This is a Sources Sought Synopsis ONLY. The Unites States Government desires to procure base operations outbound cargo services at Hurlburt Field, FL.
This notice is used solely for information and planning purposes- it does not constitute a Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP) or a promise to issues and RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought synopsis. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The GPE is located at https://sam.gov.
BACKGROUND: The contractor shall provide all non-personal services to include personnel,equipment, supervision, and other items and services necessary to perform Outbound Cargo (OC)Shipping Packer and Woodworker Services at Hurlburt Field, Florida. The contractor shall perform OC Shipping Packer/Woodworker workload duties under the guidance of the Transportation Officer (TO) or their designated representatives. The contractor shall provide outbound cargo movement services for general cargo (e.g. small package and/or freight), and other special cargo, and high priority cargo shipments. Transportation modes include commercial and military surface and air. The contractor shall provide packing and preservation services for outbound cargo shipments. The contractor shall provide packaging, pallet (skid) build-up, and preservation services. Cargo movement services will include Transportation Protection Service(s) (TPS) shipmentsconsisting of classified items, COMSEC Controlled Items (CCI), and sensitive items, etc., andHazardous Materials (HAZMAT) packing. Cargo movement services will not include TPS shipments of Arms, Ammunition, & Explosives (AA&E).The anticipated North American Industry Classification System Cods (NAICS) for this requirement is 488991 and the size standard is $34M.

Responses should provide the following information to this sources sough announcement:
PROCEDURES: This sources sought is a required component of a complete and systematic process to evaluate interest parties in order to minimize cost both to potentially interested parties and the Government. Interest sources are also encouraged to submit product literature in response. The Government’s evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted thereafter. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. Respondents are further requested to indicate their status as a foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposal. Funding for this requirement is "Subject to the Availability of Funding" per FAR 52.232-18.
