Description

The purpose of this Sources Sought is for Market Research purposes only. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought notice or on any follow up information requests.

The ICBM Systems Directorate at Hill AFB, requests letters of interest from qualified firms interested in performing work in support of the breakdown of fully built up MMIII boosters and/or washout of the Solid Rocket Motor (SRM) components of the MMIII Weapon System. This includes Stage I, II and III. Under this planned contract, the Contractor shall provide all labor, supervision, supplies, tools, materials, equipment, and incidental services required to execute and document results of breakdown and/or washout of the SRMs in support of the MMIII Mission.

The Stage I motor is roughly 54K lbs. 25 Ft. in length and the case consists of a D6AC Steel case. The Stage II motor is 15K Lbs., 14 ft. in length and the case consists of 6AL-4V Titanium. The Stage III is 8K lbs. 7.5ft. in length and made of fiberglass.

The type of work to be performed under this contract shall include but is not limited to:

Booster Breakdown and/or Washout of Existing Rocket Motor Casings:

  • Procure all equipment required to meet washout, waste stream volume requirements and/or booster breakdown.
  • Perform modifications to facilities or new facilities (if required) to accommodate.
  • Install upgraded systems and equipment.
  • Check-out system.
  • Validate booster breakdown and rubble processing with MMIII Stages 1,2 & 3 motors including handling the Ammonium Perchlorate (AP) laden water.
  • Ensure all waste streams adhere to local and federal standards to limit exposure to the environment
  • Report/Documentation

(4)  Your firm’s capability to perform a contract of this complexity

  • Include offeror's capability to breakdown boosters, execute washout, chemical reclamation, and capabilities for Stage I, II & III
  • Include offeror’s capability to execute washout, chemical reclamation, and capabilities for Stage I, II & III, even if the capability to breakdown boosters does not exist
  • Your experience with comparable work performed within the past ten (10) years:
    • Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project; no more than 3 examples of projects performed for review
  • Proposed approach for the execution of the contract including sequencing and the identification of any impediments for execution (including the de-confliction of any conflicts of interest) 
  • Estimated Rough order of Magnitude (ROM) for the work to complete ~600 operational Booster systems
