The USDA Forest Service is re-opening a previous advertisement (1240BJ22MATOC) in an effort to add new contractors to the existing Multiple Award Task Order Contracts (MATOC), Indefinite Delivery Indefinite Quantity (IDIQ) awards by Area of Coverage. We anticipate awarding up to four (4) new contractors for the Chugach NF and up to three (3) new contractors for the Tongass NF.
The original MATOC/IDIQ had an estimated not to exceed shared capacity of $25 million, with an ordering period of five (5) years. The current effort will also have the shared capacity of $25 million, however, the ordering period will correspond with the original awards, i.e. through 12/14/2027.
The scope of this MATOC/IDIQ includes, but is not limited to, the following types of highway, street, and bridge construction: New road construction; Road reconstruction/restoration; Other roadbed construction or maintenance; Road decommissioning; Construction of steel, concrete, and timber road bridges; Trail bridges; Culverts, aquatic passage structures, and ancillary structures; Erosion type work for roads, stream banks, and lake shore erosion work.
Project requirements shall be specified in the individual task orders at locations within Alaska (AK). There is not an expectation for offerors to be able to perform in all the locations listed. Potential projects may be in, but not limited to the following areas:
--Chugach NF: Southcentral AK (split among 2 zones)
--Tongass NF: Southeast AK (split among 8 zones)
The selection process, and evaluation criteria to be addressed, will be outlined in the forthcoming solicitation. The solicitation will be available for download exclusively via https://www.sam.gov on or about 01/16/2024. Paper copies of the solicitation will not be issued. This acquisition will be competed as a Small Business Set-Aside with a best value/trade off acquisition approach. The Government intends to award Firm Fixed-Price (FFP) contracts without discussions, however, reserves the right to conduct discussions should it be deemed in the Government’s best interest.
Note: Per FAR 52.204-7(b)(1), System for Award Management (SAM), an Offeror is required to be registered in SAM when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment for any contract resulting from this solicitation. Information on registration may be obtained via: https://www.sam.gov. All Offerors must complete the electronic version of the Representations and Certifications in the SAM system.
