Description:

GSA is seeking industry feedback for a new land port of entry within the Grand Portage Reservation about five miles northeast of Grand Portage, Minnesota. The proposed site is adjacent to an existing LPOE of approximately 8.1 acres. The port serves passenger vehicles, commercial vehicles, and pedestrians crossing between the United States and Neebing, Ontario, Canada. The redesign and modernization of the port, which is the second largest in Minnesota, will provide better support for its national security and international commerce functions. Additional lanes and a wider commercial truck lane will shorten vehicle processing times for tourists and residents accessing local community businesses.

The services requested of the Design Builder (DB) shall cover a wide range of design and construction activities including all management, supervision, labor, equipment, and materials required to provide architectural, engineering, construction, and other related services necessary to design and construct the new facilities as well as demolish and renovate existing facilities. Related services include, but are not limited to, site planning, utility relocation (as needed), testing and inspection during construction, commissioning, and potential additional analysis of the site. The procurement will be solicited full and open to all businesses. 

At this Industry Day, specific feedback concerning phasing, scheduling, task challenges, supply chain forecasting issues, and acquisition strategy will be requested from the participants. In addition, GSA seeks feedback on the attached 50% Project Delivery Study and 50% DB Scope Of Work.

Breakout sessions will be provided to potential prime offerors to meet one-on-one with the Government immediately after the formal presentation. The number and length of each breakout session will depend on the number of meeting requests the Government receives. 

Contractors/firms interested in participating in the industry day are requested to respond via email to Contracting Officer, Jennifer Styzek, at jennifer.styzek@gsa.gov by Wednesday, October 11, 2023. Please provide your firm’s name along with the individual(s) name and email addresses of who will be attending. If your firm is interested in a breakout session, please note this in your email. Your firm will be provided a breakout session time by Friday, October 13, 2023.

This will be an excellent opportunity for contractors with NAICS code 236220 and similar construction experience to learn more about this upcoming project and the acquisition strategy. The estimated design build cost of construction is between $65,000,000 and $75,000,000.

This event is open to all contractors. This announcement is not a request for proposal. GSA will not assume responsibility for costs incurred by attendees for their travel expenses for this marketing and outreach event. 

This project has been identified as part of the Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) Mega Construction Project (Megaproject) Program.
