Description

This is a Sources Sought notice ONLY to identify companies capable of performing Full Food Services (FFS) at the Consolidated Dining Facility (CDF) and additional external dining facilities located within Camp Shelby, MS. The general scope of work consists of dining facility management functions, food preparation, facility sanitation and janitorial duties. Usage of the government facilities will consist of usage of cooking, serving, sanitation and janitorial supplies and equipment. Contractor will be responsible for acquiring food items.

This notice is issued solely for information and planning purposes and IS NOT a Request for Quotation (RFQ), Initiation for Bid (IFB), or Request for Proposal (RFP) nor a promise to issue an RFQ, IFB, or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. The Government is not seeking quotes, bids or proposals and will not accept unsolicited proposals in response to this Sources Sought. The Government will not pay for any information or administrative costs incurred in response to this notice.

BACKGROUND: The Camp Shelby Joint Forces Training Center (CSJFTC) serves as a major training site for joint operations in preparation for real world responses. Part of the functions of the CSJFTC is to provide daily meals to soldiers during all training operations. As a result, a continuing need is anticipated for full food service requirements at the installation. See attached draft Performance Work Statement.  

Services were contracted for these services under contract W9127Q-19-D-0001.      

The NAICS anticipated for these services is 722310 – Food Service Contractors, with a small business size standard of $47M. Businesses of all sizes are encouraged to respond. However, each respondent must clearly identify their business size in their capabilities statement.

PURPOSE OF THIS SOURCES SOUGHT: Data gathered during this request for information from potential offerors with assist the government in set-aside capabilities, as well as the overall approach to execution of this requirement. Please note: Full food service requirements are subject to both the priority established by the Randolph Sheppard Act (RSA) and the preferences established in FAR Part 19.

If your company has the capability to perform these type services, please provide a brief capabilities statement, to include whether the experience has been as a prime contractor or subcontractor on similar requirements, include the services provided, the number of facilities involved, and any other relevant information you deem applicable.

In response to this Sources Sought, please provide:

1) Company Name, Point of Contact (POC) email/telephone number, CAGE Code, Unique Entity ID (UEI), business size (Large or Small)

2) Capability statement addressing the particulars of this requirement, with appropriate documentation supporting your companies organizational and staffing capabilities, as well as financial capacity to meet financial obligations (i.e. payrolls, payment of subcontractors, etc.).

3) If subcontracting or teaming agreements are anticipated, please address the administrative and management structure of the arrangements.

4) Listing of any questions that you would need answered in order to adequately respond to a future solicitation.
