This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions."
The U.S. Army Corps of Engineers, Walla Walla District, Little Goose Powerhouse has a requirement for the purchase of SEL protective relays, revenue meters, auxiliary & automation controllers, computer and communication equipment for the protection, control & annunciation systems upgrades. The SEL (P&C) equipment will be used for upgrading main unit generator and GSU transformer protection and control systems at Little Goose Powerhouse. The SEL protective relays will replace the existing SEL equipment and be installed into new S‐boards cabinets under the same contract. The SEL real time automation controller (RTAC) and SEL Axion (I/O) will be used for collecting alarms for the new annunciation/SER system. SEL automation equipment will be placed in the S-boards, RTU cabinets (transformer I/O), ER room, and in the XPC cabinet.
The statutory authority for this brand name this acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, application for brand name descriptions.
The Government intends to solicit this action in January 2025. The NAICS code is 238210 Electrical Contractors and other Wiring Installation Contractors. The associated small business size standard as defined by the U.S. Small Business Administration is $19.0 million.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR BIDS. Interested concerns must show clear and convincing evidence that competition of this portion of the requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 2:00 PM Local Time on the notice end date, a solicitation will be made without further notice. Oral communications are not acceptable response to this notice. A determination by the Government to include the brand-name product in the solicitation is solely within the discretion of the Government.
