SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY - This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this Notice.

This is a SOURCES SOUGHT notice to determine the capabilities of both small AND large business firms. Qualified companies, regardless of their size or socio-economic status, are encouraged to respond. Two or more small business firms capable of performing this work may help to guide the acquisition strategy and influence potential set-aside. Businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice.

PROJECT DESCRIPTION:

The U.S. Army Corps of Engineers Detroit District is seeking professional industrial hygiene services for the abatement and disposal of floor tile and mastic, wall panels, and pipe covering located at the Maintenance and Support Building (MSB) located at the St Mary's Falls Canal 119 E. Water Street, Sault Sainte Marie, MI 49783.

Contractor will conduct two main tasks to include Asbestos Removal and Disposal and Asbestos Abatement Oversight and Air Monitoring:

Approximately 820-square feet of 9”x9” asbestos floor tile and mastic, as well as 27 linearfeet of metal panel wall with asbestos paper insulation will be removed from the MSB former bank using non-friable abatement techniques.  Removal of 3 feet of piping insulation from above the bathroom in the machine shop using non-friable abatement techniques.  Removal of 20 linear feet of wall material from Environmental Health office located on the first floor of the MSB. The contractor will review available project documentation and prepare waste characterization packages for submittal to an appropriate landfill. Upon receipt of approval for disposal from the landfill, the contractor will notify USACE and prepare the manifests to accompany each shipment of material.

To ensure compliance with applicable regulations and contract requirements, contractor will provide oversight to ensure the work meets technical and administrative requirements of the contract. Contractor will provide on-site observation, including inspection of the work area. Inspection will include inspection of the scaffolding daily, review of the abatement site and setup, critical barriers, decontamination units, waste disposal loadout, and other abatement-associated appurtenances. In addition, contractor will observe field activities to ensure work is performed in accordance with Federal and State of Michigan regulations.

The contract is expected to be solicited early 2025.

The North American Industrial Classification System (NAICS) code is 562910, which has a small business size standard of $25 million.

In order for the Government to determine the extent of industry interest, capability, and experience in the requirement, responses received to this notice shall be in summary format, in either Microsoft Word or Adobe Acrobat PDF format, and shall not exceed five (5) pages, including the attached Sources Sought Survey Information Form included in this Sources Sought Notice.
