The United States Army Special Operations Aviation Command (USASOAC) has a requirement for non-personal, severable flight training support services. This includes all personnel, supervision, supplies and other items (not specifically identified as Government Furnished Property), necessary to support all tasks in the Performance Work Statement (PWS). Performance is primarily at Fort Campbell, KY, but also includes Fort Liberty, NC, Hunter Army Airfield, GA and Joint Base Lewis McChord (JBLM), WA. The Contractor is required to provide various flight instructors, training development, technical, logistical and supply support among other ancillary services in accordance with (IAW) the PWS.

The anticipated period of performance includes a two (2) month phase-in period, a ten (10) month base year, and four (4) 12-month option years. The contract type will be Firm Fixed Price (FFP).

The NAICS code applicable to this requirement is 611512, "Flight Training," with a small business size standard of $34 million. This requirement will be solicited as a 100% Small Business Set-Aside and will be subject to the policies and procedures outlined in the Federal Acquisition Regulation (FAR) Part 15 and other applicable regulations and FAR supplements.

The Request for Proposal (RFP) will be posted on sam.gov on/around 01 Aug. 2024. The RFP and any subsequent documents will be accessible through the following site only: https://www.sam.gov. All responsible sources are encouraged to submit a proposal at the designated date/time as indicated in the solicitation.  

Potential offerors are responsible for monitoring sam.gov for the release of the RFP package and any subsequent amendments. No paper copies of the RFP will be mailed, and telephone requests will not be honored.

Included with this notice is a DRAFT Request for Proposals (RFP). Questions related to the DRAFT RFP shall be submitted NLT 26 July 2024 using Attachment 01X Question Template via email to the points of contact listed below.
