Description

A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service-Disabled Veteran Owned Small Business and you are interested in this project please respond appropriately.

Project Location: Army Reserve Center, Building 92001 – Maintenance and Repair Army Reserve (MRAR)

Project Location: 2101 Delchester Road, Newtown Square, PA 19073

Project Description: This will be a Design/Build project to repair an existing 37,861 square feet Army Reserve Center (ARC) in Newton Square, Pennsylvania. Building 92001, that is in a failed or failing condition, constructed in 1976 and restored in 2004. Building 92001 provides mission essential functional areas in support of four Medical Units: Company, Battalion, Detachment. It also supports two Transportation Detachments, a Quartermaster Company and Headquarters. The repairs will provide the necessary operational building functional areas for the training and mission support of these commands. The mechanical, plumbing and electrical systems are beyond serviceable life. A technical review was conducted, work classification verified, and other facility alternatives were visited but the most expedient and best option was to repair the listed facility. Required swing space will not be part of this projects funding, however any incremental costs associated with a potential phasing of the project are included.

This project includes repair of HVAC and Electrical systems, removal of non-structural interior walls to right-size rooms and create open flexible workspace, restoration of inadequate and non-code complaint bathrooms, repair of light fixtures with code compliant units, code compliant fire alarm and suppression system, and repair of an electrical conduit distribution throughout the facility. Access for individuals with disabilities will be provided to include a code compliant entrance ramp. This project also includes repair of exterior structural elements and correction of all life safety deficiencies while maintaining the elements of the building’s exterior. The restored facility will meet minimum DOD Antiterrorism standards. If any Asbestos Containing Material (ACM) is found, it shall be abated in accordance with DA Pam 420-11 Para 2-1b.

Contract duration is estimated at 720 calendar days. The estimated cost range is between $25,000,000 and $100,000,000.  NAICS code is 236220. All interested Small Businesses, certified HUBZONE, 8A, Woman-Owned Small Business or Service-Disabled Veteran Owned Small Business contractors should respond to this survey via email by Tuesday, December 3, 2024 by 2:00 PM Eastern Standard Time.

If interested in subcontracting opportunities rather than performing as the Prime Contractor on this procurement, please be sure to identify the feature(s) of work you are interested in and your socio-economic category.  Complete Item 4 below for the feature(s) of work you have interest.

Responses should include:

  1. Identification and verification of the company’s small business status.
  2. Contractor’s Unique Entity Identifier (UEI))
  3. Documentation from the firm’s bonding company showing current single and aggregate performance and payment bond limits.
  4. Description of Experience – Interested construction firms must provide no more than three (3) example projects with either greater than 95 percent completion or projects completed in the past seven (7) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference.  References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope.
  1. Projects similar in Scope to this project included: Major repair or renovation of buildings similar to Army Reserve Centers, National Guard Armories, Armed Forces Training Centers, Education Facilities, and/or multi-story office complexes. Project can also include experience in new construction; however, project scope shall be at least 75% complete building renovation, measured in square footage. If replying with projects that are combined new and renovation construction, clearly delineate (based on square feet) the renovation versus new construction portion and percent (%) of the project. Construction of pre-engineered buildings does not count toward a project of similar scope or size.  
  1. Projects similar in size to this project include: Building(s) renovations having a combined square footage of at least 25,000 SF on a single project that include one or more buildings. One building must be at least 20,000 SF.
  1. Based on definitions above, for each project submitted include:
  1. Current percentage of construction complete and the date when it was or will be completed.  
  2. Size of the project (combined building SF, acres of construction site work, etc.)
  3. Scope of the project.
  4. The dollar value of the construction contract.
  5. The portion and percentage of work that was self-performed. Must be at least 15% self-performed.
  6. Whether the project was design build or design/bid/build.
  1. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm’s own employees for general construction-type procurement. Include the percentage of work that will be self-performed on this project, and how it will be accomplished.
