Description

This is a Sources Sought Notice for a commercial acquisition. The Government does not intend to award a contract on the basis of this Notice. 

The National Oceanic and Atmospheric Administration (NOAA) Health Services (NHS), and the Eastern Acquisition Division (EAD) is conducting market research to determine potential sources for recurring procurements of various items listed in the NOAA Fleet Formulary and Medical Inventory (NFFMI) for NOAA’s fleet of research, fishery, and hydrographic vessels. These vessels can be deployed to locations all over the globe depending on the mission that is assigned.  

The North American Industrial Classification System (NAICS) code for this requirement is 423450 -Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers. The small business size standard for this NAICS code is 200 employees.

This is not a request for technical or cost proposals. All types of business concerns, large businesses, small businesses, and nonprofit and educational institutions are encouraged to respond to this Sources Sought Notice. Firms that believe they have the capabilities to provide the services as outlined in the Statement of Work and can supply the items listed in Attachment 1 – NOAA Fleet Formulary and Medical Inventory Checklist – are encouraged to fill out the checklist accordingly.  

Additionally, interested vendors should also submit a Capability Statement in response to this Sources Sought Notice. Submitted Capability Statements shall include the following:

Company name and address;

  1. DUNS number;
  2. Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business, as validated via the System for Award Management (SAM);
  3. Company point of contact – name, phone and email address;
  4. A completed copy of attachment 1 that lists all the items and medications your firm is capable of providing. If unable to provide any of the medications found in column B, please indicate that you are unable to supply the item in column D, and provide any related comments within column E; 
  5. Please provide details of your firm’s experience with supplying medical supplies and pharmaceutical medications to maritime vessels that operate globally;
  6. Describe any technical issues or challenges you would foresee being encountered in the execution of the work described in this SOW;
  7. Does the attached draft SOW leave any significant areas of uncertainty where further clarification would be helpful?  If so, please identify and describe what might be clarified.

 Standard brochures will not be considered a sufficient response to this notice.  

Interested sources shall submit an electronic copy of their Capability Statement (limited to five pages) to James Skaggs, Contract Specialist, via email at James.skaggs@noaa.gov no later than 3:00 PM Eastern Standard Time (EST) on December 4, 2024.  Responses will not be returned.  Any questions or responses to this Sources Sought announcement shall be directed to James Skaggs via the email address provided.  No feedback will be provided regarding individual Capability Statements.  Information received will be considered solely to make informed decisions regarding a potential procurement.  Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract.  No reimbursement for costs will be made associated with providing information in response to this Sources Sought announcement or follow-up information requests, if applicable.
