The U.S. Army Corps of Engineers – New Orleans District is issuing a Pre-Solicitation Notice for Installation of Support Systems at Schooner Bayou Control Structure (SBCS).
This requirement will be issued as a 100% Total Small Business set-aside under request for proposal W912P824R0040.
It is being procured as a firm fixed price under FAR part 12, Acquisition of Commercial Items, and FAR part 13, Simplified Acquisition Procedures. The designated NAICS code is 238210, with a small business size standard of $19.0 Million.
The work consists of the installation of the support systems at the SBCS to accompany the Government installation of new sector gates and new hydraulic machinery. Systems include the procurement and installation of the sector gate impressed current system, the electrical distribution and control system, miscellaneous structural design elements (bolts, Hilti anchors, etc), and hydraulic commissioning of the machinery. Government furnished and installed items are the pair of sector gates, hinge and pintle components, gear rack, hydraulic drive system, and the hydraulic power unit.
The United States Army Corps of Engineers, Mississippi Valley, New Orleans (CEMVN) Schooner Bayou Control Structure (SBCS) was constructed in 1951 to provide protection against high tides and salt-water intrusion. The structure consists of two 75-foot wide navigation channels, each with a pair of operable sector gates. The current sector gates and machinery are original and are approaching their project life.
The site is located 26 miles south of Abbeville, LA; it is 1.75 miles west of the Vermilion River. 28404 S Highway 82 Abbeville, LA 70510. The SBCS can only be reached by boat and the launch is at the Leland Bowman lock. The boat landing is located at 29995 Hwy 333 Abbeville, LA 70510 (29.75778880 N, -92.26418610 W).
The solicitation will be issued on or about 28 JUN 2024, and a due date for quotes will be established in the solicitation. The instructions and closing date and time for submission of quotes will be contained in the solicitation notice and package. The solicitation is expected to be issued on or about 28 JUN 2024, on SAM.gov. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Potential offerors MUST register on SAM.gov in order to receive notification(s) and/or change(s) to the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the SAM.gov web site. Prospective contractors who would like their company name included on the IVL list may do so on the sam.gov website under IVL. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. You will need the adobe acrobat reader for .pdf files (www.adobe.com) in order to open most files posted by the New Orleans District. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administration’s Subnet, at http://web.sba.gov/subnet.
