REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT NOTICE: The Defense Logistics Agency (DLA) Aviation is issuing this Sources Sought Notice as a means of conducting market research to determine what companies are capable of manufacturing (or legitimately obtaining) the items listed in the attached workbook, as well as planning/forecasting demand for these items under a Supplier Initiated Ordering (SIO) type of contract vehicle. The attached parts consist of sole source and competitive parts, outside of small business, which are used on the C-5 aircraft. A reduced defined market basket will be finalized prior to issuance of the official solicitation. The proposed contract action is for SIO support for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by the Sources Sought response date will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
PURPOSE: To increase Material Availability of the attached sole source and competitive parts used on the C-5 to a predetermined level of availability. The contract is anticipated to be Requirements-type, Firm Fixed Price with Incentive Contract, with a five-year base period, and one, five-year option period.
OBJECTIVES: The contractor will be required to aggregate all material requirements to leverage the best value for material support. The contractor will be required to deliver their supplies utilizing a Supplier Initiated Ordering (SIO) process that pushes material into the DLA system to satisfy demands while significantly reducing DLA’s inventory investment. The contractor shall be responsible for forecasting, acquiring, and fulfilling requirements to improve Material Availability on these parts. Performance Metrics will be utilized to monitor performance. The SIO contract could potentially include, but is not limited to, requirements of a Worldwide Demand Material Availability, Backorders Greater than 180 days reduction, and Inventory Turns Metrics. Additionally, the presence of a Field Service Representative will be required. Engineering services will also be a requirement, which could include, but is not limited to, drawing and tech-data management.
RESPONSES: The Government requires that only non-proprietary information be submitted in response to this Sources Sought Notice. The Government shall not be liable for or suffer any consequential damages for the use of any proprietary information submitted.
