" for general construction-type procurement.
Prior Government contract work is not required to submitted a response under this Sources Sought Synopsis.
