The purpose of this modification to the presolicitation notice is to provide responses to the technical questions received and to update two sections of the Request for SF 330s. 1) Responses to technical questions are provided in the attached document. 2) Section 2 of the presolicitation notice has been revised to correct a typo. Section 4, factor 1 has been revised to remove four disciplines that are not required for this project and to remove the LEED requirement for the Architect. See below (all changes are highlighted in yellow). 2. PROJECT INFORMATION This project is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The NAICS code for this procurement is 541310 Architectural Services and the annual small business size standard is $12.5M. Please note, the VA has thoroughly reviewed this NAICS code and has determined that it is the correct NAICS for the work being performed. A full design team is required to complete this project. The VA expects to award the anticipated A-E contract by February 2025. The VAAR magnitude of construction is between $20,000,000 and $50,000,000. The anticipated period of performance for completion of design is 266 calendar days after notice of award (NOA). The 266-calendar-day period of performance begins with the issuance of the NOA and a notice to proceed (NTP) will not be issued for the completion of a design project. 4. SELECTION CRITERIA The factors below are listed in descending order of importance. The evaluation will consider how each factor is addressed and how it is formatted to coincide with the selection criteria. Submissions will be evaluated based only on the criteria specified below. Additional information should not be included. Primary Selection Criteria Professional qualifications necessary for satisfactory performance of required services. The evaluation will consider the professional qualifications (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the firm) of personnel proposed for assignment to the project. The architects and engineers on the firm s staff representing the project or signing/stamping drawings in each discipline must possess a minimum of five years of experience and are required to be licensed, registered, or certified by a US state, the District of Columbia, or a US territory. Provide an organizational chart of the proposed team including, but not limited to, the required key positions and disciplines listed below. Provide professional license numbers and jurisdiction of issue or proof of licensure. Project Manager Architect (LEED certification/US Green Build Council certification) Electrical Engineer Registered Communications Distribution Designer (RCDD) Civil Engineer Structural Engineer Mechanical Engineer Plumbing Engineer Cost Estimator Environmental Engineer Fire Protection Engineer Industrial Hygienist Physical Security Specialist Interior Designer Quality Assurance Manager Commissioning Agent Provide resumes of no more than one page each for the Lead Architect, Lead Structural Engineer, Lead Mechanical Engineer, Lead Electrical Engineer, and Lead Plumber Engineer. Any additional resumes will not be considered during the evaluation. The offeror must include the following statement of SDVOSB compliance on the organizational chart when submitting the personnel proposed to perform the work under this requirement: I, [signatory authority], of [company name], certify that the SDVOSB prime contractor will not pay more than 50% of the amount paid by the government to the prime for contract performance to firms that are not certified SDVOSBs listed in the SBA certification database in compliance with VAAR 852.219-73. Only the information provided in sections C through E of the SF 330 will be used to evaluate this factor.
