Defense Health Agency Contracting Activity (DHACA), on behalf of Program Executive Office, Defense Healthcare Management Systems (PEO DHMS), intends to award a twelve (12) month sole source bridge contract to American Systems Corporation. This requirement will provide uninterrupted Enterprise Support Services (ESS) to the Program Executive Office for Defense Healthcare Management Systems (PEO DHMS), maintaining the current readiness posture and supporting ongoing development, testing, and deployment of PEO software applications. The contract will include maintenance of the Enterprise Software Services (ESS), operation and maintenance of government-approved laboratories (GAL), management of the Test Infrastructure (TI), and provision of Software as a Service (SaaS) offerings, as well as supporting development, testing, and other services for PEO DHMS portfolio software, including GENESIS and the Theater Medical Information Program-Joint.
American Systems Corporation is the selected contractor for the bridge contract, as they are the incumbent contractor. They possess the necessary expertise and knowledge to ensure continuity of services and minimize disruption to the PEO DHMS program. This bridge contract will serve as a temporary measure to maintain uninterrupted support until a competitive follow-on contract can be awarded through a full and open competition. The bridge contract will provide a seamless transition and maintain the current level of services, thereby ensuring that the PEO DHMS program objectives and timelines are not impacted. The sole source award to American Systems Corporation is a necessary step to prevent a lapse in critical services and to ensure that the program's momentum is maintained until a long-term, competitively awarded contract can be put in place.
Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that they can fulfill the requirement of providing these services may be considered by the Agency. Interested parties shall identify their interest and capabilities in response to this synopsis within 15 calendar days of publication and must clearly demonstrate their ability to successfully fulfill all the above requirements. The Government reserves the right not to respond to any expressions of interest received.
