The Defense Health Agency (DHA) Professional Services Contracting Division (PS-CD) intends to solicit for a sole source Firm-Fixed Price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with the American College of Surgeons (ACS), 633 N. Saint Clair Street #2600, Chicago, IL, 60611-3234 to continue services being performed under IDIQ HT001120D0004 due to expire on 24 May 2025. A Justification and Approval (J&A), under the authority of FAR 6.302-1, is being processed for this requirement and will be posted when the approval process is accomplished.
The IDIQ will be issued to ACS for the period of 25 May 2025 to 24 May 2030, which is inclusive of a 12-month base period and four 12-month option periods to provide memberships in national quality programs, to include the National Surgical Quality Improvement Programs for Adult and Pediatric, Metabolic and Bariatric Surgical Accreditation and Quality Improvement Program, Trauma Quality Improvement Program and Cancer Accreditation and Quality Programs. These quality programs shall provide the nationally recognized, validated, outcome-based, risk-adjusted, and peer-controlled measurements and quality improvement of surgical patient care in the Military Treatment Facilities. The Government will not provide direct supervision or control over the contract service personnel performing the services herein. ACS personnel will be accountable solely to the ACS who, in turn is responsible to the Government.
INTERESTED PARTIES: THIS IS NOT A REQUEST FOR PROPOSALS. Firms not solicited under this requirement may request a copy of the solicitation but are advised that the agency intends to authorize other than full and open competition under FAR 6.3. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A copy of the J&A will be posted no later than 14 days after contract award.
The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. Any future solicitation that will be open to competition will subsequently be issued on SAM.gov in order to permit responses.
